ماذا لو فازت هيلاري كلينتون بالرئاسة الأميركية ؟

بدأت تظهر نتائج الانتخابات الرئاسية الأميركية، بعد شبه الانهيار الحاصل داخل الحزب الجمهوري، والانشقاقات المتتالية، إضافة إلى التصريحات المعادية والمتزايدة لمرشحه دونالد ترامب، من قبل قيادات مهمة في الحزب نفسه، ومن مجموعات من مؤيدي الحزب التقليديين، ما يوحي بأن المرشحة الديموقراطية هيلاري كلينتون ستنجح في الانتخابات المقبلة، في 8 تشرين الثاني (نوفمبر)، بفارق كبير.
ماذا، بالنسبة للمنطقة ولبنان، إذا حصل ذلك؟

سياسة هيلاري كلينتون الخارجية، خصوصاً تلك المتعلقة بالشرق الأوسط، ستكون مختلفة، إلى حد كبير، عن سياسة أوباما، تحديداً بالنسبة إلى دور أميركا في العالم الذي ستعيده كلينتون إلى سابق عهده، لجهة انخراطه في السياسة الدولية، وقيادته مجدداً حلفاء أميركا، خصوصاً الأوروبيين، مقارنة بسياسة أوباما المتمثلة بـ «القيادة من الخلف» التي جعلت أوروبا تضيّع بوصلتها. يقول جيريمي باش، كبير مستشاري كلينتون للشؤون الخارجية والمقرب جداً منها: «إنها ترى أهمية القيادة الأميركية كمبدأ أول وتؤمن بأن المشكلات حول العالم تحل بشكل أسرع إذا كانت أميركا مشاركة في حلها».

روسيا

علاقة كلينتون مع روسيا ستكون أكثر صرامة. علاقتها الشخصية ببوتين ليست جيدة. فبعد الانتخابات البرلمانية الروسية سنة 2011 أصدرت كلينتون بياناً قاسي اللهجة، وكانت وزيرة للخارجية في حينه (وحتى سنة 2012)، تنعت فيها الانتخابات بأنها «غير شريفة وغير منصفة.» حصلت بعد ذلك تظاهرات صاخبة في مدن عدة في روسيا احتجاجاً على الانتخابات ما أثار غضب رئيس الوزراء الروسي في حينه، فلاديمير بوتين، الذي اتهم كلينتون بأنها أعطت الإشارة للاحتجاجات التي «حظيت بمساندة وزارة الخارجية الأميركية» على حد قوله. وفي سنة 2014، وبعد أن ضمت روسيا القرم، هاجمت كلينتون بوتين شخصياً واصفة إياه بـ «هتلر». ما استجلب من بوتين القول «إنه من الأحسن عدم التجادل مع امرأة». ولا يخفي بوتين شعوره السلبي تجاه كلينتون وتخوّفه من نجاحها في الانتخابات الرئاسية. وتنقل عنه جريدة الأوبزرفر البريطانية قوله في مؤتمر صحافي في نيسان (أبريل) الماضي: «بيل كلينتون كان رئيساً لدورتين متتاليتين. الآن لزوجته طموحات (رئاسية). العائلة قد تبقى في السلطة. وكما يقولون في روسيا فإن الزوج وزوجته يمثلان الشيطان نفسه».

سورية

يقول جيريمي باش إن «أول مهمة رئيسية» ستقوم بها كلينتون بعد تسلمها مهام الرئاسة هي إعادة النظر في سياسة أميركا تجاه الحرب السورية. ويقول إن مبادئ سياستها تشمل «التأكيد على الطبيعة الإجرامية لنظام (الرئيس بشار) الأسد، والعمل على إطاحته، وتكثيف الحملة على داعش في الوقت ذاته». وبإشارة إلى سياسة أوباما «الواقعية»، فإن سياسة كلينتون تجاه سورية ستتحلى بـ «وضوح أخلاقي». ولا بد من التذكير هنا بأن كلينتون، بالاشتراك مع الجنرال دايفيد باتريوس الذي كان رئيساً لوكالة الاستخبارات الأميركية، قدمت، عام 2012، خطة لتسليح «نخبة مختارة من المقاومة السورية» لقلب نظام حكم الأسد، على أن تشكل هذه النخبة بعد ذلك المحاور الرئيسي للأميركيين. هذه الفكرة، التي تشمل خلق «مناطق آمنة» لحماية المدنيين، ما زالت موجودة على موقع الإنترنت لحملة كلينتون، علماً بأن الحل النهائي بالنسبة إليها يبقى الحل السلمي.

إيران

تفاخر هيلاري كلينتون بأنها كانت اللاعب الرئيسي في إقناع المجتمع الدولي بوضع عقوبات صارمة على النظام الإيراني، وبأنها كانت وراء تأسيس مجموعة الدول الست التي فاوضت إيران حول برنامجها النووي. وكانت هي بالأساس من ذهب سراً إلى عُمان عام 2011 لمقابلة السلطان قابوس لمعرفة حقيقة العرض الإيراني الذي وصلها من رسول قابوس حول استعداد إيران لمفاوضات مع أميركا تشمل برنامجها النووي ومساندتها «حزب الله». إلا أنها، على رغم تأييدها للاتفاق الذي توصلت إليه إدارة أوباما بعد تركها وزارة الخارجية، تعتبر أنه كان بإمكان أميركا الحصول على اتفاق أفضل، خصوصاً لو أن أميركا كثفت العقوبات خلال المفاوضات، واتخذت موقفاً أكثر صرامة. على كل حال، فإنها تعتقد، بحسب حديث أعطته في تشرين الأول (أكتوبر) من السنة الماضية نقلته «نيويورك تايمز»، «أنه ليس كافياً أن يقال نعم لهذا الاتفاق. علينا أن نقول نعم، وإننا سنطبقه بحيوية ويقظة. نعم، وإننا سندخله ضمن استراتيجية أوسع لمجابهة سلوك إيران السيء في المنطقة. نعم، سنبدأ منذ اليوم الأول بوضع الشروط لتعلم إيران بأنها لن تستطيع أبداً الحصول على سلاح نووي».

إسرائيل

من المعروف أن علاقة أميركا بإسرائيل ومساندتها لها لا يتغيران جذرياً مع تغيّر الرئيس. إلا أن نوعية هذه العلاقة قد تتأثر من رئيس إلى آخر. كثير من اليهود الأميركيين يساندون المرشح الجمهوري للرئاسة، دونالد ترامب، وقد أسسوا موقعاً على الإنترنت بعنوان «اليهود يختارون ترامب». سببان رئيسيان لذلك. من جهة، فترامب يعارض الاتفاق حول برنامج إيران النووي، ومن جهة أخرى، له الفضل في تبني الحزب الجمهوري في برنامجه الانتخابي أقوى نص مساند لإسرائيل حتى اليوم («مساندة إسرائيل هي تعبير عن أميركية الشخص». القدس عاصمة إسرائيل الأبدية. نقل السفارة ألأميركية إلى القدس.ألخ.). بالمقابل، فإن موقف كلينتون من الاتفاق النووي الإيراني لا يجاري موقف ترامب، وبرنامج الحزب الديموقراطي لا يجاري، في هذا المجال، برنامج الحزب الجمهوري. إضافة إلى ذلك فإن من أقرب المستشارين لكلينتون للشؤون الخارجية هو سيدني بلومنثال أحد أكثر الأشخاص عداءً لإسرائيل، لا يسبقه في هذا المجال سوى ابنه ماكس. سيدني بلومنثال عمل لمدة قصيرة مع جريدة «الأخبار» اللبنانية، لكنه تركها لميولها الإيجابية تجاه بشار الأسد. وكثير من اليهود الأميركيين والإسرائيليين لم ينسوا بعد تبادل القبلات بين كلينتون وسهى عرفات عام 2000 عند زيارة الأولى للضفة الغربية، خصوصاً أن سهى عرفات تكلّمت يومها، في حضور كلينتون، عن الدولة الفلسطينية، واتهمت الحكومة الإسرائيلية بتسميم النساء والأطفال الفلسطينيين بالغازات السامة.

لبنان

من الطبيعي ألا يكون لبنان في وسط اهتمامات هيلاري كلينتون في الوقت الحاضر سوى أن شعورها تجاهه معروف وواضح. ففي نيسان من عام 2009، قصدت أن تزور لبنان في طريق عودتها من العراق، ولو لساعتين، لتعبّر بوضوح عن موقفها من البلد ومن انقساماته. في تصريح لها خلال الزيارة قالت كلينتون: «أود أن أؤكد للبنانيين أن الولايات المتحدة لن تبرم أية صفقة مع سورية تبيع فيها لبنان واللبنانيين. لقد مررتم بمصاعب بما فيه الكفاية ومن حقكم أن تعطوا فرصة لكي تأخذوا قراراتكم بأنفسكم». من جهة أخرى أظهرت كلينتون يومها انحيازها ضد «حزب الله»، ليس فقط من خلال كلامها الرسمي، بل أيضاً من خلال رمزية زيارتها لقبر الشهيد رفيق الحريري، على رغم قصر مدة وجودها في البلاد. وفي عام 2011، عندما تم إسقاط حكومة الرئيس سعد الحريري، وتكليف الرئيس نجيب ميقاتي تأليفها بدعم من «حزب الله» وأفرقاء آخرين، هدّدت وزيرة الخارجية كلينتون بأن ذلك «سيكون له تأثير واضح على علاقاتنا الثنائية».

ماذا ننتظر؟

عطفاً على ما تقدّم، ماذا علينا أن ننتظر إذا نجحت هيلاري كلينتون في الوصول إلى سدّة الرئاسة الأميركية؟

أولاً: ستكون هناك مواجهة ديبلوماسية بين الولايات المتحدة وروسيا على جبهات عدة، خصوصاً الجبهة السورية. روسيا تريد موطئ قدم في سورية وقد حققت الكثير منه بالسيطرة على معظم الساحل السوري من جنوب دمشق حتى حلب. أسست قواعد حربية، جوية وبرية وبحرية في هذه المنطقة، كما وقّعت مع النظام السوري معاهدة من دون أفق زمني، تحمي قواعدها، وتعطيها نفوذاً سياسياً طويل الأمد. هناك ما زالت جيوب كبيرة معادية قبل اكتمال موطئ القدم، لكن خطوطه العريضة أصبحت واضحة. لا شك أن هذا التمدد الروسي سيكون نقطة احتكاك، إن لم نقل مواجهة، بين كلينتون وبوتين. سلاح كلينتون ما زال موجوداً وفعالاً وهو «الخطة باء» التي كانت موضع بحث في الإدارة الأميركية ولم تحظ بموافقة الرئيس باراك أوباما. الخطة باختصار هي أن تقوم الولايات المتحدة بإعطاء المعارضة السورية ما يكفي من السلاح النوعي للوصول إلى ستاتيكو ينهك الاقتصاد الروسي، المنهك أصلاً، ويجبر روسيا على الانسحاب كما فعل الاتحاد السوفياتي في أفغانستان عام 1989، أو، على الأقل، التفاوض مع أميركا من موقف ضعف.

ثانياً: ستحاول روسيا أن تستغل المدة المتبقية من عهد أوباما لكي تحقق ما تستطيع في تثبيت موطئ القدم الذي تريده، وأن تحقّق وقائع جديدة على الأرض، بما في ذلك تحالفات إقليمية بدأت تظهر بوادرها، لكي تجعل من الصعب على كلينتون تغييرها، ولذا فإنها ستستخدم خلال الأشهر المقبلة كل قوتها العسكرية، وقوة حلفائها على الأرض، لتحقيق ما أمكن من موطئ القدم المنشود، ما يعني أننا سنرى ارتفاعاً كبيراً في حدة المعارك الدائرة في الساحل السوري، تُستعمل فيها كل أنواع الأسلحة، حتى بعض المحرم منها. أميركا أوباما من جهتها لن تواجه الهجمة الروسية بل ستكتفي بتكثيف حربها على «داعش» لأن أقصى ما يتمناه أوباما في المدة القصيرة الباقية لعهده هو طرد «داعش» من المدن السورية والعراقية ليضيف ذلك لإرثه.

ثالثاً: بالنسبة إلى إيران، فإن إدارة كلينتون لن تكتفي بالتشدّد في تطبيق الاتفاق النووي، والتأكّد من ديمومته لما بعد المدة المحددة في الاتفاق، بل إنها ستفتح مع إيران الملفات الساخنة في المنطقة كملف العراق وسورية واليمن و«حزب الله».

سياسة هيلاري كلينتون في سورية وتجاه إيران ستجد صداها في لبنان، لكنها لن تغيّر في الاستقرار اللبناني، أقلّه في المرحلة ألأولى، لأن استقرار لبنان، سياسياً وأمنياً، سيبقى الأولوية لأميركا في عهد كلينتون، كما بالنسبة للدول الفاعلة الأخرى التي حققت للبنان الغطاء السياسي والأمني في السنين الماضية. محاربة كلينتون «حزب الله» لن تكون على المسرح اللبناني، بل على المسرح الإيراني، ولو أن سيف ديموقليس الأميركي، المتمثل بالعقوبات المالية على «حزب الله» والمتعاملين معه، سيبقى مسلطاً وحاضراً للاستعمال وقت الحاجة.

ولعل ما يريح لبنان بعض الشيء في هذا المجال هو وجود مستشارَيْن لبنانيين للشؤون الخارجية في صميم الانتخابات الأميركية، كلاهما مناضل سابق في القوات اللبنانية، بيتر ضو مستشار كلينتون ووليد فارس مستشار ترامب، أي أننا رابحون بصرف النظر عمن ينتصر في الانتخابات.

What if Hillary Clinton is Elected President of the United State?

It is becoming more likely that Hillary Clinton will be elected president. The question is what would be the implications for the Middle East and Lebanon?
Clinton’s foreign policy will certainly be very different from Obama’s. For one thing, she will try to return America to the international scene to lead the Western World, in contrast with Obama’s policy of “leading from behind.”

Russia

Clinton’s relation with Russia will be more firm. Her personal relation with Putin is not good. In 2011 (she was then and until the end of 2012 Secretary of State) she strongly criticized the parliamentary elections in Russia. Putin claimed that the State Department was behind the raucous demonstrations protesting the results. In 2014, after Putin annexed the Crimea, she likened him to Hitler. Putin replied that she and her husband represent the same devil.

Syria

Jeremy Bash, a senior advisor to Clinton on foreign affairs says that Clinton’s “first important priority” will be to take a new look at the war in Syria and this will include the removal of Bashar el-Assad. In contrast with Obama’s foreign policy, Clinton’s will have “moral clarity.” Clinton’s old advice to Obama still holds, namely, to arm a vetted group of the Syrian resistance fighters and to create safe zones to protect the civilians.

Iran

While Clinton has expressed pride in that she was the one who opened the secret discussions with the Iranians in Oman that led to the formal negotiations with the 5+1 group of countries, and that she was the one who hammered the international consensus on sanctions that brought Iran to the negotiating table, she thinks that the United States could have gotten a better deal from Iran from Kerry’s. And while she eventually endorsed the agreement, she placed conditions: to enforce it forcefully and with vigilance, to make it part of a wider strategy to confront Iran’s bad behavior in the region and to begin, from day one, to lay the conditions that will make Iran understand that it will never be able to have a nuclear weapon.

Israel

American strong support for Israel does not change. But many American Jews prefer Trump. He is credited for the Republican platform and its unprecedented support for Israel including the statements that Jerusalem is the eternal capital for Israel, moving the US embassy from Tel Aviv to Jerusalem etc. Trump also promised to scuttle completely the nuclear agreement with Iran. In return, one of the closest foreign policy advisers to Clinton is Sydney Blumenthal, an ardent anti-Israel individual, who is only surpassed in this by his son Max. Many of the American and Israeli Jews never forgot the exchange of kisses between Hillary and Souha, the wife of Yasser Arafat, while Hillary was visiting the West Bank, and the statements of Souha Arafat during that occasion accusing the Israeli government of poisoning Palestinian women and children with poisoned gas.

Lebanon

Clinton’s feelings towards Lebanon are positive. In 2009 she insisted on stopping over in Lebanon for a couple of hours just “to assure the Lebanese that the United States will never make a deal with Syria” to deliver Lebanon to it, in a reference to what was actually done by the US in the 1980s during the Lebanese civil war. During that short stopover, she visited the tomb of the late Prime Minister Rafic Hariri to show support for the political grouping that is opposed to Hezbollah.

Accordingly, it is to be expected that:

There will be some kind of diplomatic confrontation with the Russians, particularly in Syria. Russia’s aim is to establish a foothold on the Mediterranean, which has been mostly achieved with the building of military bases in the coastal area of Syria and concluding an accord with the Syrian government that assures the Russian presence there for a long time. But the US still has a good deal of leverage in that it could create a status quo on the ground similar to that it created in Afghanistan in the late 1980s which forced the Soviet troops to withdraw.

Russia will try to take advantage of the remaining time in the presidency of Obama to change as much as it could on the ground to improve its bargaining position when Clinton comes, including regional alliances. It is to be expected that during the coming months the level of violence will increase dramatically, at least on the part of the Russians, while Obama’s main concern will remain chasing ISIS from the main cities of Iraq and Syria to add this achievement to his legacy.
With regard to Iran, the Clinton administration will not only tighten the rules regarding the nuclear agreement, but will also open the regional files, including Iraq, Syria and Hezbollah.

As for Lebanon, stability will still be the order of the day. The fight with Hezbollah will be with Iran and not with Lebanon. But the American sword of Damocles, represented by the financial sanctions on Hezbollah, will remain ready to fall at any time. Two senior foreign policy advisers are of Lebanese origin and are part of the election campaigns in the US, one with Clinton and one with Trump, a win-win situation for this country!

Donald Trump is not an isolated phenomenon



Many thoughtful Americans, indeed analysts around the world, are frantically searching for the reasons behind the appearance of Donald Trump on the American political scene, and for his success in wrenching the Republican Party’s nomination for president. Some have attributed it to the low esteem the American public has for the traditional politicians, as evidenced by the low approval rating of the Congress. But this approval rating has not been much different during the recent past. According to Gallup, it averaged 19 percent during the 2008 election year and 15 percent during the 2012 election year, as against 15 percent during the last 12 months.

Others have argued that Donald Trump is part of the resurgence of fascism in the Western World, particularly in Europe and the United States. In a recent article in Salon entitled “Fascism is rising in the U.S. and Europe – and Donald Trump is the face of this disturbing reality,” the author, Fedja Buric, argued that liberal democracy is losing ground in many European countries in favor of an “illiberal democracy,” where elections take place, but civil liberties are curtailed. The present champion of this idea is the prime minister of Hungary, Victor Orban, who claims that “liberal democratic states cannot remain globally competitive.”

Still others have attributed the Trump phenomenon to the mediocre leadership of the Republican Party in recent years. Max Boot, in a recent article in the New York Times, called it the “stupid party,” which has become populist and anti-intellectual, thus permitting the rise of Trump. But intellectualism was never a major trait of American politics. Perhaps the most intellectual of the recent contenders to the presidency was Adlai Stevenson, who was erudite and a great speaker, but failed dismally twice running against Dwight Eisenhower in the 1950s. A famous story about him tells it all. After one of his resounding speeches, a person in the audience shouted: “Gov. Stevenson, every thinking person in America will be voting for you.” To which Stevenson replied: “I’m afraid that won’t do. I need a majority.”

What is it then?

Trump, whether he succeeds or not in becoming president of the United States, is an historical phenomenon that needs to be, and will be, studied for a long time. His major focus is a relentless attack on what he considers non-white groups: Muslims, Hispanics, Asians and blacks. Here lies the secret for his popularity among a majority of whites in America and, at the same time, lies the answer to the reason for his success.

In this respect, America is exhibiting the same symptoms of globalization as Europe. Not economic globalization, although some rightly claim that the disenchantment in Europe comes, partly, from those left behind by economic globalization. It is rather the discontent arising from “human globalization” which involves the mixing of people of different cultures and ethnicity due to the ease of travel and the melting of the borders. In America, this globalization is actually reducing the dominant role of the whites socially and, more important, politically. The statistics show this very clearly.

In the 1950s, the “non-Hispanic white” population in the United States constituted 90 percent of the total population. But this proportion has been steadily declining since then for two main reasons: the main one is the immigration and naturalization of Hispanics and Asians and the other is the higher rate of natural increase of Hispanics and blacks relative to whites. As a result, the white population now constitutes only 62 percent of the U.S. population. Official projections show that, in approximately 25 years, the minority (mainly blacks, Hispanics and Asians) may become the majority.

Politically, the developing situation is even less in favor of the white population. For one thing, the eligible voters among minorities are increasing much faster than among whites. Between the 2012 and 2016 election years, the eligible white voters increased by a mere 2 percent. Blacks, in the meantime, increased by 6 percent, Asians by 16 percent and Hispanics by 17 percent. Second, the voter turnout of minorities in the elections is also increasing, especially among blacks. In 1988 elections, for example, only 55 percent of blacks voted as against 66 percent in 2012, while the percentage for whites remained steady at 64 percent. As a result, in 2012, while Mitt Romney received 59 percent of the white vote, Barack Obama squeezed through due to minority votes (93 percent of blacks, 71 percent of Hispanics and 73 percent of Asians).

This lesson was not lost on a good portion of the white population. The older among them (50 years old and over), the main group supporting Trump, probably felt the most nostalgia for the good old days, when whites constituted a clear majority of the population, and an even greater percentage of the electorate. The benign ethnic mix that existed didn’t bother them much, but now they rightly feel that they are losing control.

This was also the case in Europe. When the minorities, particularly Muslim minorities in continental Europe, were deemed insignificant and politically powerless, the resistance to their immigration, in the form of anti-immigration, nativist parties, was limited. But with the advent of the major flows of refugees from the Middle East and Africa beginning in 2013, the resistance hardened and the anti-immigration, Islamophobic parties gained popularity. Marine Le Pen’s “National Front” (FN) in France, which, until recently, never drew more than 17 percent of the vote in national elections, is now polling around 30 percent.

The “Alternative for Germany” party (AfD), led by Frauke Petry, could not muster the 5 percent of the votes necessary to enter the Bundestag (parliament) in the elections three years ago. In the March 2016 elections in three states, it received between 15 and 24 percent depending on the state. In Denmark, the “Danish People’s Party” (DPP), now headed by Kristian Dahl, failed in the elections of 2011 after receiving some 12 percent of the vote. In the 2014 European Parliament elections, its share of the vote reached 21 percent. The present Prime Minister of Poland Beata Szydlo won the last election because of her promise to stop immigration, especially of Muslims. Ironically, the major reason the “Brexit” vote succeeded in England was the resentment, among many Brits, of the immigration of Eastern Europeans, particularly Poles.

Obama stated last July that America is a country of immigrants, therefore better adjusted than Europe to multiculturalism. “In America,” he said, “unless you’re a Native American, you came ... from someplace else. Europe may not have as many of those traditions.” This description of American tolerance to immigration and multicultural integration, if it were ever true, is not true anymore, at least not since Obama was elected the first time in 2008. It is certainly not true with the present widespread anti-immigration and nativist sentiments in the United States, reflected in the rise of Donald Trump. On the other hand, America, in this respect, does not differ greatly from Europe. In Europe, it is immigration of culturally and religiously different people that sparked the rise of the anti-immigration, Islamophobic parties, while in America it is immigration, reinforced to some extent by differential natural increase of existing populations. In Europe, it is the perceived fear of the majority of losing its identity by integrating culturally and religiously different people, while in America it is the additional real fear of losing political control. But human globalization is at the roots of both situations, namely, that the world is shrinking and the mixing of cultures and religions is the inevitable result of it.

Trump’s proposed wall between the U.S. and Mexico to stop Mexicans from coming to the U.S., does not differ much from the barbed-wire fences built along the borders of Bulgaria and Hungary to stop refugees coming from the Middle East. Trump’s suggestion to ban Muslims from entering the United States and to encourage the immigration of white Europeans is akin to Viktor Orban’s suggestion to accept only Christian refugees coming to Europe. Donald Trump, Marine Le Pen, Frauke Petry, Viktor Orban, Kristian Dahl, Beata Szydlo, and the rest of the rising nativists and fascists, are all the product of the same phenomenon.

It is worth repeating that human globalization is inevitable, irrespective of present resistance. The inescapable transition to a more integrated world will not be smooth no matter what. But it is incumbent on the more thoughtful world leadership to face this resistance firmly and to reduce, as much as possible, the collateral damage that will inevitably be caused by the nativist and fascist bunch.

How a Syrian refugee became an Olympic hero before the Rio Games even started

RIO DE JANEIRO — The small boat, just a dinghy, was designed to hold six people. On this night, there were 20 – all refugees – all trying to crowd in and slip out of the woods near Izmir, Turkey, out into the Aegean Sea and, a few hours later, land ashore a on the Greek island of Lesbos and the promised land of Europe.
Many, including a then-17-year-old girl named Yusra Mardini, had fled all the way from war-torn Syria. She, along with her sister, left behind her parents and made it from Damascus to Beirut to Istanbul to here, overloading this little boat with a single small outdoor motor – a motor that would die 20 minutes into the trip.
By then the boat began to sink, and Mardini, her sister and two men – the only ones capable of swimming – got out and began pushing and pulling the boat to Greece, doing anything to avoid becoming another group of refugees who drowned trying to get to the future, trying to get to Europe. Small children were aboard. So were terrified adults. For three and a half hours they swam, cold and exhausted, until the island emerged.
“I swam for my life when the boat I was in sank,” Mardini said here Tuesday. “Without swimming I don’t think I would have survived.”
On Friday, Mardini walked into the Opening Ceremony of the Rio Games as an Olympian. Her sport? Swimming, of course.
She isn’t just a swimmer. She is a survivor, part of a small band of heroes competing under the banner of the Refugee Team, a new designation from the IOC of displaced athletes who hail, in general, from South Sudan, the Democratic Republic of the Congo and Syria.
Now 18, Mardini, who eventually settled in Germany, has no illusions of winning a medal. That isn’t, and never was, the point. Swimming represents normality, a time to focus on going faster and farther, not on the bombings that destroyed her homeland, not on the frightful fleeing that led her to Berlin, not the loneliness of friends and family left behind, some lost forever. In the pool she is an athlete, not a refugee. Here in Rio she will compete in the 100-meter freestyle and the 100-meter butterfly.
“My sport was there when everyone let me down,” she said. “Whenever I had a lot of problems, I’d run away to the swimming and do my best in the water. I would jump into the water and leave all of my problems behind my back by swimming harder.”
This is the world’s team. This is a reminder that for all the fear and political vitriol thrown at refugees, that there are real people, with real dreams and real talent to achieve them. This group is a reminder that human strength can overwhelm even the most desperate of moments, like tugging a boat through choppy waters. Lining up at a swim meet is no big deal after that.
“We are really happy together,” Mardini said of the Refugee Team. “All the team has a great friendship. We don’t speak the same language, we aren’t from the same countries, but the Olympic flag brought all of us together. Now we are representing refugees around the world. We want to show we can do everything we can for being good athletes and good people. We are trying to give the best we can.”
This is a new initiative for the IOC and an important one. The Olympics can be overrun with nationalism – not always a bad thing, but worth guarding against. This is a reminder to the expected billion or so people around the world who tune into the Opening Ceremony that there are millions among us who wish they could have a country. These are the faces behind the news footage of blasted-out buildings and tanks moving down dusty roads.
“It was the normal bombings [and] shootings,” Mardini said of life in Damascus during a civil war that began in 2011. “We decide to leave because there wasn’t a normal life. You know there is no future for what you are doing. You are doing a normal life, you are going to school, going to swimming, going to training, but you know there is no point anymore. You are doing it because you love it or it’s your passion but you aren’t going to arrive to the world level or the Olympic level, so that is why we left.”
It’s such a dire situation that families willingly split, that parents (Mardini’s mother is now with them in Germany) send off teen girls to attempt harrowing runs to potential safety, even as other nations try to push them back.
Mardini said she misses her old life. Misses her old house – it was destroyed by a bomb. Misses her old neighborhood and friends. She wants to go back to Syria one day, but now it is impossible. So she hopes the vision of her and her fellow refugees reaches televisions in Damascus, televisions everywhere. She isn’t bitter. She is thankful for the chance, thankful for the voice that the Olympics have given her, given all of her new teammates.
“A lot of things happened to our lives and it was really bad, but when you remember that life will not stop for you, your pain or your problems, at some point you have to move on,” Mardini said. “There is a lot of problems in our countries, but every time we remember the good things in it and remember the memories and everything, we motivate ourselves because there are a lot of people learning a lot from us.
“There are a lot of people writing us and telling us their stories and a lot of people have hopes on us and we can’t let them down,” she continued. “Everyday those fans are motivating us.”
From outside that little boat and pulling people to safety, to Rio, a swim for fun and joy and competition.
“I want everyone to think that refugees are normal humans who had homelands and lost them,” she said. “Not because they wanted to and not because they wanted to leave. They have to leave their countries and everyone is trying to get a new life, to get a better life. Here we are entering the stadium, encouraging everyone to do their dreams.”
The Olympics haven’t even started, yet its first heroes are undeniable.

ما علّمتنا نيس عن الإرهاب

فتحت مجزرة نيس الباب لتقييم ما هو الإرهاب الإسلامي.

محمد لحويج بو هلال مسلم ولكنه لم يكن إسلامياً ولا متطرفاً. بل عكس ذلك. أصدقاؤه ومعارفه يجمعون على أن بو هلال لم يكن يصلي، وكان يدخن ويشرب الخمرة ويأكل لحم الخنزير ويرقص مع النساء ويلاحقهن. وقال أحد الذين يترددون على الجامع في حيّه في شكل منتظم أنه لم ير بوهلال يوماً هناك.
في المقابل، كل هؤلاء يجمعون على أنه كان مضطرباً نفسياً إلى حد كبير، إذ كان يعتدي بالضرب على زوجته وأولاده. وكثيراً ما كان يفقد أعصابه فيكسر كل ما يجده أمامه وصولاً إلى تقطيع دمية ابنته. طردته زوجته من المنزل ولم تعد لا هي ولا أولاده يريدون رؤيته، فقرر العودة إلى تونس مسقط رأسه. سجلّه لدى الأمن الفرنسي يحتوي على حوادث تهديد للآخرين وعنف وسرقة وتخريب، ولكن ليس فيه أي إشارة إلى التطرف، وفق قول المدعي العام في قضايا الإرهاب في فرنسا فرنسوا مولان.

على رغم هذه الصفات لشخصية بو هلال المعروفة للأمن الفرنسي، أصر رئيس الوزراء مانويل فالس، منذ الساعات الأولى، على أن بوهلال إرهابي إسلامي متطرف و»أنه متصل على الأغلب بالإسلام المتطرف بطريقة أو أخرى». ويقول فالس في تصريح له في صحيفة فرنسية، كما ورد في الحياة (18 يوليو- تموز): «إن التحقيق سيثبت الحقائق ولكننا نعرف الآن أن القاتل تحوّل إلى التطرف بسرعة كبيرة. إن إعلان الدولة الإسلامية مسؤوليتها صباح السبت والتطرف السريع للقاتل، يؤكدان الطبيعة الإسلامية لهذا الهجوم».

التحول إلى التطرف الإسلامي وتبنّي نظرة داعش للإسلام، إذا كانا قد حصلا، فطبعاً بسرعة فائقة إذ إن بوهلال كان يشرب الخمرة خلال شهر رمضان الفائت، بشهادة جيرانه، والشهر الفضيل انتهى في 5 تموز، وحادث نيس حصل في 14 من الشهر نفسه، ما يعني أن بوهلال غيّر عاداته المتعارضة مع الدين، واعتنق الأصول الدينية الداعشية المتشددة، وحضّر ونفّذ عمليته، كل ذلك في أيام قليلة. هذا طبعاً «تحوّل إلى التطرف بسرعة كبيرة».
بصرف النظر عن تصريحات فالس المعروف بعدائه للمسلمين، أصبح من الواضح أن بوهلال كان «ثائراً» يبحث عن قضية. رجل مضطرب عقلياً، يائس عائلياً واجتماعياً، يريد أن يقوم بعمل مثير، يبحث عن قضية يبرر فيها عمله. خلال الأسبوعين اللذين سبقا هجمته، كان يبحث في حاسوبه عن آيات قرآنية، وقد ملأ الحاسوب بصور مقاتلي «داعش» وأعلام التنظيم، وفي الوقت نفسه بصور قادة «القاعدة»، عدوّ تنظيم الدولة، أمثال أسامة بن لادن ومختار بن مختار. يشبه في هذا المجال الرجل المضطرب عقلياً الذي سحق 13 شخصاً بسيارته في مدينة ديجون الفرنسية عام 2014 وهو مخمور يصرخ «ألله وأكبر». وقـد استنتج التحقيق يومها أن الشخص كان مختلاً عقلياُ ودوافعه غير متماسكة.

يقول أحد المسؤولين الأميركيين السابقين في مجال الإرهاب، وهو أستاذ في جامعة دارتموث، إن «داعش» و»الجهاد» «أصبحا نوعاً من الملجأ لبعض الأشخاص المضطربين اليائسين الذين قرروا أن يفتدوا حياتهم المفككة من خلال إنهائها في سبيل قضية». وبالتالي، لو لم يكن هناك «داعش» لكان هناك مراجع أخرى يتعلق بها الثائرون الباحثون عن قضية. ما يعني أن القضاء على داعش لن ينهي عمليات الإرهاب. واللافت أن الحل المعتمد، كما حصل في فرنسا بعد حادث نيس، هو في تمديد حالة الطوارئ، وزيادة عديد الشرطة وتكثيف الغارات على «داعش» في سورية، أي الحل الأمني.

في بعض الأدبيات التي ظهرت بعد حادث نيس، بخاصة في الصحف الغربية، هناك من فرّق بين «البوهلاليين» والإرهابيين الذين يعملون في شكل مباشر مع «داعش»، أي الذين على اتصال بقادته ويأتمرون مباشرة بهم. ولكن إذا تمعنّا في الأمر، لجهة السياسات الناجعة لمحاربة التنظيم، نسأل ما حقيقة الفارق بين ثائر يبحث عن قضية وثائر وجد القضية؟ كلاهما قد يكون مضطرباً عقلياً. أو كلاهما قد يكون ثائراً على ظلم حصل له، كالذين يخرجون من سجون التعذيب الأميركية أمثال أبو بكر البغدادي وبعض رفاقه، أو لأسرته نتيجة «الأضرار الجانبية» التي يخلفها القصف من طائرات كتلك التي من دون طيار. أو كلاهما قد يكون ثائراً ضد ظلم حصل لبيئته أو لشعبه. كلاهما وجدا الحل في الالتحاق بتنظيم متطرف ودخلا في دوامة الإرهاب. لذلك نرى أن هزيمة مجموعة هنا يتزامن مع ولادة مجموعة أخرى هناك، وأن الإرهاب أصبح حقيقة يجب التعايش معها كما قال الرئيس الفرنسي فرنسوا هولاند، إلا إذا عملنا على ابتكار سياسات تتعدى قوة السلاح إلى النظر في أسباب كل من هذه الحالات ومحاولة معالجتها.

عدم الاندماج

جميع الإرهابيين الذين يقتلون الأبرياء والأطفال أمثال بو هلال ضالون، ولكن ليس كلهم مختلين عقلياً. إرهابيو «شارلي إبدو» في باريس في كانون الثاني (يناير) 2015، وعملية مسرح «باتاكلان» في تشرين الثاني (نوفمبر) من السنة نفسها، معظمهم من الفرنسيين المسلمين والأفارقة من الجيل الثاني أو الثالث، لم يتم دمجهم في المجتمع الفرنسي بعد كل هذه السنين، يعيشون في ضواحي باريس الفقيرة حيث المساكن متآكلة، ونسبة الجريمة مرتفعة، والبطالة تبلغ ضعفَي مستواها في البلاد تقريباً (40 في المئة بين الشباب)، وقد أصبحت أحياؤهم «مجمعات فقر وفصل اجتماعي» وفق مجلة «ذي إيكونومست» البريطانية.

والحال أن إنماء هذه المناطق، الصغيرة قياساً بجغرافيا فرنسا واقتصادها، ليس أمراً مستحيلاً ولا حتى أمراً صعباً لولا الإهمال على مَرّ السنين الذي تسانده العنصرية الرسمية. وبالتالي، قوة السلاح وحدها لن تحل المشكلة.
الإرهاب الذي نشهده في أميركا هذه الأيام، بالتحديد في ولايتي فلوريدا وتكساس، المتمثل بقتل أفراد الشرطة، له جذور تاريخية لم تستطع أميركا وعظمتها أن تتعامل معها بالإيجابية الكافية، على رغم مئات السنين من المحاولة، إذ ما زال السود مواطنين من الدرجة الثانية، يعيش معظمهم في منازل مهترئة، ومستوى البطالة في صفوفهم هو ضعفا المستوى الوطني، ومعدل الدخل عندهم يوازي أقل من 40 في المئة من دخل البيض الأميركيين.

وفي فيديو سجله قاتل الشرطيين في فلوريدا قبل اقتراف جريمته قال: «إن مئة في المئة من الثورات، ثورات الضحايا على ظالميهم، نجحت من خلال المقاومة، من خلال سفك الدماء. صفر في المئة نجح من خلال الاحتجاجات فقط. هذه الطريقة لم ولن تنجح أبداً. عليك أن تقاتل. هذه هي الطريقة الوحيدة التي تجعل هذا البلطجي يتوقف». في هذه الحال أيضاً، يظل إنهاء هذا الإحباط والشعور بالطريق المسدود هو الخطة الأنجع لإنهاء التمرد والإرهاب المرافق له، وليس الاتكال المفرط على قوة السلاح.

ظلم الغرب

لكن مشكلة الإرهاب في فرنسا وأميركا تهون مقارنة بالمشكلة المقابلة في الشرق الأوسط. هنا بدأ ظلم الغرب بعد الحرب العالمية الأولى بالسخرية والاستهزاء اللذين تجسدا في اتفاقية سايكس بيكو، ومن ثم في وعد بلفور وتسليم معظم فلسطين لليهود الأوروبيين، على أساس «أرض بلا شعب لشعب من دون أرض»، وذلك على حساب ملايين من اللاجئين العرب. كما أذاقت فرنسا الاستقلاليين في الجزائر الأمرّين، إلى أن وصلت الأمور إلى قتل أطفال العراق بالتجويع نتيجة الحصار الأممي عليه، وأخيراً إلى حروب مفتعلة دمرت العراق وسورية وليبيا وخلّفت مئات الآلاف من القتلى والجرحى من المدنيين في هذه البلدان، وملايين اللاجئين، ودمار غير مسبوق. هنا العودة إلى الأسباب ومعالجتها، كحل القضية الفلسطينية مثلاً، مسألة معقدة تتطلب تفهماً وإرادة سياسية غير موجودين بعد في اوساط الدول الغربية أو المجتمع الدولي، ما يجعل البديل أن يتعود العالم على العيش مع الإرهاب المتصاعد، كما نصح فرنسوا هولاند أخيراً.

ما يجب أن نفهمه في هذه الأثناء هو أن الإرهاب ليس سببه الدين الإسلامي كما يقول البعض، كما أنه لم يكن يوماً بسبب الدين الكاثوليكي عندما كان الجيش الجمهوري الإرلندي يقتل البروتستانت المدنيين، أو الدين البروتستانتي عندما كان الكيو كلاكس كلان يحرقون الصلبان أمام منازل السود في أميركا، أو دين البوذيين الذين يرهّبون المسلمين بطرق غير مسبوقة في ميانمار وسري لانكا، أو الدين الشينتوي عندما كان الجيش الأحمر الياباني يرتكب أعماله الإرهابية. لذلك فالقضاء على الإرهاب لن ياًتي من خلال إصلاح الأديان، بل من خلال اعتماد القوى الفاعلة في العالم سياسات أكثر أخلاقية من السياسات المسماة واقعية المتبعة حالياً، وذلك بعد اعترافها بالظلم الذي ارتكبته والعمل على إصلاحه.

The terrorist incident in Nice recently has taught us a lesson about Islamist terrorism.
Mohammad Louheij Bouhlel was a Muslim but not an Islamist. He used to smoke, drink, eat pork and chase women. He didn’t pray and never was seen at the Mosque of the area where he lived. On the other hand, he was psychologically disturbed and had an uncontrollably violent character which caused his wife and children to cut all relations with him. His French security register contained reference to violence and theft but nothing that pointed to extremism.

In spite of all this, French Prime Minister Manuel Valls insisted, after only hours of the crime, that Bouhlel became an Islamist in a very short period and that the additional fact that ISIS declared its responsibility for the attack constitute proof of the Islamist nature of the attack.

Bouhlel, according to friends, was drinking alcohol during the last Ramadan which ended on 5 July and the attack happened on 14 July. So if he truly was an Islamist at the time of the attack, it meant that he became a believer in the ISIS extremist thinking and prepared and executed his attack all in the span of days, truly a very short time as Valls said!

From the investigation, it appeared that Bouhlel had recently placed pictures of both ISIS  and al Qaeda leaders in his computer, that is the two arch enemies fighting war in Syria at present. Apparently he did not make up his mind who to follow, so he undertook his attack without claiming allegiance to either side. President Francois Hollande of France announced that, in response to the Bouhlel attack, France will increase the number of policemen, extend the state of emergency and intensify the bombing of ISIS, none of which had any relation to the causes of the crime. As one of the former senior American terrorism official said: ISIS  and Jihad have become a kind of refuge for persons who decide to end their desultory lives looking for a cause to make their act meaningful; which, of course, means that attacking ISIS, which should be done anyway, will not resolve the dangers posed by the Bouhlels.

But a person searching for a cause like Bouhlel, and one who has found a cause and has already joined an extremist group, are practically the same from the point of view of the needed policy to face them. Both, but not all, might be mentally disturbed. They might have chosen extremism because they have been tortured in American prisons, for example, like Baghdadi, the Caliph of ISIS, and his immediate lieutenants or have lost civilian family members to a drone attack. Or they might be revolting against major injustice committed against their communities or peoples. And they found refuge in extremism. This is why suppressing extremism in one place makes it appear in another, since there is always a cause they can hang their frustration on. We need, therefore, to deal with the causes and not rely exclusively on the use of force.

One of the causes, at least in France, is the fact that some of the Muslim and African communities, which have been living in France for generations, have not been integrated. They still live in dilapidated neighborhoods, where the unemployment rate is almost twice the national average, and crime is rampant. France is big and rich enough to deal with this problem effectively but has not.
American terrorism by blacks that we have witnessed recently in the form of killing policemen, is a historical phenomenon which dates back to the days of slavery. But many blacks still live in dilapidated areas, their unemployment is also twice the national average and their average income is less than 40 per cent of the income of whites. Blacks live often like second class citizens and many of their militants feel that there is no way out but through violence.

The causes in the Middle East are more complex. The West has treated this region with disdain, from Sykes Picot agreement dividing the region into spheres of French/British influence, to the creation of Israel at the cost of millions of refugees, to the starvation of the children of Iraq through sanctions, to the destruction of Iraq and Libya and Syria. Solving the causes in this region, such as the question of Palestine for example, requires a political will in the West and among members of the international community that, unfortunately, does not exist at present. As a result we have to get used to living with terrorism, as President Hollande said recently.

In the meantime, we have to understand that terrorism is not caused by the Islamic religion. The same as the killing of Protestant civilians by the Irish Republican Army was not caused by the Catholic religion, or the actions of the Ku Klux Klan against blacks were due to the Protestant religion, nor the unprecedented persecution of the Muslims of Myanmar by the Buddhists was due to Buddhism, or the terrorist acts of the Japanese Red Army were due to Shintoism. The elimination of terrorism will not come through reforming religions, but by having the powerful countries adopt policies that are more ethical than the extreme “realist” policies of today, after admitting to the past injustices they have committed and after attempting seriously to solve their consequences.
