دخل فلاديمير بوتين إلى الصراع في سورية من دون تنبيه أو استئذان. أصبح من الواضح أن هدفه الأول ليس محاربة «داعش» بل إنقاذ نظام الأسد من الانهيار كما أكد في مقابلة هذا الشهر على برنامج «60 دقيقة» على قناة سي بي أس الأميركية. إنقاذ الأسد كما يظهر حتى الآن هو من خلال تأمين منطقة تمتد من دمشق حتى اللاذقية، مروراً بحمص وحماة على خط نهر العاصي، يكون لها عمق استراتيجي من خلال منطقة بعلبك الهرمل وصولاً إلى الجنوب اللبناني، على رغم عوائق محتملة في العمق البقاعي. إذا نجحت هذه المحاولة فسيكون لروسيا دور كبير في الحل النهائي في المنطقة، كما على المسرح الدولي في شكل عام، قد يساعدها في النهاية على رفع العقوبات الاقتصادية والمالية المؤلمة التي وضعها الغرب على اقتصادها. هذه الإستراتيجية المدروسة قابلها الرئيس الأميركي باراك أوباما كعادته كما يفعل معلق سياسي أو أستاذ جامعي، إذ قال بعد بدء الغارات الجوية الروسية إن أي محاولة من قبل روسيا وإيران للإبقاء على الأسد ستجعلهما يغرقان في مستنقع، ولن تنجح. «بوتين يتجرأ وأوباما يتردد» بحسب عنوان مقال في مجلة «الإكونومست» الإنكليزية.

الحرب السوفياتية - الأفغانية
لا شك أن بوتين لم ينس تجربة الاتحاد السوفياتي في أفغانستان وهو يأخذها في الاعتبار في حساباته في مغامرته السورية. فبعد انقلاب في أفغانستان رعاه الاتحاد السوفياتي عام 1978 والاضطهادات الواسعة التي قام بها النظام الجديد، قامت ثورة شعبية على النظام وتم انقلاب آخر أتى برئيس جديد موال للأميركيين ما دفع الرئيس ليونيد بريجنيف إلى التدخل في أفغانستان عسكرياً. احتلّت القوات الروسية المدن الكبرى وقسماً من البلاد بعد أن محت قرى وبلدات بكاملها من الجو إضافة إلى بنية تحتية زراعية، وزرعت ملايين الألغام في المناطق الريفية، ما حوّل مقاومة «المجاهدين» إلى حرب عصابات دامت ما يقارب عشر سنوات. وما زاد الطين بلة بالنسبة إلى السوفيات هو التدخل الأميركي في عهد الرئيس رونالد ريغان، أولاً من خلال تسليح المجاهدين بأسلحة وذخيرة تقليدية ولاحقاً بصواريخ ستينغر المضادة للطوافات.

كانت «عقيدة ريغان» تجاه الاتحاد السوفياتي والانتشار الشيوعي تتضمن في شكل أساسي «سياسة الاحتواء» التي تهدف إلى عرقلة التوسع الشيوعي حيثما وجد. ففي نيكاراغوا دعمت أميركا الكونترا ضد الساندينيستا ذات الميول الشيوعية إلى أن تم إنهاء حكم هؤلاء عام 1990. وفي أنغولا دعمت أميركا المقاومة ضد الحكم الشيوعي الذي كانت تسانده قوى مسلحة سوفياتية وكوبية حتى اضطرّت هذه القوات إلى الانسحاب نتيجة لتسوية. وفي كمبوديا دعمت أميركا بقوة الخمير الحمر ضد الاحتلال الفيتنامي مجبرة الفيتناميين على الانسحاب من كمبوديا بعد عشر سنوات من الاحتلال.

أما في أفغانستان فكان هناك النجاح الكبير لسياسة ريغان الاحتوائية. فأميركا، بحسب مستشار كارتر وريغان، زبيغنيو بريجينسكي، في مقابلة مع صحيفة «نوفيل أوبزيرفاتور» الفرنسية في كانون الثاني (يناير) 1998، شجعت في شكل غير مباشر دخول الاتحاد السوفياتي إلى أفغانستان في المقام الأول «لإعطائه حرب فيتنام خاصة به» ثم قامت بإغراقه في مستنقع طويل الأمد مجبرة إياه على الانسحاب مكسوراً بعد مقتل أكثر من 14000 جندي سوفياتي (وأكثر من مليون مدني وأكثر من مئة ألف مقاتل بين الأفغانيين). ويعتبر كثيرون أن هذه الخسارة المدوّية للاتحاد السوفياتي كانت أحد أسباب انهياره عام 1991، أي بعد سنتين من انسحاب قواته من أفغانستان.

حرب بوتين في الشيشان
لا شك أيضاً أن الحرب التي شنها بوتين في الشيشان تشكل درساً آخر من التاريخ بالنسبة له، خصوصاً أنها كانت سبباً رئيسياً لوصوله إلى سدة الرئاسة الروسية. أعلنت الشيشان استقلالها عن روسيا مباشرة بعد انحلال الاتحاد السوفياتي عام 1991. وفي السنة التالية تبنت هذه الدولة المسلمة دستوراً عرّفها بأنها دولة علمانية يحكمها رئيس وبرلمان. وفي عام 1994 حاول الرئيس بوريس يلتسن قمع الانفصاليين، ولكنه اضطُر إلى الانسحاب بعد حوالى سنتين وعشرات الألوف من الضحايا المدنيين بموجب اتفاق يعطي الشيشان استقلالاً ذاتياً. هذا الاتفاق لم يدم سوى بضعة أشهر إذ انتشرت الفوضى تدريجياً في الشيشان وبدأت مجموعات شيشانية بأعمال إرهابية ضد الروس في داخل روسيا وخارجها حتى عام 1999 حين بدأت تتحول المقاومة إلى مقاومة إسلامية تهدف إلى تأسيس جمهورية إسلامية تحكمها الشريعة. في تلك السنة تسلم بوتين رئاسة الوزراء ومن ثم رئاسة الجمهورية السنة التالية نتيجة لانتخابات يعتبرها البعض مشبوهة. اعترف بوتين بحكومة منفى للشيشان في موسكو ودخل بقواته تلك السنة إلى الشيشان في حرب دامت حوالى عشر سنوات. وبعد حادث 11 أيلول (سبتمبر) 2001 في الولايات المتحدة أعلن بوتين أنه رأس الحربة في محاربة الإسلاميين ما أمّن له غض نظر إن لم نقل مساندة أميركية أوروبية.

الطريقة التي اتبعها بوتين في هذه الحرب كانت اعتباره كل المعارضين له من الشيشان إرهابيين لا فرق بينهم وبين المتطرفين الجهاديين. أصلان ماشخادوف، الرئيس الشيشاني في حينه، كان منتخباً من الشعب بغالبية ساحقة على خصمه الإسلامي. الرئيس الذي سبقه، دجوخار دوداييف، كان غير متدين لدرجة أنه لم يكن يعلم كم مرة على المسلم أن يصلي في اليوم. بوتين قتل الاثنين، واحداً في فيينا والآخر في دبي. وبحسب تقرير لـ «مجموعة الأزمات الدولية»، فـ «القوات الروسية التي دخلت إلى الشيشان ارتكبت جرائم حرب وجرائم ضد الإنسانية» بما في ذلك «إنشاء سجون سرية، واختفاءات قسرية، وإنشاء مقابر جماعية، وتأسيس فرق موت... وأخذ أقرباء المقاومين رهائن وإخضاعهم للتعذيب أو الإعدامات الميدانية وحرق منازلهم». ويعتبر النظام الروسي أن هذه الحرب هي «مثال فريد من نوعه في التاريخ في مجال محاربة الإرهاب» بحسب قول رئيس الوزراء ديمتري مدفيديف.

دخل بوتين إلى سورية واضعاً نصب عينيه هذين الحدثين، فهو يعلم أنه لا يستطيع أن يتحمل حرباً طويلة، لذا بدأ مباشرة بالطلب من الأميركيين التحدث، وبدا منزعجاً إلى حد كبير من عدم تجاوب أوباما مع طلبه حتى اليوم. الاقتصاد الروسي في حال ركود لن يخرج منها في المستقبل القريب. بدأت الإدارة الروسية إجراءات تقشفية بموازاة تدخلها في سورية منها رفع الضريبة على قطاع الغاز والنفط وإجراءات مماثلة أخرى. هذه الحرب ستكون مكلفة. إطلاق 26 صاروخاً من بحر قزوين على أهداف سورية كلف ما يقارب الـ 40 مليون دولار، ولو أن الهدف من إطلاقها قد لا يكون عسكرياً بقدر ما هو عرض قوة، إضافة إلى كون يوم الإطلاق هو عيد ميلاد «القيصر» بوتين. سيحاول بوتين إذاً أن يحقق هدفه في تأمين منطقة دمشق/الساحل بأسرع وقت ممكن لبدء المفاوضات مع الأميركيين ولذلك سيضع كل قوته، ويستعمل كل أسلحته، في المعركة خلال الأشهر القليلة المقبلة، كما فعل في الشيشان، ومن قبله الاتحاد السوفياتي في أفغانستان، وهو لن يبالي كثيراً للاتهامات التي ستوجه إليه لانتهاكاته المحتملة التي قد تشكل جرائم حرب أو جرائم ضد الإنسانية. وكما فعل في حرب الشيشان فإنه لن يفرق بين مجموعة وأخرى فالكل إرهابيون وهو يحارب الإرهاب.

الأكثر أهمية بالنسبة إليه في هذا المجال هو مدى قبول الروس بهذه المغامرة. فبحسب استطلاع رأي أجراه مركز ليفادا الروسي المستقل في أواخر أيلول من هذه السنة، أي مباشرة قبل بدء الغارات الروسية، 39 في المئة من المستطلعين وافقوا على سياسة مساندة بشار الأسد ولكن هذه النسبة ارتفعت، نتيجة الحملة الإعلامية غير المسبوقة في روسيا لمصلحة الهجوم، إلى 72 في المئة في أوائل تشرين الأول (أكتوبر) بحسب المصدر نفسه. غير أن مثل هذا التحول الكبير نتيجة الحملات الإعلامية لا يُعتمد عليه في الأمد الطويل، خصوصاً إذا شعر الناس أن روسيا غرقت في مستنقع يشبه مستنقع أفغانستان وإذا بدأت تظهر خسائر كبيرة بالأرواح بين أفراد الجيش الروسي. لذا فإن بوتين لن يستعمل جنوده في هذه الحرب كما فعل الاتحاد السوفياتي في أفغانستان، إلا في حال يأس كبير، وسيحارب لآخر قطرة من دم الحرس الثوري الإيراني والميليشيات المتحالفة معه.

ما يقلق بوتين أكثر من أي شيء آخر هو كيف ستتعامل أميركا مع هذه الحرب. أكثر ما يخشاه هو تزويدها المعارضة أسلحة تؤمن لها الستاتيكو كما فعلت مع الاتحاد السوفياتي في أفغانستان. في الشيشان أمِن شر أميركا لأنها كانت تترنح تحت وطأة هجوم عام 2001 فغضّت النظر عن تصنيف كل أعدائه إسلاميين والقضاء عليهم بكل الطرق الممكنة، ولكن هذه الحيلة لن تمر على الأميركيين وحلفائهم بسهولة هذه المرة. طبعاً أوباما ليس ريغان وعقيدة ريغان الاحتوائية تقابلها عقيدة أوباما التراجعية والقيادة من الخلف. ولكن، قد تكون هذه المرة مختلفة، وبوتين لا يستطيع أن يغامر في ذلك لأن فشله في هذا المغامرة قد يعني عودة النفوذ الروسي إلى نقطة الصفر ولربما أيضاً نهاية حياته السياسية.

هناك دلائل على أن أوباما قد يسلك مسلك ريغان تحت ضغط الكونغرس ذي الغالبية الجمهورية من جهة وحلفائه الإقليميين كالأتراك والسعوديين من جهة أخرى، خصوصاً أننا على أبواب معركة انتخابية أميركية شرسة العام المقبل. أول هذه الدلائل أنه قرر عدم الانسحاب من أفغانستان كما كان مخططاً له سابقاً، فهل تعلّم أوباما أن الانسحاب ليس هو الحل الوحيد للمشاكل؟ من جهة أخرى، كل التقارير من الميدان تقول إن المعارضة، من دون تمييز كبير بين فصائلها باستثناء «داعش»، تسلمت أخيراً صواريخ «تو» النوعية المضادة للدبابات، من حلفاء أميركا في المنطقة وبإذن من الأميركيين، وإن استعمالها قلب موازين القوى في بعض الأماكن وسيكلف المهاجمين غالياً. هل هذا يعني أن هناك قناعة بدأت تتبلور عند الإدارة الأميركية بأن إسقاط التجربة الروسية في سورية قد يكون أهم من خطر وصول أسلحة متطورة إلى بعض الإسلاميين، مثلما كان الدفع باتجاه إسقاط الاتحاد السوفياتي من خلال تزويد المجاهدين في أفغانستان أسلحة متطورة أهم من الخوف من وقوع هذه الأسلحة بيد إسلاميين؟ في أفغانستان، على كل حال، زودت أميركا المجاهدين صواريخ ستينغر المضادة للطوافات ولم تنتشر هذه الأسلحة بينهم بعد انقلابهم على الأميركيين. السؤال هو: هل سيفعل أوباما ما فعل ريغان ويزود المعارضة أياً من الأسلحة النوعية التي تؤمن إغراق الروس في المستنقع السوري كما تنبأ، بل توعّد؟ هذا هو السؤال الذي يقلق بوتين وحلفاءه، ولربما أيضاً حلفاء أميركا، والذي سيقرر مجرى الأمور في سورية في المرحلة المقبلة.

Putin in Syria: Two Lessons from the Recent Past

Putin’s entry into the Syrian crisis had, as an immediate purpose, saving Assad’s regime. The means is to create a safe area stretching from Damascus along the Lebanese border to the Syrian coast. If Putin succeeds he will become a major player in the crisis and this may eventually help him negotiate a lifting of the Western sanctions.

The Soviet Afghan war
No doubt that Putin has taken into consideration lessons learned from the above war which lasted from 1979 to 1989. The Soviet forces quickly occupied the major cities and established a puppet government. The “Mujahedeen” turned to guerilla warfare. The president of the U.S. was Ronald Reagan whose policy was one of “containment” of the communist expansion which he pursued successfully in Nicaragua against the Sandinistas, Angola against the military intervention of the U.S.S.R and Cuba and in Cambodia against the Vietnamese. In Afghanistan, he armed the Islamic rebels, first with conventional weapons, later with lethal stinger anti-aircraft missiles, and created a status quo until the Soviets withdrew after losing more than 14000 soldiers. The Soviet Union was dissolved two years later and many believe that this war had a major role in it.

Putin’s Chechen war
The other war that Putin must have taken into account is the second Chechen war which also lasted 10 years starting in 1999, when Putin became president. Chechnya declared its independence from Russia when the Soviet Union was dissolved in 1991. From 1994 to 1996 Boris Yeltsin conducted a war against the Muslim rebel republic but had to withdraw after great losses on both sides. But confrontations continued until Putin decided to invade Chechnya again. His attack was ruthless. He killed extremist Islamist, as well as moderate, leaders, some of the latter in foreign lands. Putin did not have to face the interference of the U.S. as the Soviets did in Afghanistan because of the attacks of 9/11 by the Qaeda in the U.S. and his claim that he was actually fighting the same group in Chechnya.

Putin entered the war in Syria with the above two wars clear in his mind. He was not going to conduct a long war as in Afghanistan especially in view of his faltering economy (He already had to raise taxes on the oil sector and others). He will, therefore, use all the force possible in the first few months without due regard to international public opinion. On the other hand, he has tried from the start to begin negotiations with the Americans and has shown great irritability in the face of the American’s refusal to negotiate so far. What must worry Putin particularly is how the U.S. will react to this adventure. There is no 9/11 environment to reign in the American administration as in Chechen war, but, at the same time, the Reagan containment doctrine is now replaced by Obama’s doctrine of withdrawal and leading from behind.

There are, nevertheless, some worrisome signs for Putin that, under pressure from Congress and his allies, Obama might possibly take a more aggressive attitude toward the Russian intervention in Syria, especially that the elections in the U.S. are only about a year away. Furthermore, the American administration has already authorized its regional allies to furnish the opposition in Syria with TOW anti- tank missiles which have proven to be game changing or at least very costly to the attackers. Will Obama authorize furnishing them with anti-aircraft missiles as Reagan did in Afghanistan and force the Russians to either withdraw or else get into a quagmire, as Obama has himself predicted? This is the question that worries the Russians, as well as America’s friends in the region, and that will determine the course of events in the near future.

A reluctant, aging Europe would gain from accepting more refugees

The reaction of European governments and media to the recent flow of refugees into Europe has generally been xenophobic.

British Prime Minister David Cameron has referred to the refugees as “a swarm of people coming across the Mediterranean.” Sylvie Kauffmann, a former senior editor at the French daily Le Monde, wrote in the New York Times recently that “no French politician in his or her right mind would dare to visit a refugee center these days.” Katie Hopkins, the British television personality and columnist, wrote in the tabloid The Sun: “Rescue boats? I’d use gunships to stop migrants.”

Perhaps the most potent picture of xenophobia was that of Petra Laszlo, the now infamous Hungarian photographer, tripping a running Syrian refugee, who fell on the child he was carrying.

To be fair, there are also voices of sympathy with the asylum seekers. They began to be heard mostly after horrid pictures of the agony and mistreatment of the refugees. This was particularly true of the photograph of a dead Aylan Kurdi, the 3-year-old boy who was neatly dressed for the trip to Europe, whose body washed ashore on a Turkish beach. Those who have shown sympathy include European leaders such as the German chancellor, Angela Merkel, and a number of civil society organizations in various European countries.

However, Merkel is under pressure from her allies in government to introduce controls on the flow of refugees. Some measures have already been taken in this direction, including the imposition of stricter border controls. The general mood in Europe is still antagonistic toward the refugees, as shown by opinion polls across the continent. The refugee crisis gave a boost in almost every European country to parties that favor limiting immigration and withdrawing from the European Union. This is true even in liberal Sweden, where the anti-immigration, anti-European Union Sweden Democrats has seen its support rise from 12.9 percent in the last elections of September 2014 to 25.2 percent today, according to the latest polls. This places it ahead of all other parties, including the ruling Social Democrats.

This xenophobia is not justified by the numbers. Jean-Claude Juncker, the head of the European Commission, the executive arm of the European Union, suggested accepting 120,000 asylum seekers to be distributed among all Union members, but his proposal is facing resistance from a number of countries.

This figure, however, represents only 0.15 persons per 1,000 citizens of the European Union, or about one person for every 7,000. These are by no means alarming figures, especially when one considers that the asylum seekers are vetted for security reasons before being accepted.

To put these ratios in perspective, the corresponding ratios in the countries neighboring Syria – that is, Turkey, Jordan and Lebanon – are 27.6, 220 and 300 refugees per 1,000 citizens respectively. Furthermore, the number of asylum seekers declared acceptable by various European countries are insignificant compared to the numbers of immigrants these countries receive on a regular basis.
For example, the United Kingdom, which decided to accept 4,000 refugees per year, receives over 500,000 immigrants a year from inside and outside the European Union; France 330,000; and Germany more than 680,000, according to figures from 2013.

For the Europeans, then, the problem is not with the numbers. It has to do with the fact that most of the refugees are Muslim. Some European leaders have suggested that they would only accept Christian refugees. Victor Orban, the Hungarian prime minister, wrote a blunt opinion piece in a leading German newspaper in which he warned that “most [of the refugees] are not Christian, but Muslim ... That is an important question, because Europe and European culture have Christian roots.” It is not just xenophobia it is also Islamophobia.

The current crisis could very well be turned into a boon for some major European countries such as Germany, the United Kingdom, Italy and the European Union in general. A study undertaken by the United Nations in 2000 on “replacement migration” indicated that, while regular levels of immigration into the European Union and its larger member states would be sufficient in most cases to keep populations from declining, current immigration levels were far from sufficient to offset the aging of the population and to keep the ratio of non-working population to working population (the “support ratio”) at present levels.

Support ratios are already high and rising, thus increasing the burden on wages and incomes of the working population to support an aging population.

A partial solution would be to increase the retirement age to the mid-70s, which is not practical. Raising the level of immigration considerably would help ease the problem or at least halt or delay the rise in support ratios.

The existing deficit in the working-age population is also reflected in shortages in certain skills. Nowhere in Europe is this clearer, or politically more recognized, than in Germany where businesses are finding great difficulty filling jobs requiring special skills. This situation is bound to get worse.
“If we manage to quickly train those that come to us and to get them into work, then we will solve one of our biggest problems for the economic future of our country: the skills shortage,” Germany’s economy minister, Sigmar Gabriel, recently told the German parliament.

At an immigration congress organized in Berlin by his ministry, Interior Minister Thomas de Maiziere cited a study by a German research foundation which showed that in the year 2050, only 29 million people would be of working age, compared with 45 million today, and that without immigration this gap cannot be closed. He then said the German economy was experiencing shortages in some 70 occupations and recommended the “need-based management” of asylum seekers, in other words favoring those migrants who have skills matching these occupations.
The Institute of Employment Research in Nuremburg estimated recently that around 77 percent of asylum-seekers and war refugees were of working age, skilled and young – just what Germany needs. Because of this, the German government estimates that in four or five years, the benefits derived from the refugees will outweigh the $11 billion that will be spent per year to accommodate them within the coming four or five years.

However, there is more to helping the refugees than the economic advantages that will come from this. There are also the humanitarian benefits, and more importantly, the obligation, of settling the refuges. That obligation is set out in the 1951 Refugee Convention, which has been ratified by all European countries, as well as the 1967 Protocol relating to the Status of Refugees, which has been ratified, additionally, by the United States.

Yet the moral obligation goes well beyond that. In the recent past, it is difficult to exonerate Europe and the United States from responsibility for the chaos in the Arab world. Europeans cannot continue to act as if what is happening in Syria, Libya, Iraq and Afghanistan is of no concern to them. NATO members participated in recent wars in these countries and left behind devastating civil wars. This is especially true of the United States.

“Like an incompetent doctor causing one organ after another to fail,” wrote Jack Mirkinson in Salon, “the U.S. has systematically destabilized the entire Middle East piece by piece over the past 15 years. From Afghanistan to Iraq to Libya, America and its allies have ripped the region apart and left only misery in its wake.”

That is why Europe and the United States must at least help to solve the resulting refugee crisis. Not even promised financial assistance to countries bordering Syria, which have taken on the largest burden of refugees, have been fully honored in recent years. As reported earlier this month in the New York Times, “just $1.67 billion of the needed $4.5 billion for 2015 has been received.”

When Israel was created by the decision of the major powers, the millions of Palestinian refugees were quietly settled in camps in neighboring countries and the states responsible for that decision were not directly affected. But the world has changed since then. It has shrunk. National borders have melted. The major powers can no longer create situations producing millions of refugees without themselves being affected. Nor can they allow terrorism to flourish in one part of the world and keep it from reaching their shores. This is the new reality and they should understand it. As the sign in the china shop says: “You break it, you own it.”

يعتبر الرأي العام الأميركي، متأثراً بهجمات 11 أيلول 2001 على نيويورك وواشنطن، أن الإرهاب الأخطر في الولايات المتحدة هو الإرهاب الإسلامي. وقد غذّى الإعلام الغربي هذا التفكير حتى أصبحت هذه الفكرة دارجة حتى في العالمين الإسلامي والعربي. انتقل هذا الخوف من الإرهاب الإسلامي بالنسبة لغالبية الأميركيين إلى كراهية للمسلمين والإسلام عامة. ففي استطلاع قام به مركز «بيو» الموثوق في حزيران 2014، طُلب من المستطلَعين أن يضعوا علامة بين صفر ومئة للطوائف المختلفة في أميركا، فنال اليهود أعلى علامة (63 في المئة) ومن ثم الكاثوليك (62 في المئة) والإنجيليون (61 في المئة). البوذيون والهندوس والمورمون نالوا ما بين 48 و53 في المئة. حتى الملحدون نالوا 41 في المئة. أما المسلمون فجاؤوا في قعر السلم، إذ نالوا معدلاً يوازي 40 في المئة.

لمعرفة مدى وجود الإرهاب الإسلامي في الولايات المتحدة مقارنة بالإرهاب من مصادر أخرى، من المفيد تقسيم الماضي إلى قسمين: ما قبل 11 أيلول 2001 وما بعده. الإحصاءات التي سنستعملها هي إحصاءات رسمية أميركية مصدرها عموما مكتب التحقيقات الفدرالي (الإف بي آي). تصنيف العمل الإرهابي هو بأن يكون الهجوم على أناس غير مقاتلين لأهداف سياسية أو دينية أو إيديولوجية. الهدف الديني لا يعني بالضرورة أن الشخص هو من دين معين، فالعمل الإرهابي الإسلامي لا يعني أن المجرم هو مسلم، بل إن الهدف هو برأيه في سبيل الإسلام.

خلال المرحلة ما بين 1973 و2001 أي خلال الثلاثة عقود التي سبقت حادثة 11 أيلول 2001، بلغ عدد القتلى نتيجة للإرهاب الإسلامي في الولايات المتحدة 15 قتيلاً في حوالي عشرة حوادث معظمها نتيجة صراع بين فئات إسلامية محلية أو اغتيالات لإيرانيين من عصر الشاه أو لأفغان منشقين، إضافة إلى خمسة قتلى على يد فلسطينيين. الحادثة الوحيدة التي كان لها وقع كبير كانت التفجير الذي حصل في مرأب بناية «الإمباير ستايت» سنة 1993 والذي ذهب ضحيته قتيلان وعشرات الجرحى. كل ذلك كان جزءاً صغيراً من العمليات الإرهابية التي حصلت خلال تلك المدة. فالعمليات الإرهابية التي عزتها الإحصاءات إلى متطرفين يمينيين أو يساريين خلّفت حوالي 480 قتيلاً وتلك التي قام بها أشخاص لأسباب إجرامية (كالدخول إلى مطاعم أو مدارس والقيام بقتل عشوائي) فكانت حصيلتها حوالي 570 قتيلاً.

في سنة 2001، حصل الهجوم الكبير الذي ذهب ضحيته بحسب آخر الإحصاءات 2993 قتيلاً و8900 جريح. لم تكن هذه الأعداد هائلة بحد ذاتها فحسب، بل جاءت فيما كان الأميركيون مرتاحين لحالهم غير خائفين من الخارج كما في الماضي، فالشيوعية اندحرت أمام رأسماليتهم الليبرالية، بعدما حل الاتحاد السوفياتي نفسه سنة 1991 وأصبحت أميركا القوة العظمى الوحيدة في العالم ونظامها يشكل «نهاية التاريخ» كما أقنعهم فرانسيس فوكوياما في كتابه الذي صدر السنة التالية. اقتنع الأميركيون بذلك وبأن الشعوب في العالم تحبهم وتحب نظامهم ومن لا يحبهم يهابهم، ولذا فهم بأمان وهذا ما زاد من هول الفاجعة. ومن منّا لا يتذكر تلك المرأة الهاربة من جحيم نيويورك عند سقوط أعلى برج فيها، وقابلتها كاميرا التلفزيون، فنظرت إليها وقالت متعجبة: «لماذا يكرهوننا؟».

ماذا حصل بعد ذلك من إرهاب إسلامي في الولايات المتحدة مقارنة بالإرهاب من مصادر أخرى؟ تشير الإحصاءات عينها الى أنه في المدة الواقعة بين سنتي 2002 وتموز 2015 حصل 14 هجوماً من قبل متطرفين إسلاميين راح ضحيتها 33 قتيلاً بينما حصلت هناك هجومات إرهابية أخرى من قبل متطرفين آخرين ذهب ضحيتها ما بين 200 و300 قتيل. أي ان الحالة عادت بعد 2001 إلى طبيعتها من حيث حصة المتطرفين الإسلاميين من مجموع الهجمات الإرهابية.

لا بد من الإشارة هنا إلى أن حصيلة القتلى نتيجة العمليات الإرهابية في أميركا لا يتماشى أيضاً مع نسبة الوفيات نتيجة العنف أو حوادث السير أو غيرها من الأسباب. يقول أحد المحللين في «نيويورك تايمز» في هذا الصدد إن احتمال الموت في حادث سير هو أكثر بـ312 مرة احتمال الموت نتيجة لعمل إرهابي. ويقول أحد أساتذة علم الاجتماع في جامعة كارولينا الشمالية إنه منذ 11 أيلول سنة 2011 توفي 33 أميركياً نتيجة الأعمال الإرهابية لمتطرفين إسلاميين بينما توفي في الوقت ذاته 180.000 أميركي قتلاً نتيجة أعمال عنف. ويضيف انه خلال سنة 2012 قتل 66 أميركياً في حوادث إطلاق نار عشوائي من قبل غير إسلاميين، ما يعادل ضعف الذين قتلوا من قبل متطرفين إسلاميين منذ هجوم 11 أيلول 2001 أي خلال 14 سنة. في وجه ذلك، يستغرب محلل آخر في «نيويورك تايمز» (2015) الأموال الطائلة التي تصرفها الإدارة الأميركية على الأمن الداخلي والتي يعزوها إلى سيطرة «المجمّع الرهابي العسكري» (Fear-industrial complex) الذي، بحسب قوله، «يطغى على الأولويات القومية». ويذكر الكاتب في هذا الصدد أن الحكومة الأميركية تنفق 500 مليون دولار على كل ضحية لعمل إرهابي بينما لا تنفق سوى 10000 دولار لكل مريض يموت بالسرطان. ويضيف ساخراً: «كل سنة، واحد من كل ستة أميركيين يمرض، و3000 يموتون من أمراض تتعلق بالطعام. إن قطعة الهامبرغر هي أخطر عليك من التطرف الإسلامي».

تزداد هذه التنبيهات في الأدبيات السياسية الأميركية وغيرها وحتى في أوروبا، حيث تنبّه الدراسات من أن ما بين 1 و2 في المئة فقط من الهجمات المصنفة إرهابية في منطقة الاتحاد الأوروبي سببها ديني، قسم منها يعود للتطرف الإسلامي. ولكن التغطية الإعلامية الأميركية والغربية التي كثيراً ما تركز على إرهاب التطرف الإسلامي خلقت جواً معادياً للإسلام من الصعب اختراقه. وغالباً ما يترجم هذا الجو بأعمال عنف ضد المسلمين. ففي أميركا، بحسب «واشنطن بوست» (2015)، كانت الاعتداءات العنفية على المسلمين الأميركيين من قبل مواطنين آخرين لا تتجاوز الـ20 أو الـ30 حالة سنويا قبل حادثة 11 أيلول 2011، ولكنها ارتفعت منذ ذلك الحين إلى حوالي 500 حالة. لا شك بأن هناك خطراً من ازدياد إرهاب التطرف الإسلامي في أميركا وأوروبا، ناهيك عن البلدان العربية. فتأخر المجتمع الدولي، وبالأخص الولايات المتحدة الأميركية، في حل الأزمة السورية مثلاً أدخل إليها منظمات إسلامية تريد إيذاء أميركا والغرب كقسم أساسي في سياساتها الخارجية المعلنة. نبّه مستشارو الرئيس أوباما ــ وزيرة الخارجية هيلاري كلينتون ورئيس «سي آي آي» ووزير الدفاع ليون بانيتا ووزير الدفاع قبله روبرت غايتس ـ إلى ذلك في حينه، كما كتبوا جميعهم في مذكراتهم، ولكنه ظل مقتنعاً بأن خطر هذه التنظيمات لا يصل إلى حدود أميركا حتى تم ذبح الصحافي الأميركي جايمس فولي ووصل الفيديو إلى وسائل الإعلام. أصبح اليوم معروفاً أن آلاف الأميركيين والأوروبيين انضموا وينضمون بأعداد كبيرة إلى صفوف «النصرة» و «داعش» وأن عودتهم إلى بلادهم قد تشكل ارتفاعاً كبيراً، لربما كارثياً، في الهجمات الإرهابية في تلك البلدان. البداية بدأت تظهر في ازدياد الحوادث الإرهابية العائدة إلى التطرف الإسلامي في تلك البلدان. صحيح أن عدد الوفيات نتيجة إرهاب الإسلام المتطرف في أميركا لم يتجاوز 33 شخصاً بعد حادثة 11 أيلول 2001، غير أن أكثر من 90 في المئة من هذه الوفيات حصلت في السنوات السبع الأخيرة وأقل من 10 في المئة في السنوات السبع الأولى. والشيء نفسه يحدث اليوم في دول الاتحاد الأوروبي.

ما العمل؟


في الأمد القصير، على المجتمع الدولي أن يعلم أن العالم لم يعد واسعاً كما كان في الماضي وأن التطرف في مكان سيجلب الإرهاب، ليس فقط إلى ذلك المكان، بل إلى أماكن أخرى حول العالم وبخاصة الدول الديموقراطية المنفتحة، وسيقوّض بالتالي الأسس الديموقراطية فيها كما يفعل اليوم في أميركا وبعض الدول الأوروبية. الانعزالية التي اشتهرت بها أميركا في حقبات من تاريخها، بخاصة بعد الحروب الطويلة المنهكة، لم تعد خياراً متاحاً كما في الماضي. والتخاصم بين الدول الفاعلة في المجتمع الدولي، لأسباب المصلحة الآنية الضيقة، تشلّ قدرات هذا المجتمع على حل المشاكل، مباشرة أو من خلال الأمم المتحدة، قبل أن تتفاقم وتهدد الاستقرار في تلك الدول كما حصل في تعامل المجتمع الدولي مع الأزمة السورية. ولكن على هذا المجتمع أن يعي، في الوقت نفسه، أن التعامل مع أعراض الإرهاب، ولو خفف من حدته في مكان وزمان محددين، ليس حلا طويل الأمد، لأن حلا كهذا يقتضي التعامل مع أسباب الألم لا أعراضه. الحرب على الإرهاب التي أعلنها بوش الابن وتبناها أوباما هي حرب بلا نهاية، ترافقت بتوسع الإرهاب لا انحساره. فالإرهاب الذي تنقّل من بيئة إلى أخرى في العقود الماضية ـ من ميليشيات الوسط الأميركي، إلى أبو سياف في الفيليبين، إلى عصابة «بادر ماينهوف» الألمانية، إلى «الجيش الأحمر الياباني»، إلى «الألوية الحمراء» الإيطالية، إلى «الدرب الساطع» في البيرو، إلى «الجيش الجمهوري الإيرلندي» إلى «القاعدة» و «داعش» وأخواتهما، ناهيك عن الإرهاب الرسمي أي إرهاب الدول، وغير ذلك الكثير في القرن العشرين فقط ــ ما زال يتوسع ويصبح أكثر دموية مع تقدم التكنولوجيا. وإذا لم يحزم المجتمع الدولي أمره ويبدأ بمعالجة أسباب الإرهاب، فأقل ما يقال هو أن الآتي أعظم.

Islamist Terrorism in America

American public opinion, since 9/11 at least, considers that  terrorism is the most deadly kind in the U.S. This has translated into hate for Muslims and Islam. In a PEW survey conducted last year people were asked to rate different sects in the U.S., from bottom to top, on a scale of 0-100. The Jews received the highest mark of 63% and the Christian denominations between 62% for the Catholics and 53% for the Mormons. The Muslims ranked at the bottom of the list with 40%.

Yet, FBI and other official statistics show a different picture with regard to terrorism. Before 9/11, in the period 1973-2001, Islamist terrorism accounted for a total of 15 deaths as against 480 deaths caused by other terrorist acts, perpetrated mostly by rightist and leftist extremists. An additional 570 deaths were caused by incidents of indiscriminate killing in public places (restaurants and schools). After 9/11 the same statistics show that, between 2002 and July 2015 some 33 persons died as a result of Islamist terrorism compared to 200 to 300 deaths resulting from terrorism from other sources.

It was pointed out, furthermore, in a recent article in the New York Times, that in the U.S., the probability of dying in a car accident is 312 times that from Islamist terrorism. One American sociologist at University of North Carolina calculated that in 2012 alone, 66 Americans died from acts of random shooting which is twice the number who died from Islamist terrorism since 9/11, that is, during 14 years. Another observer notes in the New York Times also that more than 3000 people die each year in the United States from complications related to food and concludes that “this piece of hamburger is more dangerous to you than Islamist terrorism.”

In spite of these increasing warnings by various writers, the negative media coverage remains dominant in this regard. The situation has resulted in mounting acts of violence against Muslims in the U.S. Before 2011, violent acts against Muslims varied between 20 and 30 a year but after that year they have risen to around 500 per year.

But there is no doubt that Islamist terrorism in the West is on the rise. Letting the Syrian crisis fester has invited extremists, such as ISIS and al Nusra, to participate in it and prosper. President Obama kept saying that ISIS does not present a danger to the United States until few days before the gruesome killing of the American journalist James Foley in August of last year. Now that thousands of Europeans and Americans have joined these extremist groups, the acts of related violence are increasing in the West and threaten to reach disastrous proportions when these people return to their respective countries.

The international community should realize that no one is immune of terrorism. The old isolationism that the United States experienced in the past is of the past. The international community should stop internal bickering and find quick solutions to situations that are creating and nurturing terrorism, beginning with Syria and the Middle East. But it should also realize that dealing with symptoms is not enough and that they must start dealing with causes. America’s war on terror has seen an expansion and not a retraction of terror. With modern technology it will become more lethal. Unless the international community gets its act together and face the root causes of terrorism, the future seems bleak.

The intellectual leadership of the United Nations has declined

This year the United Nations is celebrating its 70th anniversary. Criticism of the organization has come from all directions. Disapproval has been directed at the U.N.’s failed peacekeeping activities, as during the Rwandan genocide of 1994, as well as at its many financial scandals, including the “oil for food” scandal of 1990-2003, dubbed “the Swindle of the Century. There has also been more subtle criticism of U.N. development assistance by prominent individuals such as Nobel laureate Joseph Stiglitz and the development economist William Easterly in his 2014 book expressively titled, “The Tyranny of Experts: Economists, Dictators, and the Forgotten Rights of the Poor.”

But criticism rarely raised about the U.N. involves the decline of the intellectual leadership of the organization. I believe this has fallen to virtual insignificance during these 70 years.

In the early years of the U.N. there was confusion as to what the role of the secretary-general and his secretariat actually were in the international decision-making process. The first secretary-general, the Norwegian Trygve Lie, who was appointed in 1946, believed that the U.N. Charter (Article 99) gave him a proactive role in the process. He attracted the ire of the Soviet Union for supporting U.N. involvement in the Korean war. He later lost the crucial support of the United States when Senator Joseph McCarthy accused him of hiring Americans with communist leanings. Among these was his adviser and close friend Abe Filler, who succumbed to McCarthy’s pressure and committed suicide. In grief, Lie resigned his position in 1952.

After toying around for months with a Soviet idea to have a troika of secretaries general, one from each of the West, the Eastern Bloc, and the developing countries, the major powers agreed that the best solution was to have someone without a strong personality or independence of mind. The consensus fell on the chief of the Swedish mission, Dag Hammarskjold.

In the words of Brian Urquhart, who was part of the U.N. senior staff in the office of the secretary general at the time: “It was assumed ... by most people in the Security Council who didn’t know Hammarskjold that they’d elected a nice, competent Swedish civil servant who wouldn’t rock the boat and wouldn’t be very independent and wouldn’t create trouble. Well, I must say that was quite a surprise, the next eight years, because he actually turned out to be anything but that!”

Hammarskjold built an intellectually outstanding secretariat of some 3,000 staff members. He based it on the principles enunciated in the Charter (Articles 100 and 101) that the staff should answer only to the organization, and that member states should not interfere with its work. He mollified the major powers by appointing two under-secretaries for political affairs – one American and one Russian. The American turned out to be a remarkable intellectual and a most efficient individual and soon became Hammarskjold’s right-hand man for the duration of his term. His name was Ralph Bunche, in 1950 the first black person to receive the Nobel Prize for Peace.

The secretariat that Hammarskjold established was one packed with outstanding scholars in addition to remarkable diplomats. The Population Division, for example, produced the first manuals of demography, the first model life tables, the methodology of stable population models, the first study on the history of population thought and a score of other contributions. Together, these established the basics of the field of demography and resulted in the creation of departments of demography and population studies in leading universities in the United States and the world.

But the most important intellectual contribution of the U.N. at that time was probably in the field of economic development. One example suffices: During the period 1953-1971, the intellectual golden age of the United Nations, some 40 developing countries joined the organization. The main topic at the U.N. at the time was how to help these countries develop. The dominant theory of international trade relationships was David Ricardo’s theory of “comparative advantage.” It advocated that each country should produce what it had an economic advantage in producing and exchange the surplus with other countries who would do the same.

Applied to reality, this theory meant that developing countries, which at the time generally produced raw materials and agricultural products, should concentrate their economic activities on this type of production and trade the surplus with the industrial outputs of the developed countries. The international institution in charge of facilitating this exchange was the General Agreement on Tariffs and Trade (GATT), established in 1947 (the precursor of the present International Trade Organization). Its stated policy was to open international markets and end all measures of tariff protection.

At this point a new school of thought appeared on the economic scene, developed independently by two economists, Hans Singer and Raul Prebisch, who both happened to be senior staff members of the United Nations. The so-called Singer-Prebisch thesis showed that free trade between the developing and developed countries – that is, between the primary goods of the first and the industrial goods of the latter – would lead to worsening terms of trade for the developing countries, provoking further marginalization. The developing countries needed, therefore, to industrialize but could not compete with developed countries that had a long history of industrialization. That’s why they needed a protective tariffs policy for a certain period of time until their industries became competitive. This protectionism went against the policies of GATT, created and supported by the economic powers at the United Nations.

Armed with a credible thesis emanating from a credible U.N. secretariat, the developing countries at the U.N. demanded and obtained the organization of a world conference in Geneva in 1964 on trade and development. At this conference a new organization was born, based on the ideas of Singer and Prebisch, under the name of the U.N. Conference on Trade and Development (UNCTAD), now a U.N. specialized agency. The conference also saw the birth of the first group of developing countries, the Group of 77 whose aim was to protect the economic interests of developing countries and improve their negotiating position within the United Nations. The first director-general of UNCTAD was none other than Raul Prebisch. Hans Singer became the head of the United Nations Industrial Development Organization.

But Dag Hammarskjold had already irritated the major powers by the independence of the secretariat from political influence and by the prestige he and it had gained globally. But his demise came mostly as a result of his drive for decolonization, specifically for the unity and independence of the Congo (until 1960 a colony of Belgium). In this way he crossed red lines set by the major powers and the colonial powers, as well as by the white regime of Northern Rhodesia (now Zambia), a British protectorate at the time.

In September 1961 Hammarskjold’s plane was shot down by another plane over Northern Rhodesia, but a British inquiry that year, rubber stamped by a further inquiry by a United Nations committee, concluded the crash was due to pilot error.

It was not until 2011 that a dedicated British scholar, Susan Williams, published a book titled “Who Killed Hammarskjold?” the result of years of relentless investigation in Africa and elsewhere. The book provided evidence that the death of Hammarskjold was murder, covered up by the major powers and the white supremacists in the southern part of Africa. This forced the United Nations to open a new investigation in 2012. The report of the U.N. Committee came out in 2013, much of it echoing Williams’ book, at least concerning the shooting down of the secretary-general’s plane. As a result, U.N. Secretary-General Ban Ki-moon decided last July to reopen a full investigation. The United States, the United Kingdom and other powers involved at the time have so far refused to declassify documents relating to the crash.

After Hammarskjold’s death, and another bout of toying with the idea of a Troika of secretaries-general, U Thant was elected secretary-general. He did not rock the boat but succeeded, largely, in maintaining the independence of the U.N. secretariat.

The complete loss of independence and the politicization of the secretariat came with the next secretary-general, Kurt Waldheim elected in 1972. Appointments soon became largely political, from the under-secretary level to the secretary level, and many key positions became earmarked for specific nationalities. The professional staff members, who once felt allegiance to their respective professions, were largely replaced by persons who answered to the call of the political forces that gave them their jobs in the first place. The secretary-general who thought that he had a proactive role in resolving global problems was replaced by a secretary-general who was basically an observer of global problems.

The United Nations was effectively established on a principle of hegemony of the major powers. These powers gave themselves the right of veto in the Security Council, a majority vote in the global economic and monetary institutions such as the World Bank and the International Monetary Fund, dominance in the choice of the secretary-general, and the lion’s share in filling key positions in the secretariat.

In fact, the United Nations today is exactly what the major powers, the winners of World War II, wanted it to be in the first place. The Hammarskjold and U Thant eras were obviously an anomaly, a period of confusion at the creation. Nevertheless they also represented the U.N.’s intellectual golden age.
