جملة من المواقف والاستحقاقات والمستجدات طرأت على الساحة العربية والاقليمية والدولية، وآخرها الاستفتاء الذي أجرته المملكة المتحدة حول خروجها من الاتحاد الأوروبي وتداعياته على الاقتصادين الأوروبي والعالمي وعلى الخارطة السياسية.
قد لا يكون الحدث السوري طارئاً ولكنه يحمل أحداثاً جديدة لا سيما مؤتمر جنيف وجولتيه الأولى والثانية والتي لن تبدلا في المشهد السوري والذي تبدو الرؤية فيه لم تنقشع، بعكس المشهد اليمني ومحادثات الكويت التي قد تعطي نوعاً من الأمل بين المتحادثين.
هذه المواضيع وسواها إلى جانب تحرير الفلوجة والوضع الأمني في لبنان والمنطقة تحدث عنها سفير لبنان الأسبق لدى واشنطن الدكتور رياض طبارة

فدرالية سورية

 إلى اين تتجه الأمور في سورية، وهل الفدرالية هي الحل لمشكلتها؟
-
من المبكر الحديث عن الفدرالية والحل النهائي، هناك مستويان من المفاوضات في سورية
*المستوى الدولي: روسيا وأميركا.
*المستوى الثاني: المعارضة والنظام.

برأيي ستيفان ديمستورا يسير في الطريق الخطأ بجمع المستوى الثاني، كل مدة يجمعهم ويفشل الاجتماع، لأن الاتفاق على مستوى المعارضة والنظام لن يتم إلا إذا حصل اتفاق على مستوى العالم.
كل من أميركا وروسيا تريدان أن تؤمنا مصالحهما في هذه المنطقة، الروس يريدون موطأ قدم في سورية وحققوا 90% منه وهو 3 قواعد حربية كبيرة واتفاق أمني وسياسي مع النظام السوري إلى الأبد وهم موجودون عسكرياً في سورية وهمهم أن يثبتوا أنفسهم في منطقة الساحل بشكل خاص.
أما الأميركيون فيريدون أن يحاربوا داعش فكيف يمكنهم ذلك وبواسطة من فالمعارضة همها محاربة النظام.

ولكن هل ستسمح أميركا لروسيا أن يكون لها موطأ قدم في الشرق الأوسط بهذا الشكل؟
أوباما أصبح Expired وإذا جاءت هيلاري كلينتون إلى الرئاسة فهي لن تسمح أن يدخل الروس إلى الشرق الأوسط بهذه السهولة، كما كانت في عهد الاتحاد السوفياتي، لذا لا أعتقد بأنه سيحصل اتفاق على المستوى المحلي بين البلدين.

لذلك لا أتأمل بأن النهاية في سورية ستكون قريبة وحتى فدرالية وأريد أن أقول ان الحرب على داعش لا تنتهي عسكرياً فهم يربحون في محل ويخسرون في محل آخر، لذا لا توجد قوة على الأرض يمكنها أن تحارب داعش بشكل كامل في أي بلد كان، والأميركيون والروس ليسوا حاضرين لأن ينـزلوا إلى الميدان، لذلك هذه الحرب طويلة جداً ولا أحد سيفكر في أسباب الارهاب مثل شخص مريض يعاني من ألم في البطن ينعكس الوجع على رأسه فنعالج الرأس دون أن نعالج البطن.

لذا محاربة داعش خاطئة لأنها تعتمد على العسكر بشكل كامل.

معركة حلب كلها عبارة عن ان الروس يريدون الوصول إلى حدود تركيا والاتراك لن يسمحوا لهم بذلك والمسألة عبارة عن كر وفر.




التحرير الثالث

 كيف تقرأ تحرير الفلوجة من داعش؟
-
هذه هي المرة الثالثة التي تتحرر فيها الفلوجة، قد يكون هناك تحرير رابع أيضاً، ولكن الفلوجة لم يعد فيها بيت واحد لذلك أصبحت مساحة ولم تعد مدينة، ولكن إذا أخذت الفلوجة كل هذا الوقت، الله يستر الموصل كيف سيدخلونها وهي ستكون معقدة أكثر.

الأميركيون يعتبرون انه إذا راحت الفلوجة وراحت الموصل وبعدها الرقة.. سوف تنهار داعش، برأيي انه لو راحت كلها لن تنهار داعش أبداً لأنها كلما تلقت ضربات كلما تحولت إلى إرهاب صافٍ.

داعش هي فكرة وعلينا محاربة الفكرة والبيئة الحاضنة لهذه الفكرة.

محادثات اليمن
 
هل سيكون لمحادثات اليمن في الكويت نتيجة؟
-
محادثات الكويت سيكون فيها أمل أكثر من محادثات ديمستورا لأن هناك درجة من الانهاك من الجهتين. لذلك هناك رغبة ولو خفيفة من قبل الطرفين في إنهاء العملية، وهناك أمل في أن يحصل تقدم في هذه العملية وخاصة إذا تحلحلت الأمور بين إيران والسعودية، والأميركيون يحاولون السعي إلى حلحلة هذه الأمور.

جمع الاطراف المتنازعة في الكويت هناك أمل منها وهو منطقي، لكن في سورية ديمستورا يجمعهم ويعلم انه يقع في خانة الفشل لذلك سمى جنيف1 وجنيف2 وجنيف3 والجولة الأولى والجولة الثانية حتى لا نصبح في جنيف320.

هل الأمور تتجه نحو التأزم في المنطقة بشكل عام؟
-
لا أعتقد ان هناك مصلحة لأحد في أن تتأزم المنطقة، أميركا لا تريد ذلك ولكنها تتأزم غصباً عنها، حتى إيران لا تريد ذلك علماً انها منهكة جداً.
لذلك الضغوطات الخارجية على المنطقة لم تعد تؤثر، الأميركيون يريدونها منطقة آمنة ولكن العين بصيرة واليد قصيرة.
لذلك المنطقة أصبحت خارجة عن السيطرة كما يحصل في كل الثورات الشعبية.

الثورات تأكل حالها خاصة عندما تخرج عن السيطرة، وأتصور انه مثل الفرنسية فإن معظم هذه الثورات وصلت إلى حل ديموقراطي إلى حد ما.
لذا يجب أن يتفاءل المرء ولكن في المستقبل المنظور المنطقة ستكون خارجة عن السيطرة.

كيف تصف الوضع الأمني في لبنان؟
-
الوضع الأمني لم يتغير منذ سنين، هناك غطاء امني على لبنان من قبل عدد من الدول، وهناك أناس خارج هذا الاتفاق وهما النصرة وداعش والبرهان ما حصل في منطقة القاع من تفجيرات.
قوة داعش والنصرة في لبنان هي ضعيفة وكل ما تستطيع فعله هو تفجير هنا وآخر هناك. ففي لبنان هناك استقرار غير ثابت.

أعتقد ان ما يجري في لبنان هو اختراقات وتفجيرات والوضع الأمني مضبوط اكثر من السابق، فنحن نعيش وسط زوبعة وإن شاء الله تبقى حولنا فقط لأنه في منتصف الزوبعة تكون الشمس مشرقة.

استفتاء بريطانيا

ما الغرض من الاستفتاء الذي أجرته بريطانيا وما الهدف منه؟

هناك حركة في اوروبا كلها، هذه الحركة هي انفصالية وقومية، بدأت نتيجة العولمة فخلقت ردة فعل في اوروبا، أدت الى المحافظة على القومية حيث يأتي الى اوروبا الكثير من المهاجرين، وتحديداً هجرة السوريين ومن جنسيات مختلفة.

فكانت ردة الفعل ضد الاسلاموفوبيا، ضد السود وضد الاوروبيين انفسهم.

في النمسا مثلاً القوميون الانفصاليون كانوا على وشك ان يربحوا الانتخابات الاخيرة، وفي انكلترا ربحوا ايضاً مع العلم انه لم يكن يتصور أحد انهم سيربحون، ولكنها برهنت ان القومية الانكليزية تغلبت على المصلحة الانكليزية.

فهناك منطقة في جنوب غرب انكلترا، هذه المنطقة هي اكثر منطقة تنتفع من الاتحاد الاوروبـي بحيث تحصل سنوياً على ما لا يقل عن 80 مليون دولار لبلدياتها، صوتوا ضد الخروج من الاتحاد الاوروبي ولكنهم في اليوم التالي ندموا على ذلك لأن قوميتهم تغلبت على مصلحتهم.

فالخطر الاقتصادي الذي يعطونه اكثر من حجمه هو بخلاف الواقع، الخوف الاساسي هو انهيار الاتحاد، ولاحظنا انه في انكلترا بدأت تتململ بعض الدول المتحدة مع ألمانيا خاصة اسكوتلندا.

أتصور بأنه بعد ردة الفعل الاولى هذه غير المنطقية الى حد ما، سوف تهدأ الامور اقتصادياً وأتصور بأن انكلترا سوف تجد طريقة لتتعامل بها مع اوروبا بشكل جيد. هناك نموذج النروج الذي يسمى المنطقة الاوروبية الاقتصادية لديهم كل التسهيلات للمنطقة الاوروبية ولكنهم ليسوا داخلين في المنطقة الاوروبية ولا يؤثرون على قراراتها.

وهناك نموذج ثان وهو سويسرا وهي التجارة الحرة الاوروبية، وقد أجرت اتفاقات ثنائية مع اوروبا وأعتقد انهم سيجدون حلاً مثل هذا لإنكلترا كي تبقى على اتصال مع الاتحاد الاوروبـي. ولكن لا اتصور بأن انكلترا ستنسحب بشكل كامل من اوروبا لأن مشكلتها كان التخوف من اللاجئين.
ما مدى انعكاس هذا الاستفتاء على الدول الاوروبية الاخرى؟

هنا السؤال الذي يمكن ان يطرح، وأعتقد بأنه في السنة المقبلة هناك انتخابات في ألمانيا وفي فرنسا، ففي ألمانيا الحزب الوحيد الذي يزيد عدد اعضائه بشكل كبير على حساب الاحزاب التقليدية التي حكمت المانيا كل هذه المدة هو الحزب الانفصالي القومي والذي اسمه الحزب ((البديل)) لألمانيا.
وفي فرنسا زادت شعبية هذا الحزب وعلى وشك الوصول الى 30%، لذلك السنتان القادمتان قد تحملان تحولاً على صعيد ألمانيا وفرنسا لكونهما الاساس في الاتحاد الاوروبـي.

اذن الدول الاوروبية قد تحذو حذو بريطانيا؟

طبعاً هنا الخوف، ففي كل الدول الانفصاليون اصبحوا اقوياء، وفي بعض الدول فإن الانفصاليين لم يصلوا الى حل ليستلموا الحكم بعكس الحزب الموجود في ألمانيا الذي تزداد شعبيته، وأعتقد بأن انفصال ألمانيا هو نهاية الاتحاد الاوروبـي.

وفي فرنسا هناك مخاوف من ذلك، والخطر الاساسي هو في الانتخابات المقبلة في فرنسا وألمانيا.
 
يمكن القول بأن الاتحاد الاوروبـي على عتبة الانهيار؟

لا يمكن قول ذلك ولكن يمكن القول انه في خطر الانهيار ولم يصل الى عتبتها.

 ما مدى تأثير هذا الاستفتاء على لبنان؟

 هناك أناس حاولوا ان يربطوا هذه الازمة بالاقتصاد اللبناني بشكل سلبـي، وأعتقد بأن الاقتصاد اللبناني ليس مرتبطاً لهذه الدرجة بالاقتصادات الخارجية ليتأثر بشكل درامي، أول يوم كان هناك تخوف من تأثيره على الاقتصاد اللبناني ولكن هذا التخوف ليس قائماً لأننا لم نتأثر بالازمة الاقتصادية المالية في العالم.

أربعة خيارات أمام بريطانيا بعد بركزيت

صوَّتت غالبية البريطانيّين على الخروج من الإتحاد الأوروبي في استفتاءٍ رسمي. وبدأ الندم منذ اللحظة الأولى بعد صدور النتائج.

نايجل فرّاج، رئيس حزب الإستقلال وقائد الحملة للخروج من الإتحاد الأوروبي، أعلن، بعد ساعات قليلة من صدور النتائج، أنّه كان على خطأ عندما أكّد للناخبين أنّ الخروج سيوفّر 350 مليون استرليني في الأسبوع ستُخصَّص للبرنامج الصحّي الوطني، علماً أنّ هذا الشعار كان من الشعارات الرئيسة التي وزّعتها حملته في كلّ أنحاء المملكة. بعد ذلك بأيام استقال من رئاسة حزب الإستقلال الإنفصالي.

بوريس جونسون، عضو الحزب الحاكم الذي كان الركن الثاني في حملة الإنفصال، سارع إلى طمأنة الشعب بقوله، في مقالة نشرها في اليوم التالي بعد ظهور النتائج، إنّ بريطانيا «هي جزءٌ من أوروبا وستبقى هكذا دائماً»، مضيفاً أنّ «مواطني الإتحاد الذين يقطنون في البلاد ستكون حقوقهم محميّة بشكل كامل، وأنّ الشيء نفسه ينطبق على البريطانيين الساكنين في بلدان الإتحاد، ثمّ أعلن عدم رغبته الترشح لرئاسة الوزراء، حلمه الأزلي.

وفي مقالة نشرت بعد التصويت في مجلة «فورين بوليسي»، يقول الكاتب إنّ 1،1 مليون بريطاني، من أصل 17،4 مليون صوّتوا للإنفصال عن الإتحاد، غيّروا رأيهم مباشرة بعد صدور النتائج وسيُصوّتون مع البقاء في الإتحاد إذا سنَحت لهم الفرصة مجدداً، وذلك بناءً على استطلاع أُجري في بريطانيا أخيراً. وتبيّن من الإستطلاع نفسه أنّ معظم هؤلاء اعتقدوا أنّ صوتهم لن يؤثر في النتيجة وأرادوا فقط أن يسجّلوا عدم رضاهم عن أداء حكومة الإتحاد في بروكسل.

المثال الأكثر تعبيراً عن هذه الحالة، هو مثال مقاطعة كورنوول الفقيرة الواقعة في جنوب غرب الجزيرة الإنكليزية. هذه المقاطعة تستلم سنوياً 60 مليون استرليني من الإتحاد الأوروبي كهبة تُخصَّص لتمويل مشاريع البنية التحتية والتعليم.

رغم ذلك صوّت مواطنو المقاطعة ضد البقاء في الإتحاد بغالبية 56 في المئة. ويقول مراسل الـ»واشنطن بوست» من هناك إنّ مواطني المقاطعة أفاقوا في اليوم التالي وهم يتساءلون نادمين: «ماذا فعلنا؟» ويضيف أنّ المسؤولين في المقاطعة هم في حالة هلع وضياع ولا يعلمون كيف سيعوّضون هذه الخسارة.

في هذه الحالات، تغلّب الشعور القومي على المنطق والمصلحة، ولكن في حالات أخرى لم يفهم الكثيرون على ماذا يُصوّتون، إذ أظهَرت عمليات التفتيش على محرّك البحث «غوغل» أنه، بعد ظهور النتائج، ارتفع البحث على المحرّك بشكل غير مسبوق، وأنّ الأسئلة الأكثر ترداداً كانت: «ما هو الإتحاد الأوروبي؟» و»ماذا سيحصل إذا خرجنا من الإتحاد؟»

الجوّ في بريطانيا اليوم إذاً يميل لصالح البقاء في الإتحاد الأوروبي، ومن المنتظر أن ينتشر هذا الشعور أكثر في المستقبل. تنظيم استفتاء آخر غير وارد، رغم وجود عريضة يُقال إنّ مليوني مواطن قد وقّعوا عليها، لأنه من غير المنطقي أن يُعاد الإستفتاء كلما وقّع أناس كثيرون على عريضة. في هذه الحال، ما هي الخيارات المفتوحة أمام المسؤولين البريطانيين بعد الإستفتاء؟

الخيار الأول هو أن تخرج بريطانيا نهائياً من الإتحاد. هذا الخيار ليس سهلاً لأنه يتطلب توقيع اتفاقات ثنائية، مالية واقتصادية وتجارية وغيرها، مع الكثير من دول العالم، إذ إنّ علاقات بريطانيا مع دول العالم في هذه المجالات هي، في الوقت الحاضر، من خلال اتفاقات هذه الدول مع الإتحاد الأوروبي وليس مع بريطانيا مباشرة. على كلّ حال فإنّ هذا الخيار يتعارض اليوم مع ما تريده غالبية البريطانيين.

الخيار الثاني هو نموذج «رابطة التجارة الحرة الأوروبية» (EFTA) واتفاقية «المنطقة الإقتصادية الأوروبية» (EEA) التي تنضوي تحت رايتهما النروج وإسلاندا وليختنشتاين. أعضاء المنطقة الإقتصادية لهم الحقوق والواجبات نفسها التي يتمتّع بها أعضاء الإتحاد ولكنّهم لا يشاركون في صنع القرارات التي عليهم، كما على أعضاء الإتحاد، أن يطبقوها. هذا النموذج موجود وباستطاعة الجهتين، البريطانية والإتحادية، مبدئياً على الأقل، التوصّل إليها بالسرعة المطلوبة.

الخيار الثالث هو النموذج السويسري. فسويسرا التي انضمّت إلى «رابطة التجارة الحرة الأوروبية» انسحبت من «المنطقة الإقتصادية الأوروبية» التي تخوّلها الدخول إلى السوق الأوروبية المشتركة، وذلك نتيجة استفتاء قامت به سنة 1992.

هذا الإستفتاء الدقيق بنتائجه، كالساعة السويسرية، ربح فيه الرافضون بأكثرية 50،3 في المئة مقابل 49،7 في المئة للفريق الآخر. بعد ذلك التاريخ، قامت سويسرا بمفاوضات دامت سبع سنوات للوصول إلى اتفاقات ثنائية مع الإتحاد الأوروبي شملت حرية تنقّل الأفراد والبضائع والمواصلات البرية والجوية وغيرها، (وُضعت حيّز التنفيذ سنة 2002) ما جعلها تشبه إلى حدٍّ كبير اتفاقية «المنطقة الإقتصادية الأوروبية» وهي تحتوي في مقدمتها بند «المقصلة» الذي يلغي كلّ الإتفاقات المبرمة إذا أخلّت سويسرا بأيّ منها.

الخيار الرابع، والأكثر حظاً في الوقت الحاضر، هو الإهمال. أعداد متزايدة من المسؤولين البريطانيين، بما في ذلك بعض القياديين في الحركة الإنفصالية، بدأوا يميلون إلى ترك الأمور كما هي وعدم استحضار المادة 50 من اتفاقية الإتحاد التي بموجبها تنفصل الدول عن الإتحاد. الأمور الإقتصادية تسير بشكل سلبي ما سيجعل نسباً متزايدة من البريطانيين يساندون البقاء في الإتحاد.

هذا سيعطي الحكومة البريطانية المجال لإهمال نتيجة الإستفتاء. ويشير البعض إلى أنّ الحكومة اليونانية قامت باستفتاء السنة الماضية نتجت عنه غالبية صوّتت لصالح رفض شروط خطة الإنقاذ الأوروبية ولكنها قبلتها على كلّ حال.

خلال الأشهر المقبلة، يقول مساندو هذه الفكرة، سيتعرّف البريطانيون إلى مشكلات الإنفصال وسيرحّبون أكثر وأكثر بالبقاء في الإتحاد الأوروبي. فعلى الحكومة إذاً أن تبدأ، بعد مدة، بالتفاوض مع الإتحاد، ليس على الإنفصال، بل على الطريقة المثلى لبقاء بريطانيا فيه.

المشكلة الأساسية في أيّ محاولة بريطانية للبقاء في الإتحاد (أي الخيارات الثلاثة الأخيرة)، هي أنّ على بريطانيا أن تقبل بمبادئ الإتحاد التي على رأسها الحدود المفتوحة، أي الهجرة الأوروبية إلى إنكلترا.

فإنكلترا بلد مقصد أساسي للهجرة الأوروبية إذ يصل إليها سنوياً نحو مئة ألف أوروبي، أكثر من نصفهم من أوروبا الشرقية،على رأسها بولونيا، وهذا ما يُزعج البريطانيين بشكل أساس وقد يكون السبب الرئيس لنجاح الإنفصاليين.

لذلك، على بريطانيا، إذا أرادت البقاء في الإتحاد الأوروبي، أن تتأقلم بسرعة مع حقيقة مفادها أنّ أوروبا ليست فقط سوقاً مشتركة بل هي أيضاً شعب واحد.

Summary:

The British voted in favor of Brexit and regretted it. Nigel Farrage, the leader of the charge against membership in the EU and head of the Independence party declared immediately after the vote that he was wrong in declaring that exit will permit saving 350 million pound which would be devoted to the National Health Program and promptly quit the chairmanship of the party.

Boris Johnson, the pro-Brexit senior member of the ruling Conservative party, declared, after the vote, falsely, that EU citizens in Great Britain and British citizens in EU countries will not be affected, and promptly also quit the race to replace Prime Minister David Cameron.

A poll, taken immediately after the vote, showed that 1.1 million British, who voted for Brexit, had changed their minds and were now anti-Brexit. Typically, in the poor district of Cornwall, that receives 60 million pounds from the EU a year for infrastructure and education programs, voted 56 per cent in favor of Brexit, but, according to the Washington Post corresponded from there, were stunned and were in disarray after the results of the vote came out.

Most stunning is the fact that google search, which increased in this occasion many folds in England, concentrated, even after the vote results came out,  on questions like: “What is the European Union?” and “What will happen if we leave the Union?”

Clearly the atmosphere in Britain at present is for not leaving the Union and this feeling is likely to spread more widely in the coming weeks and months as the negative results of Brexit become increasingly apparent. So what choices have the British government before it?

First, leaving which is a difficult procedure and unpopular outcome.

Second, follow the mode of the European Free Trade Agreement and the European Economic Area that Norway, Iceland and Liechtenstein have followed. Accordingly, Britain would be still part of the Union in terms of rights and obligations without having the voting power.

Third, follow the Swiss model which is based on a series of bilateral agreements with the Union that include the free movement of people, capital, goods and services, with the  proviso that the violation of any of these agreements would annul the total deal (the so-called Guillotine principle).

The fourth choice, which at present is the most likely, is to neglect the results of the non-binding referendum and negotiate with the Union the way to remain rather than to leave. Time would make this possibility more popular and likely.

The main problem for the British in staying in the Union is migration of other Europeans to England, more than 100,000 a year, mostly from Eastern Europe, which is probably a main reason for the pro-Brexit vote. So the British, if they want to stay in the European Union, have to understand that Europe is not just a unified market, but also a unified people.

The Turmoil in Europe

Globalization is behind the turmoil in Europe and the United States

“It is the nature of men to create monsters ... and it is the nature of monsters to destroy their makers,” said Harlan Wade, the mad scientist, in the video game First Encounter Assault Recon (F.E.A.R.). The West created and promoted globalization and now globalization has turned on the West, shaking Europe to its roots and touching the heart and soul of American democracy. I don’t just mean Brexit and Donald Trump. I mean the wider crisis, reflected in the rise of nativism, racism and, I dare say, fascism, in Europe and America, which was boosted recently by terrorism and the flood of refugees into Europe.

Let me explain.

In his 2002 book, “Globalization and its Discontents,” Nobel laureate Joseph Stiglitz explained “the devastating effect that globalization can have on developing countries” by unleashing on them global organizations, particularly the IMF with its harsh and outmoded approach to restructuring. That book was, in a sense, a sequel to a 1987 book by Giovanni Andrea Cornia, Richard Jolly and Frances Stewart entitled “Adjustment with a Human Face: Protecting the Vulnerable and Promoting Growth.” These and similar writings, which pleaded for mercy on behalf of the developing countries, tell only one side of the story of globalization, the side that created the discontent in Third World countries. That was the story of the monster before it turned on its makers.

These were the days of economic globalization, where the strong wrote the rules and the weak followed them. Human globalization, that is, the integration of peoples of different cultures, which was to create, eventually, the upheaval we are witnessing today, was late in coming. Colonialists did not need to ask the natives for their opinion on how to be governed nor needed to mix with them socially, or accept them as immigrants. They were generally treated with disdain, or, at best, with benign neglect. Winston Churchill used to boast that he created Jordan “with the stroke of a pen, on a Sunday afternoon in Cairo.” Although he drew straight lines in the sand, one exception was a triangle that jotted into Jordan at its southern border, which survived to this day. It is referred to as Winston’s Hiccup, or Churchill’s Sneeze, given Churchill’s reputation for guzzling liquor (New York Times, March 26, 2012). The strong (read the West) could take decisions affecting the weak without worrying about their consequences. The Sykes-Picot agreement divided the Arab East among France and Britain after these two countries had denied to the Arab leadership the mere existence of such an agreement. A minor Arab revolt was quelled and that was that. The creation of Israel caused a couple of million refugees. They were settled in the neighboring countries and no one in Europe or the United States felt, for some time, the earthquake that ensued in the region. Wars, including World War II, Vietnam and others ended neatly by signing military surrenders, or by peace treatise or armistice agreements. These situations formed the conventional wisdom in the West until very recently. In October 2011, Hillary Clinton, during a television interview, was told that Moammar Gadhafi was killed. She broke out laughing loudly and said cheerfully: “We came, we saw, he died,” adapting the words of Julius Caesar, “veni vidi vici,” (I came, I saw, I conquered) that he wrote after a swift victory in B.C. 47.

But human globalization had to come eventually, given the rapidly shrinking world and the revolution in transportation and communication. Migration from the South to the North began in earnest after World War II. The first reaction of people in the receiving rich countries was anti-immigration, nativism and a growing feeling of nationalism, but political parties representing these groups remained, until recently, mostly on the fringe of national politics. Jean Marie Le Pen, who ran the French anti-immigration party, the “National Front,” until 2011, never received more than 17 percent of the vote in national elections. The “Alternative for Germany” party (AfD), founded just prior to the elections of 2013 in Germany, didn’t make the 5 percent minimum vote in that election to qualify for representation in the Bundestag, The German parliament. The British “Independence Party” (UKIP) polled 3.2 percent in the 2010 national elections.

All this began to change, however, soon after the invasion of Iraq in 2003, with the festering war in Syria starting in 2011 and after the NATO attack on Libya the same year. Suddenly, wars didn’t end neatly with an official surrender of one side. Hillary Clinton’s diatribe “we came, we saw, he died,” turned out to be not only tasteless, but utterly wrong.

On the other hand, human globalization melted borders. Old borders that shielded the Western countries from the consequences of their actions elsewhere, proved fragile under the new rules of human globalization. The creation of refugees in the East resulted in a flood of refugees to the West. The rise of terrorism in the East found major echoes in Europe and the United Sates. Topping all that was the revival of the request of Turkey, a Muslim country with a population of 75 million, to join the European Union.

As a result, the fringe anti-immigration parties in Europe turned Islamophobic, nativist and increasingly racist. They grew rapidly in popularity, thus beginning to threaten the traditional majorities. The French “National Front” party is now polling 28 percent, and its popularity is still rising. Its leader, Marine Le Pen, will probably have a place in the second round of the French presidential elections. In Germany, the “Alternative for Germany” party would take about 12 percent of the vote if federal elections were held today, according to a recent poll. UKIP would receive 25 percent of the votes if a national election in England is held now, compared with the 3.2 percent it received in 2010. It led the movement to leave the European Union (Brexit) and succeeded. And in the United States, traditional politicians are scrambling for ways to stop the presumptive Republican nominee for president, Donald Trump, an extreme Islamophobic nativist, who, many believe, would probably shake the foundations of Western democracy and values if elected president.
So globalization that was created and promoted by the West is now creating havoc in Europe and the United States. The monster finally turned on its maker.

What Western leadership has to realize now is that human globalization will intensify in the future irrespective of present popular resistance, and that there is no turning back; that the new wars may have no neat ending as in the past; and that injustices you do to others will eventually come back to haunt you.

Accepting these three new rules is a prerequisite for easing the inevitable transition to the new world order.

And if we don't take steps to make sure everybody can participate in that global integration -- making sure that wages are high enough, making sure that we rebuild the social compact so that pensions and health care are taken care of, making sure that communities are not completely abandoned when a factory leaves and there’s an economic plan for transition -- if we do not do that effectively, then there’s going to be a backlash.

Human Globalization: Normal integration

With respect to immigration, it is America’s experience that immigration has been, by far, a net plus for our economic growth, our culture, our way of life.  Now, in America, that's by necessity, because unless you're a Native American, you came from -- everybody came from someplace else.  Europe may not have as many of those traditions. 

But keep in mind, one of the huge macroeconomic advantages that America has is we're still a relatively young country, our birth rate is not dropping off like Europe’s is, or Russia’s is, or China’s, or Japan’s.  And that's as a consequence of immigration.  And it's economics 101, if you’ve got a younger population, your growth rate is going to be higher…. 

The New Problem of Human Globalization is its intensity

Now, huge influxes of the sort that we've seen in Europe -- that's always going to be a shock to the system.  And I think it is entirely appropriate for Europe, even as generous as it has been -- and I think that Chancellor Merkel deserves enormous credit, and other European leaders who have taken in these migrant populations deserve enormous credit, because that's hard. It's a strain on the budget.  It's a strain on politics.  It's a strain on culture.  It's legitimate for them to say, look, we got to slow this thing down.  We got to manage it properly. 


So it's one more reason why, given the fact of global integration, we have to think globally, more broadly.  Because our security interests, our economies are all going to depend on the institutional arrangements that we have across boundaries.

The Case for Eating Butter Just Got Stronger
A new study found no link between eating butter and heart disease

It looks like butter may, in fact, be back. The creamy condiment is a “middle-of-the-road” food, nutritionally speaking—better than sugar, worse than olive oil—according to a new report, which adds to a growing body of research showing that the low-fat-diet trend was misguided. The new study analyzed nine papers that included more than 600,000 people and concluded that consuming butter is not linked to a higher risk for heart disease and might be slightly protective against type 2 diabetes. This goes against the longstanding advice to avoid butter because it containssaturated fat.
To be clear, the new study doesn’t say butter is a health food, rather that “it doesn’t seem to be hugely harmful or beneficial,” says study author Dr. Dariush Mozaffarian, dean of the Friedman School of Nutrition Science and Policy at Tufts in Boston. This is in line with the new thinking from a growing number of nutrition scientists who say that cutting back on fat, even the saturated kind, is doing more harm than good.
“In my mind, saturated fat is kind of neutral overall,” Mozaffarian says. “Vegetable oils and fruits and nuts are healthier than butter, but on the other hand, low-fat turkey meat or a bagel or cornflakes or soda is worse for you than butter.”

In the study, published Tuesday in the journal PLOS ONE, the researchers looked at people’s butter consumption and their risk for chronic disease and found no link to heart disease. In four of the nine studies, people who ate butter daily had a 4% lower risk of developing type 2 diabetes. More research is needed to understand why, but it may be due in part to the fact that dairy fat also contains monounsaturated fats that can improve blood sugar and insulin sensitivity.
As TIME reported in a 2014 cover story, fat had become “the most vilified nutrient in the American diet” despite the scientific evidence showing it didn’t harm health or cause weight gain in moderation. “Saturated fat was considered dietary public health enemy number one,” says Dr. David Ludwig, a professor of nutrition at Harvard School of Public Health and author of Always Hungry?. “For the last few years there’s been research and commentary suggesting that this focus is misguided.” (Ludwig was not involved in the most recent study.)
Indeed, research is mounting that saturated fat is better for you than processed carbohydrates like sugar and white bread, which have beenlinked to diabetes, obesity and heart disease many times over. In April, Mozaffarian published a separate study in the journal Circulation that analyzed the blood of 3,333 adults and found that people who had higher levels of three byproducts from full-fat dairy had a 46% lower risk of getting diabetes than people with lower levels. Other studies have also shown that full-fat products like dairy can be useful in weight maintenance and other health factors.

Mozaffarian and his co-authors on the new paper hope that this research moves nutrition conversations away from the health effects of specific nutrients, instead focusing on the actual foods people eat. “We eat cheese, we eat butter, we eat yogurt, we eat milk, and meat,” says Mozaffarian, as opposed to calcium, fat and protein. Plus, he adds, just because a pad of butter and a pastrami sandwich both contain saturated fat, it’s the food that matters most. “Processed meats may have different effects on stroke and heart disease, not because of the saturated fat, but because of sodium and the preservatives,” says Mozaffarian. “In the end, just making decisions about a food based on one thing like saturated fat is not useful.”
Getting people to follow that advice may be a challenge. A July 2014 Gallup poll found about twice as many Americans say they are actively avoiding fat compared to people avoiding carbohydrates. But a movement toward understanding the benefits or risks of foods rather than their singular nutrients may be worthwhile.
