أوباما في مواجهة تمرّد جمهوريين وديموقراطيين

خلال الأشهر الماضية، شهد العالم صراعاً نادراً بين البيت الأبيض والكونغرس، حول الاتفاق الإطار الخاص بالبرنامج النووي الإيراني. فبالإضافة الى التفسيرات المختلفة لبعض بنود الاتفاق الأساسية المتعلّقة بالعقوبات والتفتيش وغيرها، التي صدرت عن الجانبين الأميركي والإيراني، والالتباسات الناتجة منها بين مؤيدي الاتفاق ومعارضيه داخل الكونغرس، وكذلك المعارضة الشديدة من الجمهوريين في مجلسي النواب والشيوخ وبعض الديموقراطيين، تركّز الخلاف بين أوباما والكونغرس على صلاحية الرئيس في توقيع وتنفيذ أي اتفاق نهائي يتوصّل إليه الفريقان في 30 حزيران (يونيو) المقبل، الموعد النهائي للمفاوضات، ودور الكونغرس في مراجعته والموافقة عليه، بخاصة بالنسبة الى مجلس الشيوخ الذي، وفق الدستور، يجب أن يوافق بثلثي الأصوات على «المعاهدات الدولية». فالرئيس أوباما أعلن صراحة، أنه لن يطلب رأي الكونغرس حول الاتفاق النهائي، وأنه سيوقعه في حال تمّ التوصل إليه، مستعملاً صلاحيته في توقيع «اتفاقات تنفيذية» لا تجبره على استشارة الكونغرس ونيل موافقة ثلثي مجلس الشيوخ. هذه «الصلاحية» مختلف عليها، ولكنها أصبحت أمراً واقعاً كثر استعماله أخيراً من جانب رؤساء الجمهورية السابقين، بخاصة بعد الحرب العالمية الثانية. كما هدّد باستعمال الفيتو حول أي قرار يصدر عن الكونغرس يقيّد من حريته، ما سيتطلب ثلثي الأصوات لتجاوزه، وهو أمر صعب الحصول عليه.

إحدى المشكلات الأساسية التي واجهت أوباما في هذا المجال، كانت تتعلق برفع العقوبات عن إيران، الذي هو مطلب رئيسي للمفاوض الإيراني. فالرئيس لديه صلاحية «تعليق» العقوبات (أو أي قرار من الكونغرس أو أجزاء منه) في شكل موقت، وليس رفع العقوبات، وقد أُعطي هذه الصلاحية لأسباب تتعلق بوجود حالة موقتة لا تسمح بتنفيذ قرار يتّخذه الكونغرس، أو بعض بنوده، بسبب تأثيره السلبي في أمن الدولة أو في أمور مهمة أخرى، بانتظار أن تنتفي هذه الأسباب. غير أن تعليق العقوبات من السهل التراجع عنه «بشحطة قلم» من الرئيس نفسه أو رئيس آخر، بينما رفعها من جانب الكونغرس يتطلّب إعادة النظر فيه كلياً في مجلسي النواب والشيوخ، ونيل الغالبية فيهما عن كل بند فيه، ما يجعل العملية تأخذ وقتاً طويلاً، وبالتالي يجعل رفع العقوبات أكثر ثباتاً من تعليقها. لهذا السبب، أصرّ الإيرانيون في البداية على رفع العقوبات من جانب الكونغرس، ولكن بعد الانتخابات النصفية الأميركية ونجاح الجمهوريين الذين يريدون اتفاقاً متشدداً مع إيران لن تقبله الأخيرة على الأغلب، طالب الإيرانيون أوباما بأخذ الاتفاق النهائي إلى مجلس الأمن للحصول على قرار مؤيد له من المجلس، ما يجعله قراراً دولياً يصعب على الكونغرس تجاهله، على رغم أن غالبية أعضاء الكونغرس وعدت بتجاهله متّهمة أوباما بأنه يخالف الدستور والأعراف في الذهاب إلى مجلس الأمن وطلب غطاء من الشرعية الدولية بهدف تجاوز إرادة غالبية ممثلي الشعب الأميركي، ما قد يشكّل في نظرهم خيانة عظمى. ولذا، قامت لجنة الشؤون الخارجية في مجلس الشيوخ، بعد تداول بين الجمهوريين والديموقراطيين، بتبنّي قرار يجبر الرئيس أوباما على عرض الاتفاق النهائي على الكونغرس، وأخذ موافقته على رفع العقوبات التي أقرها الكونغرس (هناك بعض العقوبات التي وضعت بقرار رئاسي ما زال باستطاعة أوباما رفعها). هذا القرار نال مبدئياً، تأييد جميع الجمهوريين وغالبية الديموقراطيين في مجلسي النواب والشيوخ .

في خضمّ هذا السجال والتشنّج من الجهتين، تراجع أوباما عن تهديداته وقرّر توقيع القرار. ماذا حصل؟
بالطبع، عدم قدرة أوباما ومساعديه على ثني الديموقراطيين من حزبهم في الكونغرس عن تأييد القرار، جعل أي فيتو من أوباما قابلاً للتجاوز بثلثي الأصوات في مجلسي النواب والشيوخ. هذا التمرد على أوباما ليس إلّا رأس جبل جليد ما زال يتكوّن منذ مدة إلى أن وصل اليوم إلى حافة الانفجار، بخاصة وأن التمرد هذا لم يعد يقتصر على الكونغرس، وبدأ يتعداه إلى المستويين الدولي والمحلي.

بدأت عــلامــات هــذا التـــمرد تظهر بعد نهاية العهد الأول لأوباما، عنـــدما بــدأت تصـــدر مذكرات كبار معاونيه أمثال هيلاري كلينتـــون وزيرة الخارجية، وروبرت غايتس وزير الدفاع، ولـيون بانيتا رئيس الـ «سي آي إي»، ووزير الدفاع بعد غايتس، إذ بدى واضحاً في هذه المذكرات أن أوباما كان على خلاف كبير مع كبار مستشاريه، بخاصة حول سياسته الخارجية الانعزالية، وعدم تدخّله في سوريا في بداية الثورة، وانسحابه من العراق قبل التأكد من استقرار الأمور فيـــه. وباستقالة وزيــر الدفاع الأخير تشاك هايغل في شباط (فبراير) الماضــي، وتعيين آشتون كارتر مكانه، يكون قد وصل أوباما ألى رابع وزير دفاع في ست سنوات. وقد تكون وصلت الأمور، وفق الـ «واشنطن بوست»، إلى تهديد وزير الخارجية جون كيري، المقرّب من أوباما، بالاستقالة، ما اضطره الى اتخاذ قرار التدخّل في العراق وسوريا لمحاربة «داعش».

ظهرت علامات تمرّد الكونغرس واضحة عندما دعى رئيس مجلس النواب، جون باينر، رئيس الوزراء الإسرائيلي بنيامين نتانياهو، لإلقاء خطاب في 3 نيسان (أبريل) من هذه السنة أمام مجلسي الكونغرس مجتمعين، من دون الرجوع إلى البيت الأبيض، ما شكّل سابقة بروتوكولية خطيرة إضافة إلى كونها تعتبر تمرداً على صلاحيات رئيس الجمهورية. لم يقاطع حضور الخطاب سوى عدد قليل من الديموقراطيين، وذلك بسبب ضغط اللوبي الإسرائيلي في شكل رئيسي.

تبعت ذلك بعد مدة قصيرة الرسالة المفتوحة التي أرسلها 47 عضواً جمهورياً في مجلس الشيوخ، إلى مرشد الجمهورية الإسلامية الإيرانية علي خامنئي، متخطّين الرئيس أوباما، المسؤول الأول عن السياسة الخارجية الأميركية بحكم مركزه، بخاصة وأنه كان في خضمّ مفاوضات بالغة الحساسية مع إيران. في هذه الرسالة، ينبّه أعضاء الكونغرس المرشد إلى أن الدستور الأميركي يعطي دوراً مهماً للكونغرس في الاتفاقات المبرمة مع الدول، وأن عهد الرئيس أوباما سينتهي في الشهر الأول من سنة 2017، بينما معظم موقّعي الرسالة سيبقون في مراكزهم بعد هذا التاريخ ولربما لسنوات طويلة.

أما ميتش ماكونيل، رئيس الجمهوريين في مجلس الشيوخ، فقد وجّه بياناً الشهر الماضي إلى الدول المشاركة في مؤتمر باريس حول التغير المناخي، الذي ستعقده الأمم المتحدة في باريس في أواخر هذه السنة، ينبّهها فيه إلى أن الخطة المقدّمة من الإدارة الأميركية لتخفيض انبعاث الكربون، غير واقعية ولم تنل موافقة الغالبية في الكونغرس، وأن 13 ولاية وعدت بمحاربتها، ولذا يطلب من هذه الدول أن تكون حذرة قبل الدخول في اتفاق دائم غير قابل للتحقيق.

الأخطر من كل ذلك، قد يكون القرار الذي اتخذه مجلس نواب ولاية أريزونا ذات الغالبية الجمهورية، والذي يمنع أي إدارة رسمية في الولاية من استعمال أي من إمكاناتها البشرية أو المادية، لتنفيذ قرارات رئاسية صادرة عن البيت الأبيض لم تثبّت من الكونغرس، وصادرة عنه في شكل قوانين. كما أصدر المجلس نفسه، قرارات تلغي قرارات تنفيذية سابقة لم تعرض على الكونغرس وتنال موافقته. الخطر الأكبر في هذا المجال، هو في تأثير الدومينو الممكن نظراً الى أن بعض الولايات الأخرى حيث يهيمن الجمهوريين على مجالسها التشريعية، قد تتخذ إجراءات مماثلة. الجدير بالذكر في هذا المجال، أن مثل هذا العصيان من الولايات ضد رئيس الجمهورية، لم يحدث في تاريخ الولايات المتحدة سوى مرة واحدة عندما ألغى الرئيس إبراهام لينكولن، العبودية في ستينات القرن التاسع عشر، انتهى في حينه بحرب أهلية كارثية وباغتياله.

مرّر أوباما برنامجه الصحي الجديد - أوباماكير - عندما كانت لديه الغالبية في الكونغرس، فأقيمت ضد البرنامج دعاوى من أفراد وشركات ورجال دين وغالبية الولايات (حوالى 38 من أصل 50). بعض هذه الدعاوى قضمت أقساماً منه والبعض الآخر ما زال في المحاكم، وواحدة - هالبيغ ضد سيبيليوس - تهدد بانهياره وفق الخبراء. ثم حاول أوباما تجاوز الكونغرس الجمهوري بإصدار قرار تنفيذي بتصحيح حالة حوالى أربعة ملايين مهاجر غير شرعي، ولكن القضاء حكم بإيقاف تطبيق القرار نتيجة لدعوى أقيمت لهذا الغرض من 26 ولاية (حاضراً في الاستئناف). وهناك اليوم مجموعة من أعضاء الكونغرس، بدأت بالتحضير لإجراءات محاكمة الرئيس في الكونغرس (impeachment)، كما حصل من دون جدوى بالنسبة الى الرئيس بيل كلينتون (نجحت في مجلس النواب وفشلت في مجلس الشيوخ)، أو كما حصل سابقاً بنجاح بالنسبة الى الرئيس ريتشارد نيكسون الذي اضطر الى الاستقالة.

في الخــلاصة، فمـــا لا شك فيه هو أن هناك حركة تمــرد حول أوباما بدأت بين كبار معاونـــيه، ثم بيــــن الغالبية الجمهورية في الكونغرس، وبدأت تنتشر بين أعضاء حزبه من الديمــــوقراطيين، كما ظهر من الانتماءات الحزبية لموقّعي القرار الأخير الخاص بالعقوبات علــى إيران، وقـــد وصلت اليوم إلى مستوى الـولايـات وقد تصل في النهاية إلى محاكمة الرئيس داخل الكونغرس. السؤال الآن هو: هل استسلم أوباما وانسحب من المواجهة مع الكونغرس حتى نهاية عهده في كانون الثاني (يناير) من السنة المقبلة، أم أنه سيستعيد قواه ويعاود الكرة بتجاوز الكونغرس إذا لم يعجبه قراره المتشدّد بالنسبة الى رفع العقوبات مثلاً، فيقوم بتعليقها خلافاً لرأي الكونغرس؟ الجواب آت في الأشهر القليلة المقبلة.

Summary:
A serious conflict erupted recently between President Obama and Congress over the Iran nuclear deal. Obama declared openly that he will not seek the opinion or approval of the Republican-dominated Congress on the deal and that he will sign it as an “executive agreement”, and that he will veto any congressional decision in opposition. In terms of lifting the sanctions on Iran, which is the main bone of contention, he will “suspend” them, which is his prerogative, and not “lift” them, which is the prerogative of Congress which imposed them. He threatened to take the deal to the Security Council of the United Nations to give it international legitimacy making it more difficult to repeal by Congress. The Congress in return promised to fight it and accused the president of violating the Constitution if he were to go to the Security Council because he would be seeking international legitimacy over the will of the representatives of the American people.

In the middle of this heated confrontation, the President suddenly signed a bill by Congress to allow the latter to review the deal. What happened?

One of the main reasons, it seems, was the brewing rebellion against Obama from his close senior associates, the Democrats in Congress who signed the above bill, and the beginning of a potentially very serious rebellion on the level of the States.

Early signs of this rebellion appeared with the publication of the memoirs of his senior Aids, namely the memoirs of Hillary Clinton his former Secretary of State, Robert Gates the former Secretary of Defense and Leon Panetta his former Director of the CIA and later Secretary of Defense after Gates. With the later resignation of Chuck Hagel, the last Secretary of Defense, and the recent appointment of Ashton Carter to replace him, Obama would have gone through 4 Secretaries of Defense in 6 years. Word has also leaked that John Kerry, the present Secretary of State, threatened to resign to force Obama to intervene in Iraq and Syria which was the demand of the former senior associates over which they resigned.

Congressional rebellion appeared with the invitation of the Speaker of the House of Representatives to Israel’s Netanyahu to address a joint session of Congress without even informing the President.
This was followed by a letter addressed to the Supreme Leader of Iran, Khamenei, by 47 Senators warning him that the American Constitution gives Congress, which the President intends to bypass, an important role in international agreements and that most of the members of the Congress will be there after 2017 when the President’s term expires.

Mitch McConnell, the majority leader in Congress, sent lately a letter to the representatives of countries negotiating, under the auspices of the United Nations in Paris, environmental measures including the reduction of carbon emission, informing them that the proposal made by the American administration was not realistic and is opposed by Congress and a number of States and warning them not to sign a deal that is difficult to implement.

Perhaps the most dangerous rebellion is the decision by the lower house of the State of Arizona forbidding any employee of the State to implement decisions taken by the President without the approval of the Congress with retroactive effect. The great fear of the Administration is a domino effect, which must have contributed to the change of heart of Obama mentioned at the outset of this article. Add of course the threat of impeachment that some Congressmen have already started preparing.

The question remains: Has Obama capitulated to Congress till the end of his tenure in 2017 or will he gather strength and confront Congress again, especially if it scraps the Iran deal or make it too difficult for Iran to accept?

Remember when eggs were bad for us before they were good for us? Or when certain heart disease was the devil’s bargain we made for loving a good cheeseburger? You may be excused for the vertigo you experience from all the flip-flops, twists and turns written over the years about the goodness or badness of any number of foods. For all of the “scientific” studies of nutrition and health, the bottom line is that we knowsomething about the food we eat. But truthfully, the science behind what we ingest and how it affects our health is in its infancy.

There are numerous reasons why we are get conflicting information, partly because of how some journalists interpret scientific reports. Most reputable research papers are broken down the same way. There is an introduction/background, a methods section explaining how the research was performed, a results section, discussion/conclusion, and finally a summary. Journalists for the most part, not being scientists and on tight deadlines, read only the summary, which may have less scientific jargon and be more readily digestible than the rest of the paper. Many a journalist has fallen prey to accepting the summary without delving into the particulars. The result is a headline that screams Coffee Is Great for Your Health! when it should have said Coffee Is Great for Your Health—If You are Middle Class, Have Health Insurance, Don’t Smoke, Exercise, and Your Parents Don’t Have Cancer!
The problem is not always the journalism. Some studies are deeply flawed. Other studies cannot be duplicated and are therefore discredited. Sometimes the sample of people studied is too small. And then there are the studies sponsored by industries that have vested interests in the outcome.
Dietician Andy Bellatti wrote on Lifehacker, that:
“…increasingly, food companies are setting up ‘institutes’ (i.e. Coca-Cola’s Beverage Institute for Health and Wellness, General Mills’ Bell Institute) that are essentially PR efforts that oh-so-coincidentally frame these companies’ products as healthful (or, in the case of soda, in no way problematic from a health standpoint).
 “To make matters more confusing, these institutes have doctors, cardiologists, and dietitians on their payroll—as well as key media contacts—resulting in a health professional talking to media about, say, how soda is ‘unfairly vilified.’ Most times, the general public isn’t aware that this isn’t an objective health professional choosing to say that.”
Whatever the reason, once corrected, a study may come to conclusions that are diametrically opposed to previous studies.
Here are five nutritional flip-flops, and a few more where the jury is still out.
1. Eggs. There was a time not very long ago when eggs were looked upon as cardiovascular time bombs. High in dietary cholesterol, it was said that eating a lot of eggs would result in gummed-up arteries and a high risk of heart attack. Most recent studies, however, cast these assumptions aside. Unless you are diabetic, there is no evidence that dietary cholesterol results in plaque building up in your arteries (studies on diabetics have shown possible correlation but nothing definitive).
In addition to protein, eggs contain lots of great nutrition, including omega-3s and B-vitamins.
Bottom line: Eat your eggs.
2. Saturated fat/red meat. Good and bad news about saturated fat has been bouncing to and fro like a ping-pong ball for several decades. One of our primary sources of saturated fat is red meat (burgers, steaks, beef hot dogs and the like). From the early- to mid-20th century, we were encouraged to consume lots of meat because it was a great source of protein, B vitamins and numerous other nutrients. However, in the 1960s, studies began to link saturated fat with heart disease and cancer.
Back and forth the argument went, as conflicting studies linked and unlinked the dangers of red meat consumption. People read and worried, accepted that meat was bad (although did not stop eating it), and rejoiced whenever news came out that maybe meat was OK. In 2014, a study out of Harvard, comprised of over one million people, found no link between the consumption of unprocessed red meat and either heart disease or diabetes. Another studyout of Europe of over 450,000 individuals came to the same conclusion.

However, both of these studies did find a link between processed meat (hot dogs, cold cuts and the like) and disease.

Bottom line: If you want a burger, eat one, but think twice about that salami (processed meat) sandwich. But health reasons aside, the consumption of meat in the world sustains factory-farming of animals, which is the source ofhorrendous misery for billions of cows and pigs and is literally killing the planet because of the carbon, air and land pollution it creates. If you are concerned about that, and you should be, cut down on your meat consumption or stick to meat obtained from sustainable farming practices.
3. Butter. Butter’s stock has gone up and down for 150 years. As far back as 1855, people were told to use oil instead of butter. Like a close-fought basketball game, the duel between margarine and butter has been classic, but it seems that butter has finally gained the upper hand.
The main beef against butter has mostly been that it is a saturated fat, which with prolonged consumption, would cause cardiovascular disease. The Harvard study referenced above seems to have put that fear to rest, and in fact it is margarine, with its high trans fat content, which studies have shown is the heart disease enabler.
Meanwhile, butter is a good source of fat-soluble vitamins like A, E and K2, and actually raises the good HDL level in your blood, while lowering the bad LDL. As for the extra calories? No worries. A 2012 study concluded there was no correlation between high fat dairy and obesity.
Bottom line: Butter your toast. But remember most dairy you consume comes from factory farms, so try to buy butter that comes from grass-fed cows.
4. Coffee. For many years, coffee was the victim of flawed studies linking it to cancer and heart disease. Problem was, these studies did not take into account other factors, like coffee-drinkers might also be cigarette smokers. The result was that many people gave up coffee, albeit reluctantly.
It turns out that the dark side of coffee was greatly exaggerated. Yes, there are negative aspects of coffee. It is addictive, so if you want to stop, be prepared for a couple days of wicked headaches. It is a stimulant, so if you overdo it, expect to be tossing and turning in bed. If you are pregnant, don’t overdo it. There is some small correlation (not causation) between coffee and miscarriages, but opinion is nowhere near what it used to be, and most doctors now think a small cup or two a day, even if you are pregnant, is not a problem.
Now for the good stuff. Coffee is loaded with antioxidants (in fact, some Westerners actually get more antioxidants from coffee than from fruits and vegetables). Coffee enhances brain function (as do most stimulants), may protect your brain from degenerative diseases like Alzheimer’s andParkinson’s, and may ward off Type 2 diabetes and even liver cancer. Want more? There are studies linking coffee to a lower risk of depression and suicide and to a longer lifespan. (It is important to note that these studies are not causative, i.e. they do not show coffee causes a reduction in disease, only that those who drink coffee seem to have less disease.)
Bottom line: A cup of joe, please.
5. Avocados. Only a few decades ago the avocado was considered a sinful treat. As studies coming out in the 1970s and ’80s extolled the dangers of fat, the poor avocado suffered in silence as it was swept up in the low-fat tsunami of scientific opinion.
What we know now, is that the creamy fruit (yes, it is a fruit, not a vegetable) is a source of mono-saturated fat that does not clog your arteries or increase your cholesterol level, and in fact helps sweep away the bad LDL in your blood.
Bottom line: Eat as much guacamole as your heart desires.
On the Fence
Red wine: For a long time, scientists struggled with the so-called French paradox. Why is it that the French, whose diet includes lots of saturated fats, still manage to have less heart disease than Americans? The answer, researchers declared, was red wine. Red wine contains an ingredient calledresveratrol, which studies point to as an active agent in protecting the cardiovascular system. Wine drinkers celebrated and drank a lot of wine, secure in the knowledge that they were doing their heart a solid. Alas, it seems we jumped the gun, or goblet as it were. More recent research has shown that the amount of resveratrol in the bodies of wine drinkers was not sufficient to provide any cardiovascular protection.
Since we now know that saturated fat is not the grim reaper we thought it was, it would seem that the lower level of heart disease in France would have other causative factors. A more likely cause, we now believe, is the higher amount of fresh fruits and vegetables that the French consume, as well as the lower amount of processed foods.
Bottom line: Drink up, but not to excess. A glass or two of wine a day might not protect your heart directly, but it certainly reduces stress and that’s a good thing. More than a couple glasses, though, and you are doing your body more harm than good.
Salt: Considered a contributor to high blood pressure and resulting heart attack and stroke risk, Americans have long been advised to limit their salt intake to about 2,300 milligrams of sodium a day (about a teaspoon of salt). Since we routinely consume over 3,500 milligrams a day, salt has been considered a major culprit contributing to America’s cardiovascular woes.

Here’s the thing, though: when we limit our salt intake, the resulting blood pressure drop is generally minimal (120/80 may drop to 118/79), not really enough to make much difference. And limiting salt too much has its own risks, since the human body needs salt to function properly. Now a major study, called the PURE study, published in the New England Journal of Medicine has concluded that there is insufficient evidence to show that limiting salt intake has any effect on health. Moreover, people in the study who limited their salt intake had more heart trouble than those who did not. There is still debate going on over the PURE results, and the American Heart Association, as well as the American government, has stuck to its guns that limiting salt is the better choice, but it would seem that the old orthodoxy may be cracking just a bit.
Bottom line: If you have very high blood pressure, limiting your salt intake might be the wise choice (for the moment, anyway), but the occasional potato chip shouldn’t overly concern you. For people without blood pressure issues, worrying about salt might raise your blood pressure more than the salt you are unnecessarily worrying about.
Sorry, These Are Still Bad For Us
Bacon: Unprocessed meat good. Processed meat bad. Because of the good news about saturated fat, bacon lovers of the world rejoiced, and there have been numerous articles claiming bacon is now good for you. Sorry, bacon lovers, but bacon is a cured, processed meat. There is plenty of evidence linking consumption of processed meats to heart disease, cancer and diabetes.
Bottom line: No scientific flip-flop on bacon. Bacon tastes great and is very bad for you.
Sugar: It’s bad for you. It was then, it is now. And it’s not just the tooth decay or the obesity or the diabetic risk; studies increasingly point to sugar as a culprit in inflammation, which may link to autoimmune diseases, cancer, heart disease, and more.
Bottom line: Sugar tastes so good, and it is hidden in so many foods. But cut down on the sweet stuff.
The overall takeaway is that today’s good food may be tomorrow’s bad food. So listen to the old saw: everything in moderation. And no matter what, no one will ever say too many fruits and veggies are bad for you. Eat lots of those and you really won’t need to worry too much about the rest.

ترهيب المسلمين في شرق آسيا... قصتهم في ميانمار

لا شك أن الإسلاموفوبيا منتشرة بين العديد من الشعوب الغربية ولها جذور تاريخية، وكثيراً ما تترجم إلى إجراءات تعسفية تصل إلى أعمال عنف ضد المسلمين في تلك الدول. ففي الولايات المتحدة، على سبيل المثال، تبلغ الاعتداءات على المسلمين، وفق إحصاءات الـ «إف بي آي»، ما بين 100 و150 سنوياً منذ حادثة 11 أيلول (سبتمبر) 2001، وفي إنكلترا قد تصل إلى أكثر من 500 حادثة اعتداء سنوياً في الوقت الحاضر، وكذلك الأمر بالنسبة الى دول أوروبية أخرى. غير أن العنف الذي تولّده هذه الظاهرة في الدول الغربية، لا يمثل سوى نقطة صغيرة في بحر العنف الناتج من الإسلاموفوبيا على المستوى العالمي، خصوصاً في بلدان شرق آسيا أمثال ميانمار (بورما) وسري لانكا والصين والهند، الذي للأسف لا ينال التغطية الإعلامية الجديرة به، خصوصاً في الإعلام العربي والمسلم باستثناء القليل منه.
في ما يلي قصة ترهيب المسلمين في ميانمار.

جمهورية ميانمار (بورما سابقاً) حيث الغالبية الساحقة والحاكمة تتبع الديانة البوذية (حوالى 90 في المئة من السكان في التعداد)، لم تكن يوماً مثالاً للتسامح الديني مع المسلمين أوالمسيحيين أو الهندوس أو أية من الأقليات الـ135 المعترف بها رسمياً. غير أنها، وباعتراف جميع المراقبين الدوليين، لا تتعامل مع أي منها بالوحشية والعنف اللذين تتعامل بهما مع المسلمين الذين يشكلون حوالى 5 في المئة (أي 2،2 مليون شخص) من الشعب، وخصوصاً مع المجموعة الإثنية المسلمة المعروفة بالروهينغيا التي تشكل نصف المسلمين أو أكثر في البلاد، وتعيش في غالبيتها في شمال ولاية راخين غربي ميانمار.

بعد تظاهرات ومواجهات حصلت بين الروهينغيا والبوذيين في الولاية راح ضحيتها 300 قتيل و140000 شخص مهجر، غالبيتهم الساحقة من المسلمين، تكثفت حملة ضد المسلمين عامة ووضعت أعداداً كبيرة من الروهينغيا في ما يشبه معسكرات اعتقال أو حاصرت قراهم وبلداتهم، بالاشتراك مع الدولة، وحركات بوذية تباركها الدولة مثل حركة 969 التي تستمد إسمها من التعاليم البوذية الدينية ويرأسها الراهب البوذي المتطرف أشين ويراثو. حُرم سكان المعسكرات والبلدات المحاصرة، من الخدمات الطبية التي كان يوفرها «أطباء بلا حدود» حصرياً، بعد أن طردتهم الدولة من تلك المناطق وقام المتطرفون البوذيون بالاعتداء على مقراتهم تحت عين السلطات المحلية، كما يقول نيكولاس كريستوف في «نيويورك تايمز». لا تسمح الدولة بإنشاء مدارس في المناطق التي يسكنها الروهينغيا، كما تحرم هذه المناطق من الاستثمارات الضرورية لخلق فرص عمل. ويضيف كريستوف: ما رأيت في حياتي سوء تغذية أوسع مما هو موجود بين الروهينغيا، ولكن في هذه المعسكرات والبلدات يعود السبب إلى سياسة الحكومة المتعمدة. كما تتعرض الروهينغيا، إضافة إلى هذا كله، للضرب والتعذيب بين الحين والآخر من السلطات المحلية، وفق افتتاحية حديثة في الجريدة نفسها.

تقوم الدولة بسنّ قوانين موجهة الى المسلمين ومجحفة بحقهم، كتلك التي تحرم الزواج المختلط وتحدد عدد الأطفال لأسر الروهينغيا بولدين لا أكثر. كما سحبت الدولة الجنسية من هذه المجموعة من السكان على أساس أنها بنغالية (من بنغلاديش) لاجئة في ميانمار، على رغم أن الروهينغيا تعيش في البلد على الأقل منذ القرن الثامن عشر، والمسلمين في شكل عام منذ القرن الثاني عشر، كما لم تشمل الروهينغيا في التعداد الأخير للسكان لأن هذه المجموعة بنظرها أجنبية. يقول رئيس جمهورية ميانمار تين سين: سنرسلهم إلى خارج البلاد. إنهم في البلاد بصفة غير شرعية، وسنطلب من الأمم المتحدة مساعدتنا للتخلص منهم. أما الأمم المتحدة فقد أدانت في المقابل مرات عدة معاملة ميانمار للروهينغيا الذين تعتبرهم مواطنين ميانماريين. ولتبيان الإسلاموفوبيا المتجذرة هناك، نذكر التظاهرات التي حصلت في البلاد خلال زيارة وفد من منظمة التعاون الإسلامي حديثاً، حملت شعارات معادية للإسلام.

نتيجة لكل ذلك، يحاول الآلاف من المسلمين، خصوصاً الروهينغيا منهم، الهرب من ميانمار إلى ماليزيا، مروراً بتايلند، على أساس أن ماليزيا هي دولة إسلامية قد ترحّب بهم. عشرات الألوف أخذوا هذا الخيار.غير أن الرحلة إلى ماليزيا مليئة بالمخاطر، في الطريق وبعد الوصول.

تأسست مافيا للتهريب تتنافس فيها شرطة ميانمار مع مهربي القطاع الخاص. الشرطة تطلب مئة دولار للشخص لرحلة بحرية، بينما يتقاضى مهربو القطاع الخاص تعرفة أقل وفق «نيويورك تايمز». أما القلة الميسورة من المسلمين، فباستطاعتهم الحصول على أوراق رسمية وبطاقة سفر بالطائرة الى ماليزيا، بما يعادل 4000 دولار للشخص لرحلة لا تتجاوز تسعين دقيقة تكلّف 88 دولاراً للراكب العادي. معظم الأموال هذه، تذهب إلى موظفي الجمارك في ميانمار.

الرحلة بالبحر قد تنتهي بغرق المركب لثقل حمولته وقدمه، فخلال السنة الماضية فقط يقدر عدد المفقودين في البحر من الروهينغيا بألفي شخص. في الطريق كثيراً ما يبيع المهربون حمولتهم لمسؤولي الهجرة في تايلند، الذين يبيعونها بدورهم لأشخاص آخرين كرقيق (عبيد) ليعملوا في المزارع الكبرى في تايلند أو على المراكب. أما الذين تسوّل لهم أنفسهم الهرب، فالعقاب صارم يصل وفق التقارير إلى قطع أربع أصابع من اليد اليمنى.
أما بالنسبة الى الذين يصلون في النهاية إلى ماليزيا، فكثر منهم يُلقى القبض عليهم ويوضعون في أقفاص في العراء، وآخرون يباعون لمافيات تعمل في الإتجار بالأشخاص تجبرهم على العمل في مجال الدعارة أو العمل بالسخرة. بسبب هذه المعاملة، التي يصفها تقرير وزارة الخارجية الأميركية حول الإتجار بالأشخاص الصادر في حزيران (يونيو) الماضي، قررت الإدارة الأميركية خفض تصنيف ماليزيا في مجال الإتجار بالأشخاص إلى أقل مستوى (الثالث) أي الأسوأ، ووضعها في مصاف دول ككوريا الشمالية وزيمبابوي وإيران وغامبيا وغيرها. لماذا يغامر هؤلاء في تحمّل مخاطر الرحلة؟ الجواب جاء على فم أحد المهاجرين في برنامج عن الموضوع بثّته قناة «الجزيرة»، حين قال إن الموت السريع خلال الرحلة أفضل من الموت البطيء في معسكرات ميانمار.
على رغم ما تقدّم، تبقى الدول العربية والإسلامية صامتة إلى حدّ كبير، وكذلك دول الغرب والمجتمع الدولي عموماً، باستثناء تحرك خجول للإدارة الأميركية. فهذه الإدارة تثمّن تحول ميانمار السياسي نحوها وبعيداً من الصين لما لموقعها الجغرافي من أهمية استراتيجية، ولذلك تتعامل مع مسألة الروهينغيا بكثير من التأني والحذر. وفي خطاب أمام حشد من الشباب خلال زيارة إلى ماليزيا في نيسان (أبريل) من السنة الماضية، ذكر أوباما أن «هناك أقلية مسلمة في ميانمار تنظر إليها الغالبية بفوقية، وحقوقها ليست مصانة في شكل كامل»، من دون ذكر الدور المشين الذي تؤديه تايلند وماليزيا في هذا المجال. في المقابل، في الخطاب الذي ألقاه أوباما في الكلية الحربية الأميركية في الشهر التالي، أتى على ذكر الديموقراطية الناشئة في ميانمار كأحد الإنجازات الديبلوماسية لإدارته، أي من دون الدخول في حرب جديدة. وكانت الإدارة الأميركية دعت رئيس ميانمار تين سين، الى زيارتها في تموز (يوليو) 2012، مشيدة به خلال الزيارة بأنه «مصلح جريء» على رغم التظاهرات المعادية للزيارة أمام البيت الأبيض، وعلى رغم أن مذبحة الروهينغيا تلك السنة لم يكن قد مضى عليها سوى بضعة أشهر.
ولكن، تحت ضغط سلسلة من التقارير التي نشرت حديثاً، في شكل أساسي في «نيويورك تايمز» بين الصحف الأميركية الكبرى، نتيجة زيارات قام بها محرروها (أمثال نيكولاس كريستوف وجاين برليز) إلى ميانمار ابتداءً من أوائل السنة الماضية، اضطرت الإدارة الأميركية بشخص رئيسها، الى التعاطي مع مسألة الأقليات في ميانمار، خصوصاً الروهينغيا، بشيء من الصراحة وكثير من الدبلوماسية. فخلال زيارة أوباما إلى ميانمار في تشرين الثاني (نوفمبر) من السنة الماضية، اعترف الرئيس الأميركي بأن ميانمار قصّرت في تقدّمها نحو الديموقراطية وتعاملها مع الروهينغيا، قائلاً في مؤتمر صحافي مع أونغ سان سو كي البورمية الحائزة جائزة نوبل للسلام بسبب نضالها في سبيل الديموقراطية وحقوق الإنسان في بلدها: «التمييز في المعاملة بالنسبة الى الروهينغيا أو أية أقلية دينية، لا يؤدي في رأيي في الأمد البعيد إلى نوعية من البلاد تريدها بورما». وعلى ذكر سو كي، تجدر الإشارة الى أنها ترفض ذكر الروهينغيا في خطاباتها لأنها تأمل في الوصول إلى رئاسة الجمهورية على رغم الاستياء الواسع دولياً من ذلك، وعلى رغم أن الحكومة تمنعها من خوض الانتخابات بسبب زواجها من أجنبي.

في الخلاصة، ما زال المجتمع الدولي صامتاً إلى حد كبير حيال مأساة المسلمين وإلى حد ما الأقليات الأخرى، في ميانمار، فالإدارة الأميركية التي ألغت عقوبات كانت فرضتها على ميانمار في عهد حكم الجيش الذي انتهى في آذار (مارس) 2011، ترفض إعادة ولو بعضها للضغط على حكومة ميانمار، وما زالت الاستثمارات الغربية تتدفق على ميانمار وكأن شيئاً لم يكن. «إن هذه ليست مأساة مجموعة إثنية مغمورة، هذه مذلّة للحضارة»، يقول كريستوف في «نيويورك تايمز»، ويضيف: «رئيس أوباما... إرفع صوتك».

There is no doubt that Islamophobia is widespread in the West. In the U.S., for example, FBI statistics show that there was between 100 and 150 assaults a year on Muslims since 9/11 and in the U.K. they reached around 500 a year recently. But Islamophobia in the West is nothing to compare with its counterpart in some of the East Asian countries, in particular Myanmar (Burma), Sri Lanka, China and India but this remains little known because of the limited coverage in Western media, and particularly in media of Arab and Muslim countries. Following is the story of terrorizing Muslims in Myanmar:

Myanmar’s population is 90 per cent Buddhist, 5 per cent Muslim (some 2.2 million) and the rest are Christians, Hindus, or any of over 130 officially recognized ethnic groups. The government treatment of non-Buddhist groups has never been exemplary but its treatment of Muslims, particularly the Rohingya, an ethnic group of Bengali origin who compose approximately half of the Muslim population in the country, has been particularly savage and violent.

After demonstrations in 2012 during which some 300 persons died and 140000 were displaced the vast majority of which were Rohigya, the campaign of discrimination against Muslims intensified: tens of thousands were placed in concentration camps and the rest found their towns and villages besieged. Medical doctors, schools and basic investments are not allowed in these areas and local authorities undertake periodic beatings and torturing of the people there, as was reported by Nicholas Kristof of the New York Times who visited the area. In addition, the government has deprived the Rohingya from their citizenship, and the President, Thein Sein, declared that they are considered as foreigners (they have been living in the country for centuries) and that he will ask the United Nations to help get rid of them. But the UN has condemned on several occasions the way Myanmar treat the Rohingya whom they consider as Myanmar citizens.

As a result, thousands of Rohingya try to escape to Malaysia through Thailand, which encouraged the formation of Mafias, specialized in transporting these illegal migrants for exorbitant fees.  The sea voyage is also extremely dangerous. Last year alone about 2000 perished at sea. Often, those who arrive in Thailand are sold as slaves to work in the large agricultural estates or on ships. Those who attempt to escape receive severe punishment that could include the cutting off of four fingers from the right hand.

As for those who reach Malaysia, many of them are arrested and placed in inhumane prisons made of cages in the open air or sold to mafias specialized in human trafficking and end up working in prostitution or for their food and shelter (as was described in the last report of the US department of State on Human Trafficking issued last June). For this reason the US government has placed Malaysia at the lowest level in with regard to human trafficking together with countries like North Korea, Zimbabwe, Gambia and others. In answer to the question as to why these Rohingya undertake such a perilous journey, one illegal migrant said on a television program on the subject: I prefer to  die during the journey than dying slowly in a camp in Myanmar.

In spite of all this, the United Sates which had lifted in 2011 the sanctions it had imposed on Myanmar during the military rule preceding that year refuses to reinstate them even partially in spite of demands by some media correspondents who visited the area (e.g. Kristof and Jane Perlez) and human rights organizations. American investments are still pouring into the country. In 2012 President Thein Sein paid an official visit to Washington during which he was officially hailed as a “courageous reformer” in spite of demonstrations of human rights advocates in front of the White House and the massacre of Rohingya earlier that year. Even Aung San Suu Kyi, the Burmese Nobel Prize winner, refuses to mention the Rohyingya and their suffering apparently because this would affect negatively her presidential aspirations. “That’s not a tragedy for one obscure ethnic group;” said Kristof in a recent article in the New York Times, “it’s an affront to civilization. Please, President Obama, find your voice.”

On the decline of the United Nations أين الأمم المتحدة من عصرهها الذهبي

أين الأمم المتحدة من عصرها الذهبي؟

أتكلم في هذه المقالة بشكل رئيسي عن العمل التنموي للأمم المتحدة، وليس عن عملها السياسي في مجال الأمن والسلام الدوليين. من الضروري، خصوصاً في هذا السياق، الفصل بين الأمانة العامة، أي الجسم الفني والتنفيذي للمنظمة، والجسم السياسي الذي يشمل الدول الأعضاء ويتخذ في النهاية القرارات الصادرة عن المنظمة. العلاقة بين الجسمين هي ذات أهمية، وهي قد تغيرت مع الوقت، إلى حد كبير مع شخصية الأمين العام، وعلى حساب مصداقية الأمانة العامة ومصالح الدول النامية. هذه هي قصتها:

أول أمين عام للأمم المتحدة، النروجي تريغفي لي، لم يعتبر أن دور الأمين العام هو دور محايد، بل دور مشارك في القرارات. فبالنسبة للحرب الكورية مثلاً، اعتبر لي أن كوريا الشمالية هي المعتدي، ما أغضب الاتحاد السوفياتي وسبب له مشكلات كبيرة عند تجديد ولايته الأولى سنة 1951 وبعدها. في هذه الأثناء، بدأ السيناتور الأميركي جوزيف مكارثي حملته الشهيرة ضد الشيوعية في أميركا، فوصلت به الأمور إلى اتهام موظفين في الأمم المتحدة بالتجسس لحساب الاتحاد السوفياتي. وصلت ضغوط مكارثي إلى حد جعل كبير مستشاري تريغفي لي وصديقه الحميم آيب فيللر، ينتحر، ما سبّب له ألماً كبيراً شكل سبباً إضافياً لاستقالته من منصبه سنة 1952، ولم يستطع أن يترك وراءه أي إنجاز يُذكر.

اقترح الاتحاد السوفياتي يومها أن تُسلّم الامانة العامة إلى «ترويكا» مؤلفة من ممثل عن كل من الدول الغربية، والدول الشيوعية، ودول العالم الثالث، ولكن القرار في النهاية كان في إيجاد أمين عام لا يسبب المشاكل التي سبّبها سلفه. وقع الاختيار بعد مدة طويلة من المشاورات على داغ همرشولد، الشاب الذي لم يكن قد تجاوز الـ45 سنة من العمر على افتراض أنه، بحسب سير بريان أوركهارت، أحد مؤسسي الأمانة العامة، «لطيف، موظف حكومي سويدي كفؤ لا يهز المركب وليس مفرطاً باستقلاليته ولا يسبب المشاكل. ولكن الحقيقة تقال إنه كان مفاجأة كبيرة خلال الثماني سنوات التي تلت تعيينه إذ إنه كان كل شيء سوى ما انتظروه».

شهدت الامانة العامة عصرها الذهبي في عهد همرشولد، من 1953 إلى 1961، وإلى حد ما في عهد خليفته يو ثانت الذي دام حتى سنة 1971. أنشأ همرشولد الأمانة العامة من حوالي 4000 موظف على قاعدتين أساسيتين: أولاً عدم تدخل الدول في تعيينات الموظفين، وذلك من أجل حماية الأمانة العامة من التوظيفات السياسية، وثانياً اختيار كبار الموظفين الفنيين، كل في مجال اختصاصه، بعد استشارة القيادات الفكرية في ذلك الاختصاص لإيجاد الشخص الذي يتمتع بالمعرفة الفنية والقدرة الإدارية. هذا ما ورثه يو ثانت وأكمل العمل على أساسه.

كان للأمانة العامة التي أسسها همرشولد احترام كبير على المستوى الدولي. وكان لكلام الامين العام صدى واسع، كثيراً ما كان يتجاوز صدى كلام رؤساء الدول الكبرى في المحافل الدولية. واستطاعت الأمانة العامة، من خلال نوعية دراساتها للمواضيع المطروحة، والاحترام الدولي لها ولأمينها العام، وليس من خلال المواجهة، كما في عهد تريغفي لي، أن تُدخل المفاهيم العلمية في القرارات المتخذة من قبل الجسم السياسي، بدلاً من أن تكون هذه القرارات فقط نتيجة تسويات لصراع مصالح بين الدول الكبرى.

مثال واحد أورده هنا لتوضيح هذه الفكرة. فخلال ما سمّيته العصر الذهبي للامانة العامة (1953-1971) نالت نحو أربعين دولة إفريقية ودول نامية أخرى في أميركا اللاتينية وآسيا استقلالها ودخلت في منظومة الامم المتحدة. الموضوع الأكبر في الامم المتحدة أصبح في حينه تنمية العالم الثالث.

كان الفكر الاقتصادي الإنمائي الطاغي يومها، بخاصة في ما يتعلق بالعلاقة بين الشمال والجنوب، هو الفكر الكلاسيكي، بالأخص فكر دايفيد ريكاردو وأطروحته حول ما يُسمّى «الميزة المقارنة» (comparative advantage) التي تقول بأن كل دولة يجب أن تركّز مواردها على الانشطة الاقتصادية التي لديها فيها أفضلية في الإنتاج على بقية الدول، وأن تُبادل الفائض مع الدول الأخرى. ترجمة ذلك على أرض الواقع كان أن تركز الدول النامية على المواد الأولية والزراعة التي تشكل إنتاجها الرئيسي، وأن تبادل فائضها من تلك المنتوجات بالمنتجات الصناعية التي تنتجها الدول المصنّعة. المؤسسة الدولية الرئيسية التي كانت تُعنى بقضايا التبادل التجاري، كانت الـ «غات» أي «الاتفاق العام بشأن التعريفات الجمركية والتجارية» التي تأسست سنة 1947، وكان هدفها الأساسي تثبيت النظام الاقتصادي النيوليبرالي المتبع بعد الحرب العالمية الثانية وفتح الأسواق وإنهاء سياسة الحماية الجمركية.

في هذا الوقت، ظهرت مدرسة اقتصادية جديدة معارضة للفكر النيوليبرالي في موضوع التبادل التجاري مبنية على أفكار شخصين هما راوول بريبش وهانس سينغر، كلاهما من كبار موظفي الأمانة العامة للأمم المتحدة. «أطروحة سينغر ـ بريبش»، كما سمّيت في حينه، أظهرت أن التبادل التجاري بين المنتجات الأولية والزراعية للدول النامية (أي دول الأطراف بحسب الأطروحة) والمنتجات الصناعية للدول المتقدمة (أي دول الوسط) هو لمصلحة الأخيرة، وأن تطبيق النظام النيوليبرالي في هذا المجال سيزيد الفارق في الدخل والنمو بين دول الوسط ودول الأطراف. لذلك، فعلى البلاد النامية أن تطوّر صناعاتها وأن تحميها لمدة تخوّلها الوقوف في وجه صناعات دول الوسط وأن تنافسها في الأسواق الدولية، ما يتعارض مباشرة مع سياسة الـ «غات»، أي سياسة إنهاء الحماية الجمركية، على الأقل بالنسبة للدول النامية.

هذه الفكرة الصادرة عن أمانة عامة ذات مصداقية واسعة أعطت زخماً كبيراً للدول النامية الجديدة العضوية في الأمم المتحدة، ما أجبر المنظمة على الدعوة لمؤتمر للدول الأعضاء في جنيف سنة 1964 حول التجارة والتنمية، انبثقت عنها مؤسسة دولية تحت اسم «مؤتمر الأمم المتحدة للتجارة والتنمية» (UNCTAD)، كما تم في نهايته تأسيس «مجموعة الـ 77» المؤلفة من 77 دولة نامية (أصبح عددها اليوم 134)، هدفها الرئيسي تعزيز القوة التفاوضية للدول النامية بما يتعلق بجميع قضايا الاقتصاد الدولي داخل الأمم المتحدة. أما المنظمة نفسها، أي UNCTAD، فسريعاً ما أصبحت منظمة متخصصة من منظمات الأمم المتحدة ذات تأثير كبير داخل الأمم المتحدة وخارجها، من أهدافها الأساسية الحماية الجمركية للصناعات الناشئة في الدول النامية.


بدأت الأمور تتبدّل بسرعة بالنسبة لدور الأمانة العامة للأمم المتحدة بعد انتهاء عهد يو ثانت وبدء عهد كورت فالدهايم سنة 1972 الذي دام تسع سنوات. تريغفي لي اضطُر إلى الاستقالة عندما أغضب الدول العظمى بسبب استقلاليته ومساندته دولاً صغرى على حساب مصالح المعسكر الشيوعي ثم المصالح الأميركية، وكل التحقيقات المستقلة تقول إن همرشولد قُتل لأنه لم يستجب للضغوط الدولية من الشرق والغرب، فتعدّى باستقلاليته على مصالح الجهتين (إقرأ كتاب «مَن قتل همرشولد؟» للكاتبة سوزان ويليامز الذي دفع الأمم المتحدة إلى إعادة فتح التحقيق في مقتل الأمين العام). حاول يو ثانت جاهداً أن يكمل طريق همرشولد في الحفاظ على نوعية الأمانة العامة وابتعد عن مواجهة الدول العظمى في الأمور السياسية. أما فالدهايم، فلم يستطع مواجهة أيّ من الضغوط، فتحوّلت الأمانة العامة إلى «سكريتاريا» بالمعنى الضيق للكلمة، فخسرت الأمانة العامة الكثير من نوعية موظفيها وريادتها ومصداقيتها، وبالتالي قدرتها على المشاركة الفعلية في صنع القرارات، ولم يعد باستطاعتها أن تنشط لحماية مصالح الدول الصغرى. أما تأثير الأمين العام على الأحداث الدولية فلم يعد يشبه، ولو من بعيد، تأثير همرشولد أو حتى يو ثانت. وقد يكون ذا دلالة في هذا السياق ما تتداوله بعض المواقع على الإنترنت من أن الأمين العام الحالي، بان كي مون، قد أعرب عن قلقه 140 مرة (البعض يقول 180 مرة) من أحداث جلل تهدّد الأمن والسلام الدوليين، منها «قلق عميق» (مثلاً حول مشكلات الاحتباس الحراري) أو «قلق» عادي (مثلاً حول بناء المستوطنات في فلسطين).

في مقالة نشرت في «نيويورك تايمز» حديثاً، بقلم الأمين العام السابق كوفي أنّان ونائبته غرو بروندتلاند حول إصلاح الأمم المتحدة، نجد فكرة تتعلق بتحسين نوعية الأمين العام من خلال آلية جديدة يقترحانها لاختياره، عوضاً عن المساومات السياسية الحالية بين الدول الكبرى. ولكن الأمم المتحدة التي تأسست على أساس هيمنة الدول الكبرى عليها، إذ أعطيت هذه الدول حق النقض (الفيتو) في مجلس الأمن، حيث تؤخذ القرارات الملزمة، وعضوية دائمة فيه، كما أعطيت الحصة الكبرى من الأصوات في المنظمات الاقتصادية والمالية الدولية كالبنك وصندوق النقد الدوليين، لن تتنازل عن قدرتها على اختيار الأمين العام والهيمنة على التوظيف في الأمانة العامة، ولن تسمح في أي حال من الأحوال إعادة تجربتها مع أمثال داغ همرشولد، مهما كلفها الأمر. فالأمم المتحدة اليوم عادت بالفعل إلى النسق الذي رسمته لها الدول الكبرى عند تأسيسها ولم تكن حقبة همرشولد ويو ثانت سوى حالة شاذة عابرة، ولو انها تمثل العصر الذهبي للمنظمة.   


English Summary: 

I tell in this article the story of the decline of the effectiveness of the UN, mainly but not solely, in its developmental work due to the loss of quality and credibility of the Secretariat , due in turn to the decline in the quality of the Secretary General.

The first SG, the Norwegian Trigve Lie, angered both superpowers at the time and was forced to resign without having left behind any major accomplishment.
The Soviets insisted on a Troika of SGs (from East, West and developing countries) but it was finally decided to have a SG who does not create problems. They found the young Dag Hammarskjold (45 years), who supposedly would not “rock the boat” and would not be “too independent.” But “ he was anything but what they expected,” says Sir Brian Urquhart , one of the main actors in the establishment of the Secretariat.

The Secretariat saw its golden years under Hammarskjold (1953-1961) who created a small body of 4000 persons chosen independently of political pressures and generally led by highly valued technical people with proven administrative skills. The Secretariat’s credibility soared internationally and the statements of the SG had greater acceptance by people internationally than statements by leaders of both East and West. U Thant inherited this situation and tried to continue in the same vein without confronting the major powers till the end of his mandate in 1971. The right hand arm of both SGs was Ralph Bunch the Nobel prize laureate. The Secretariat was, therefore, through the quality of its work and its credibility, able to influence major decisions not leaving them exclusively to political haggling between countries.

One example will illustrate this situation: During the “golden period” of the UN (1953-1971) some forty countries from Africa and other continents received their independence and joined the UN. The issue of the day became economic development.

The main economic approach to development at the time was based on the thinking of the classical economists, in particular on Ricardo’s thesis of “comparative advantage,” whereby each country should concentrate on the production it has an advantage in and trade the surplus with other countries. This meant in practice that the developing countries should concentrate on agriculture and natural resources development and the developed countries on manufacturing. The GATT which was created in 1947 had for aim to elimination of all protectionist policies and opening the world to free trade.

A new economic school arose at the time around what was called the “Singer Prebisch” thesis. Singer happened to be a senior economic adviser in the Secretariat and Prebisch the head of the UN Economic Commission for Latin America. What the thesis demonstrated was that this situation will result in widening the gap between rich and poor countries since the  productivity in manufacturing is greater than in agriculture and because of the resulting worsening of the terms of trade between the two groups to the detriment of the developing countries. Therefore, it is essential for these countries to develop their industrial base and to protect it until it can compete with the well-established counterpart in developed countries; this, of course, was anti-GATT and protectionist. The power of this idea, and the credibility of its authors and the Secretariat they belonged to, and the international weight of the Hammarskjold, forced the UN to organize a conference on the subject which ended in the creation of an organization called the United Nations Conference on Trade and Development (UNCTAD), whose aim was to help the developing countries in their protectionist policies. At the end of the conference was also established the “Group of 77” developing countries to help them to improve their bargaining position on all international economic matters. The first head of UNCTAD was none other than Raul Prebisch.

Trigve Lie was pushed out because of his independence. And all recent investigations into the death of Hammarskjold, whose plane was shot down over the Congo, indicate that he was killed also because of his independence and resistance to political pressures (read the recent book: Who Killed Hammarskjold) by Susan Williams which forced the UN to reopen the investigation of Hammarskjold’s death after over 50 years of the event). Then came Kurt Waldheim who could not resist the political pressures on appointments to the Secretariat which rapidly lowered its level of competence and reduced its credibility, making it incapable of exerting any influence on major decisions of the UN.  Suffice to mention that the present SG has already expressed his “concern” regarding major situations affecting world peace and security 140 times (some say 180), “deep concern” sometimes (e.g. on global warming) and plain “concern” sometimes (e.g. the building of settlements in occupied territories by Israel), making him look like an observer than a major player.

There are calls to improve the quality of the SG by changing the method of electing him different from the present big power haggling (lately by former SG Coffee Annan in the New York Times), but it is certain that the major powers at the UN will never accept the likes of Hammarskjold again. The UN, in fact, has come back to the image that its founders wanted it to be and the episode of Hammarskjold and U Thant was nothing but an aberration, even though it represented its golden years.
