In first trip abroad Trump falls in the crack


During his campaign for president, and the first three months of his presidency, Donald Trump was the champion and the main stoker of American Islamophobia. He proposed a total ban on Muslims entering the United States during his campaign and, after becoming president, he tried twice and failed to ban citizens of seven, then six, Muslim-majority countries from entering the United States. 

To begin with, Mr. Trump was the first president in the history of the United States who inaugurated his first trip abroad by a visit to a Muslim country, Saudi Arabia.

Although the planning of his May trip have started before April 5, the real work was probably done in the seven weeks that followed that date. It is of course significant that his first trip abroad included three summits in Saudi Arabia, all with leaders of Muslim countries (Saudi Arabia, the Gulf countries and the countries of the Islamic Cooperation Organization), followed by meetings with NATO and the EU that he had wanted disbanded.

He proposed a total ban on Muslims entering the United States during his campaign and, after becoming president, he tried twice and failed to ban citizens of seven, then six, Muslim-majority countries from entering the United States. During the campaign, he claimed that, “Muslims hate us ... a tremendous hatred,” and promised to close some mosques. He proposed to implement a database and special identification cards for American Muslims. Saudi Arabia was not spared of course, as it was blamed for the Sept. 11 attacks, with “secret papers” to prove it.

Suddenly, in April of this year, all this changed drastically, and suddenly. This change culminated in the May summits in Saudi Arabia. To begin with, Mr. Trump was the first president in the history of the United States who inaugurated his first trip abroad by a visit to a Muslim country, Saudi Arabia. He authorized the sale of over a billion dollars worth of sophisticated weapons to a state, he had claimed, that masterminded Sept. 11. He thanked “the magnificent Kingdom of Saudi Arabia” and assured the world that “this is not a battle between different faiths, different sects, or different civilizations. ... This is a battle between Good and Evil.”

What happened? Are we seeing Trump 1.0 morph into Trump 2.0, a completely different software? In a sense, the answer is yes. This is why.

Trump, it is well known, has no doctrine on foreign affairs and, indeed, has very scant knowledge of the political world and its complications. His mentor during the presidential campaign was Stephen Bannon who sees history as a struggle between Islam and Christianity. Bannon believes that past Christians understood the nature of this conflict and managed to stop the spread of Islam in Poitiers, France. But the present Judeo-Christian civilization has failed in this respect, as evidenced by the spread of Islam in Europe. Bannon is also an anti-globalist, actually, a “nationalist” who created the isolationist slogan of “America First” and advocated the breakup of NATO, the EU and the multilateral trade agreements. Trump was so impressed by his mentor, he not only adopted his slogans, he appointed him as his strategic adviser and as member of the Principals Committee (regular attendees) of the National Security Council (NSC) team.

Bannon became soon in conflict with the globalists inside Trump’s administration, a group which included, among others, the NSC head, Gen. H.R. McMaster, the Secretary of Defense James Mathis and the Secretary of State Rex Tillerson. In direct contrast with Bannon and his cronies, this group of more sober officials had openly advocated rapprochement with the Sunni Arab states in the Middle East to combat Daesh (ISIS) and the Nusra Front, and the strengthening of NATO and the EU. In April, the balance of power tilted toward this latter group. Bannon and his allies had gotten Trump in trouble with the failed proposal of a ban on citizens of Muslim majority countries entering the U.S. and also on the failed repeal of Obamacare. More important, Trump’s son-in-law, Jared Kushner, the husband of his favorite daughter Ivanka, dropped his support for Bannon and joined the generals. So on April 5, Bannon was removed from the NSC, and otherwise sidelined.

As a result, “America First” and its isolationist underpinnings receded to the background. On the recommendation of the generals, 59 Tomahawk missiles struck Syria on April 7, two days after Bannon was banished. A MOAB bomb, the biggest non-nuclear device in the U.S. arsenal, and never used before, was dropped on Nangarhar province, a remote rebel area in Afghanistan, just a week later. Although the planning of his May trip have started before April 5, the real work was probably done in the seven weeks that followed that date. It is of course significant that his first trip abroad included three summits in Saudi Arabia, all with leaders of Muslim countries (Saudi Arabia, the Gulf countries and the countries of the Islamic Cooperation Organization), followed by meetings with NATO and the EU that he had wanted disbanded.

This was a dizzying change in foreign policy for a democracy. Such a change may happen after a seismic event like Sept. 11, but this time it was due to a change in the ideology of the group, within the administration, that controlled the mind of the president. Indeed not unlike a change of software.
But a change from a basically isolationist doctrine to a globalist one comes with a price. Trump’s “alt-right” and other white supremacist supporters, elected him because he was going to make America white again. The Christian Right supported him, in spite of his divorces and womanizing, because he was going to ban Muslims from coming and make America Christian again. The “nationalists” supported him because he was going to have an inward-looking realist policy, which does not waste time and resources on international development or military adventures. And many supported him because he was going to turn history around and stop cultural integration. To please these groups, he toughened his stance toward the end of his trip when it came to the meetings with the NATO and G-7 partners. He declared Germany as “very bad” for having a big trade surplus with the United States. He emphasized the failure of some NATO members to pay 2 percent of their respective GDPs, the set minimum payment, toward the budget of the organization. In a speech in front of a Sept. 11 and Article 5 Memorial at the NATO headquarters in Brussels, he refused to affirm commitment to Article 5, which stipulates that the NATO allies will come to the help of any member under attack when it is invoked. (Ironically, Article 5 was invoked only once, on the occasion of the Sept. 11 attack). And in a tour of NATO headquarters, he, at one point, rudely shoved the Prime Minister of Montenegro to the side in order to take a place in front of all the other leaders.

But neither Trump’s shifting toward the globalists at the beginning of his trip win him support among liberals, nor did the theatricals at the end of his trip stop the decline in the support of his core groups. His already low approval ratings fell significantly during May, according to most polls. In attempting to satisfy both sides, he apparently fell in the crack.

الانتفاضة البيضاء في الغرب... إلى أين؟

من الصعب تحديد متى اكتملت هيمنة الغرب الثقافية والسياسية في العالم، ولكن من الأكيد أنها كانت في أوجها في القرن التاسع عشر. أعني بالغرب هنا جغرافياً الدول الصناعية في حينه، أي أميركا الشمالية وأوروبا وأوقيانيا (كانت أستراليا مستعمرات بريطانية يقطنها بريطانيون). ثقافة الغرب يصفها مفكرون بأنها الثقافة «المسيحية اليهودية » (Judeo Christian)  وإثنيته الطاغية هي إثنية «البيض الأوروبيين». هذه المجموعة كانت في ذلك الحين تستعمر معظم دول العالم الثالث، كل إفريقيا والقسم الأكبر من آسيا ومعظم دول أميركا اللاتينية.
تخوفُ الغرب من خسارة نفوذه في العالم يعود إلى منتصف القرن الماضي عندما بدأت حقبة «إنهاء الاستعمار (decolonization). الخطر الأكبر يومها كان الثورة الديموغرافية في العالم الثالث، التي نتج منها ارتفاع غير مسبوق في النمو الطبيعي للسكان، بينما كان الغرب يشهد انخفاضاً في نسب نموه السكاني، ما شكّل تقلصاً متسارعاً في نسبة «البيض الأوروبيين» من سكان العالم. انخفضت هذه النسبة، وفق إحصاءات الأمم المتحدة، من 30 في المئة في أول القرن العشرين، إلى 15 في المئة حالياً، وستبلغ نسبة البيض الأوروبيين من مجموع سكان العالم 13 في المئة فقط بحلول عام 2050
.
بعد الحرب العالمية الثانية بدأت موجة الهجرة الحديثة لمواطني دول العالم الثالث إلى دول الغرب الغنية، سعياً وراء «العمل اللائق،» وأحياناً بدعوة من هذه الدول لسد العجز في اليد العاملة لديها. وسرعان ما تكثفت هذه الهجرة بدفع من عوامل أربعة: أولاً الثورة التكنولوجية في مجالي الاتصالات والمواصلات التي قلّصت المسافات وفتحت آفاق المعرفة والطموحات في بلدان الجنوب. ثانياً عملية التحرير الواسعة من الاستعمار، التي حصلت بالأخص بين نهاية الحرب العالمية الثانية وأواخر الستينات. ثالثاً الحروب التي اشتعلت في أنحاء عديدة من العالم الثالث، بخاصة في الشرق الأوسط وإفريقيا، لتضيف التهجير إلى الهجرة. وأخيراً الفارق المتزايد بين مستوى المعيشة في دول الشمال ودول الجنوب.

ترافق ازدياد الهجرة مع صعود الحركات المعادية لها في كل بلدان الغرب. واليوم هناك انتفاضة تعمّ هذه البلدان، من أميركا إلى أستراليا، مروراً بأوروبا، تطالب بالحفاظ على ثقافة وإثنية السكان الحاليين ومحاربة الهجرة التي تؤسس لمجتمعات متعددة الثقافات والإثنيات. الثقافة المطلوب الحفاظ عليها هي طبعاً الثقافة «اليهودية المسيحية،» والإثنية هي إثنية «البيض الأوروبيين». بالمقابل، فالخطر الداهم، بالنسبة لهؤلاء يأتي من المسلمين في شكل خاص، كما من السمر والسود، من كل الأديان، بما في ذلك المسيحيون منهم.

في أميركا جاء المعادون للتعدد الثقافي والإثني بترامب رئيساً لأنه وعد بطرد الملايين من اللاتين (أي من أصول أميركا اللاتينية) غير الشرعيين، وبناء حائط بين الولايات المتحدة والمكسيك لمنع دخولهم مجدداً، وكذلك منع دخول المسلمين، وفي الوقت نفسه دعوة الأوروبيين البيض للعيش في أميركا كمواطنين. وفي أوروبا هناك دول (مثل هنغاريا وبولندا) تحكمها اليوم أحزاب معادية للتعدد الثقافي، وأخرى (مثل فرنسا وهولندا والنمسا والنروج) حيث أصبح الحزب الثاني فيها معادياً للهجرة، وهذه الأحزاب هي في صعود مستمر من حيث شعبيتها في كل البلدان الأوروبية من دون استثناء. أما أوستراليا فقد أصبح معروفاً عداء حكومتها للمهاجرين وخرقها الفاضح لحقوق الإنسان في احتجازها طالبي اللجوء في مراكز بائسة أشبه بالسجون، دانها المجتمع الدولي بشدة.

قلق البيض من خسارة هيمنتهم في الولايات المتحدة له ما يبرره. ففي أميركا كان البيض يشكلون ما يقارب 90 في المئة من مجموع السكان في منتصف القرن الماضي ولكن نسبتهم بدأت تتضاءل منذ ذلك الحين إلى أن وصلت اليوم إلى حوالى 60 في المئة. وتظهر الإسقاطات الرسمية أن البيض سيصبحون من الأقليات خلال ربع القرن المقبل. الأنكى بالنسبة لهؤلاء هو خسارة هيمنتهم السياسية. فأوباما، أول رئيس أسود، نجح في دورتين انتخابيتين على رغم أنه لم ينل سوى 45 في المئة من أصوات البيض في الأولى و41 في المئة في الثانية. من هنا جاءت جاذبية طرح ترامب تغيير مسار التاريخ، وإعادة الهيمنة التي نعم فيها البيض في الماضي. في احتفال كبير لحركة «اليمين البديل» (Alt Right) المساند لترامب، والحليف الفكري والشعبي لستيف بانون، مستشار الشؤون الاستراتيجية في البيت الأبيض، أقيم مباشرة بعد نجاح ترامب في الانتخابات، قال أحد قيادييه البارزين في خطابه الختامي: «أميركا كانت حتى الجيل الماضي بلاد بيضاء، صُمّمت من أجلنا ومن أجل أجيالنا القادمة. إنها من صنعنا، إنها ميراثنا، إنها ملكنا». كان الشعار المهيمن خلال الاجتماع «لنجعل أميركا بيضاء مجدداً» في تحريف لشعار ترامب الانتخابي «لنجعل أميركا عظيمة مجدداً».

قلق مشابه موجود في أوروبا على رغم أن هجرة المسلمين والإفريقيين التي يشكو منها المعادون للهجرة هناك لا تشكل خطراً داهماً بالنسبة للبيض الأوروبيين، قد يهدد الطبيعة المسيحية لأوروبا، كما يدّعي بعض القادة الأوروبيين أمثال فيكتور أوربان رئيس وزارة هنغاريا، أو قد يهدد التركيبة الإثنية فيها. فنسبة المسلمين في أوروبا، البالغ عدد سكانها حوالى 750 مليون نسمة، لا تتجاوز 3 في المئة، ونسبة السود الإفريقيين هي أقل من 2 في المئة. على رغم ذلك فقلق الأوروبيين في هذا المجال يضاهي، بل يفوق في كثير من الأحيان، قلق الأميركيين.
تقول مارين لوبن، زعيمة «الجبهة الوطنية» الفرنسية المعادية للهجرة في وصف المهاجرين: هل ترحب في منزلك بـ 12 مهاجراً غير شرعي؟ طبعاً لا. إضافة إلى ذلك... فبعضهم يسرقون محفظتك ويتعدون على زوجتك... ولذا فنحن (في الجبهة) مضيافون ولكننا نقرر من نستضيف». وتضيف في مناسبة أخرى أن «على فرنسا أن تبقى فرنسا» أي ثقافياً وإثنياً. أما فيكتور أوربان رئيس وزراء هنغاريا فهو أكثر وضوحاً في هذا المجال إذ يؤكد «أن كل من يدخل الاتحاد الأوروبي كمهاجر يعتبر مهاجراً غير شرعي».

سياسة المعادين للهجرة تتكون من أربعة بنود أساسية: أولاً إيقاف الهجرة بإنشاء حواجز من الأسلاك الشائكة والمراقبة البوليسية الصارمة كما فعلت بعض دول أوروبا الشرقية كهنغاريا وبولونيا، أو بناء جدار فاصل كما ينوي فعله الرئيس الأميركي. ثانياً محاولة التخلص من غير «البيض الأوروبيين» الموجودين داخل البلاد بطريقة غير شرعية، أو حتى شرعية، من خلال سحب الجنسية لحجج مختلفة، وفي الوقت نفسه دعوة المرغوب فيهم للمجيء والعيش في البلاد. ثالثاً اتخاذ إجراءات وسياسات تشجّع على رفع معدلات الخصوبة بين المواطنين البيض الحاليين، أو على الأقل وقف تراجعها، وتكثيف المساعدات لتحديد النسل في بلاد العالم الثالث.
المواجهة في بلاد الغرب هي، كما تقول مارين لوبن بحق، ليست بين اليمين واليسار، بل بين الـ «الوطنيين» (Patriotes) والـ «العالميين» (globalistes)، أي بين الذين يريدون الحفاظ على ثقافة وإثنية البلاد، وبين الذين يؤمنون بتعدد الثقافات. بمعنى آخر فالمواجهة اليوم هي بين الذين يريدون إيقاف الهجرة والتعددية التي تنتج منها، وبين الذين يتقبلون أو يحبّذون هذه التعددية.

قد يقول البعض إن من حق الغربيين الحفاظ على هويتهم الثقافية والإثنية ولكن السؤال هو: هل باستطاعتهم أن يفعلوا ذلك؟ سياسات إيقاف الهجرة كلها فشلت حتى الآن. لا الأسلاك الشائكة أوقفت الهجرة ولا الجدران فعلت ذلك. كل ما تستطيع أن تفعله سياسات «الوطنيين» هي تأخير المحتم. فتكنولوجيا الاتصالات والمواصلات ستتكثف وتتقدّم نوعياً، ما سيدفع إلى ذوبان الحدود أكثر فأكثر، والحروب لن تتوقف في المستقبل المنظور. حتى منتصف القرن الماضي كانت الدول المستعمرة تفعل ما تريد في مستعمراتها من دون أن يشعر شعبها بشيء، لا هجرة ولا إرهاب. فلسطين أُعطيت لأوروبيين على أنها أرض بلا شعب تعطى لشعب من دون أرض. لم يشعر الأوروبيون بالظلم الحاصل وبمليوني مهجّر من بيوتهم وبلداتهم. اليوم أصبح التهجير عابراً للحدود، فالمهجّرون العرب والأفغان والأفريقيون يخترقون الحدود الأوروبية على رغم الجدران والأسلاك الشائكة والحراسة المكثفة. وعلى رغم أن بلاد الغرب قد ضحت بكثير من ديموقراطيتها وعسكرها لمحاربة الإرهاب، ازداد الإرهاب شراسة وحراكاً ليصل إلى معظم تلك البلدان، بخاصة أن بعضه خارجي الإيحاء أو التدبير، ولكنه محلي التنفيذ. أما فارق الدخل بين العالم الثالث والغرب فهو يتعاظم بدلاً من أن يتراجع ما سيزيد في دفع الهجرة الاقتصادية. «الوطنيون» هم في الجهة الخاطئة من التاريخ وهم، كما قال أحدهم، «مثل الذي يحاول دفع المطر ليعيده إلى السماء».

لا شك في أن الغلبة ستكون في النهاية لمسار التاريخ، وسيصبح العالم تعددياً واندماجياً، وسيصبح ذلك في النهاية طبيعياً. المشكلة هي في المرحلة الانتقالية. فالمقاومة الشرسة التي تشهدها دول الغرب للهجرة أدت إلى نشوء الأحزاب اليمينية المتطرفة وازدياد شعبيتها وتسلّمها الحكم في كثير من تلك البلدان. الأخطر من ذلك، هو صعود الحركات النيو فاشية والنيو نازية في أميركا وأوروبا التي تؤمن بالعنف طريقة للوصول إلى أهدافها وفق ما وثقته حديثاً مجلة نيوزويك الأميركية. أما الغارديان الإنكليزية فتُنبّه من خطر دخول هذه الحركات في صلب الحياة السياسية الأوروبية. هذه الحال ستتفاقم في المستقبل المنظور، اللهم إلا إذا تقلّصت القيادات الشعبوية في بلدان الغرب بسرعة، واستُبدلت بقيادات متنوّرة، تفهم مسار التاريخ المحتوم، فتسهّله وتدوّر زواياه، بدلاً من محاربته.

English Summary

The World hegemony of the “Judeo-Christian” West started to decline, not only with decolonization in the 20th Century, but with the demographic decline in the size of the Western population relative to the others. The “white Europeans’” share of world population declined from 30 per cent in the middle of that Century, to 15 per cent now and is projected to fall to 13 per cent by 2050. The first reaction of the west was a generous financing of birth control in the third world.

Contemporary migration from the South to the North began in earnest after WWII which increased the apprehension in the receiving countries. Anti-immigration, anti-multi-culturalist parties started to spring out but remained on the fringe of politics. The new wave of migration from the war-torn areas of the Middle East (including Afghanistan) and Africa raised the popularity of these movements to a critical level.

In the United States the threat was real. The “non-Hispanic whites” ratio of total population fell from 90 per cent in 1950 to about 60 per cent now, because of immigration and differential natural increase. Worse yet, Obama, the first black president, became won election twice, the first time with just 45 per cent of the white vote and the second with only 41 per cent. Trump promised to reverse this historical trend by deporting millions of Latinos, building a wall with Mexico to stop them from coming back, and inviting white Europeans to settle in the United States.

In Europe, it was more a phobia against multi-culturalism. Leaders such as Wilders in Holland, Le Pen in France, Victor Orban in Hungary and others expressed fear from the Islamization and Africanization of Europe, while Muslims and Africans constitute only 5 per cent of the European population of over 750 million.  In England, the main reason for the success of the Brexit movement was the rejection of Eastern Europeans, mainly Poles.

While it is understandable that nationals of a country wish to preserve their cultures but this is historically impossible. The world is shrinking and borders are melting under the influence of the advances made in communication and transportation technologies. There is no doubt that history will eventually win and multi-culturalism will prevail. Fighting this trend is producing neo Fascist and neo Nazi movements in the democracies of the West and this trend is likely to continue. This transitional period to multi-culturalism is dangerous and requires enlightened leadership that will facilitate this historical transition rather than declare war on it.

The mainstreaming of Islamophobia and its consequences


In his book “The Islamophobia Industry,” Nathan Lean, the research director at Georgetown University’s New Project on Islamophobia, the Bridge Initiative, refers to the group of Islamophobes as “a right-wing cadre of intellectual hucksters, bloggers, politicians, pundits, and religious leaders,” who, in the pre-Trump era, when the book came out (2013), had been working behind the scenes to demonize Islam. Their relative success at the time was due to the fact that “fear sells.”What’s happened since then is that Islamophobes have filled senior positions in the Trump administration, and many became their official or unofficial advisers. As a result, a dark and dismal view of Islam and Muslims became a central concept in decision-making at the highest levels and, at the societal level, Islamophobia is slowly becoming a new normal, leading to a surge in anti-Muslim hate crimes.
The chief Islamophobe in this administration is, undoubtedly, Stephen Bannon, Trump’s chief strategist and senior counselor, who is also permanent member of the National Security Council. Bannon, who is dubbed in Washington “Trump’s brain,” was the head of Breitbart News, an internet site that he turned into a forum for the white supremacist, anti-immigration, “Alt-Right” movement. The movement’s motto is “Let’s Make America White Again,” so it is not only anti-Islam, it also targets other minorities, such as blacks, Latinos and others.

Bannon views the world in terms of a clash between the Judeo-Christian World and Islam. What alarms him most is that the West is weakening itself by creating unions, such as the European Union, where strong nationalist states are withering inside them, and where the idea of multiculturalism is gaining dominance. At a meeting in the Vatican in 2014, he described the “War” with Islam in Europe and declared: “To be brutally frank, Christianity is dying in Europe and Islam is on the rise.”
Bannon played at one time the role of a movie director, to little success. One of his proposed productions in 2007 was a three-part movie under the title “Destroying the Great Satan: The Rise of Islamic Facism (sic) in America.” The opening scene of the movie script was described by the Washington Post in the following terms: “The flag fluttering above the U.S. Capitol is emblazoned with a crescent and star. Chants of ‘Allahu Akbar’ rise from the inside of the building. On the screen in bold letters: ‘Islamic State of America.’” The film, which was never produced, speaks of a fifth column in the U.S. made up of Islamic front groups who are the enablers paving “the road to this unique hell on earth.”

Helping Bannon with his Islamophobic agenda are a number of senior appointees in the Trump administration: One of those is Stephen Miller, White House senior adviser, co-author with Bannon of the first ill-fated Executive Order banning citizens of seven Muslim majority countries from entering the United Sates (A new order was just signed but will also be challenged in the courts). Miller has been an Islamophobe since high school where, according to the Washington Post, he once wrote a column in the school newspaper titled “A Time to Kill,” urging a violent response to radical Islamists. The nominee for Secretary of Housing, Ben Carson, is another member of the Trump team who has made Islamophobic statements. Muslims could embrace American Democracy, he said, “Only if they are schizophrenic ... because they have two different philosophies boring at you.” He also believes, according to the newspaper the Independent, “that there is a Muslim plot to take over America, called ‘civilizational Jihad.’” The Independent says that the Trump administration already has seven people who have expressed Islamophobic sentiment, and 12 more potential appointees who have openly made anti-Muslim statements. One must add to these, the scores of assistants and regular staff that have been recruited by the above senior officials.

As important perhaps is the army of Islamophobes who have earned the respect of Bannon and who act as his intellectual support group of activists outside the administration. At the top of the list, in terms of widespread activist influence, is Brigitte Gabriel (née Hanan Qahwaji), a Lebanese American from Marjayoun. Gabriel made a career based on her unlikely life story in that town during the first eight years of the Lebanese war. She claims to have lived with her parents, during this period, in a cramped underground bomb shelter eating grass and dandelions. “To get some water, we would crawl under [Muslim] snipers’ bullets to a nearby spring.” The family was finally rescued, she says, by the Israelis when they invaded Lebanon in 1982. Michael Young, senior editor at the Carnegie Middle East Center, called her stories a “con act.”

Gabriel migrated to the U.S. through Israel and established a political group, ACT for America, which she claims has 300,000 members. She is now making a career sowing fear of Islam. Among her statements: “Islamic terrorists “are ... doing exactly what the Quran teaches.” “Every practicing Muslim is a radical Muslim.” Muslims worship “something they call ‘Allah’ which is very different from the God we [Christians] believe in.” “America and the West are doomed to failure in this war unless they stand up and identify the real enemy: Islam.”

Other supporting activists of Bannon are Pamela Geller of “Stop Islamization of America,” Robert Spencer of “Jihad Watch” and Richard Spencer of “Alt-Right.” But the intellectual power in this cast of characters is undoubtedly Frank Gaffney, the founder of the Center for Security Policy. In an interview, Gaffney stated that he is less worried about Al-Qaeda and Daesh (ISIS) than by Muslims in the U.S. praying in mosques and recruiting at Muslim students associations and other similar groups engaged in “this stealthy subversive kind of Jihad.” These groups act “like termites, hollow out the structure of the civil society ... for the purpose of creating conditions under which the jihad will succeed.” According to his theory of “civilizational jihad,” American Muslims are secretly trying to take over the American government.

This official attitude against Islam has affected not only public policy, but also attitudes of the common people. A 2016 study by the University of Minnesota found that the disapproval rate of Muslims has doubled, from 26 percent a decade earlier to 46 percent, making Muslims the most disliked group in the country. This was bound to be reflected in a spike in the hate crimes against American Muslims. According to the FBI, hate crimes against Muslims rose 78 percent during 2015, the first year of the presidential campaign. While official FBI data for 2016 have not been released yet, private observations seem to indicate another surge in anti-Muslim hate crimes last year. Brian Levin, the director of the Center for the Study of Hate and Extremism at University of California at San Bernardino, told the New York Times last September that there was another spike in hate crimes against Muslims and that “the rise came even as hate crimes against almost all other groups ... either declined or increased slightly.” Other experts have confirmed this finding. Practically all of them blame this rise on the inflammatory rhetoric of Trump, fed by the chorus of Islamophobes surrounding him.

This mainstreaming of Islamophobia in the U.S. has also emboldened extremism in much of the Western World, from Canada to Australia, but it has most directly and dangerously affected Europe. The desire to return to the nationalist state, away from unions, is on the rise in France, Holland, Denmark, Sweden, and practically all of Eastern Europe, threatening to dismantle the European Union. It is as if Europe had forgotten that, in the first half of the 20th century, it was indeed composed of nationalist states, and had two world wars.

One of the purposes of the European Union was to avoid such calamities.

لقد أعذر من أنذر.
ففي خطاب القسم، قال دونالد ترامب أن عهده سيكون بداية جديدة لأميركا وللعالم. «نحن المجتمعين هنا اليوم، نصدر بلاغاً ليُسمع في كل مدينة، في كل عاصمة، في كل مركز قوة. من هذا اليوم وصاعداً، رؤية جديدة ستحكم 
بلدنا. من هذا اليوم وصاعداً ستكون فقط أميركا أولاً. أميركا أولا."

هذا البلاغ الانقلابي الرقم واحد، ظهرت طلائعه في التعيينات التي اقترحها ترامب. النائب الطبيب توم برايس، 
أكبر أعداء «أوباماكير» المعلنين، وزيراً للصحة والخدمات الإنسانية. سكوت برويت، مدعي عام ولاية أوكلاهوما الذي بنى شهرته على الدعاوى الـ 14 التي أقامها ضد وكالة حماية البيئة، رئيساً لهذه الوكالة. نيكي 
هايلي، المنادية بخفض الدعم المالي للأمم المتحدة، مندوبة أميركا الدائمة لدى المنظمة الدولية.

المعركة الأولى جاءت طبعاً في مجال الهجرة، بدءاً بالأمر الرئاسي لبناء الجدار الموعود مع المكسيك، وبعده 
مباشرة بالقرار الرئاسي بضبط دخول مواطني سبع دول إسلامية إلى الولايات المتحدة تحت شعار حماية أميركا من الإرهاب. الفوضى الدولية التي نتجت من القرار الأخير غطت على فكرة أخرى لدى ترامب، قد تكون الأخطر بالنسبة للنظام الدولي. الفكرة طبعاً ليست لترامب الذي لا يفقه الكثير في أمور السياسات الدولية، بل هي فكرة أحد كبار مستشاريه، ستيف بانون، المستشار للأمور الإستراتيجية، ومؤخراً العضو الكامل في مجلس الأمن القومي، الذي يلقبه الكثيرون في واشنطن بـ «عقل ترامب» وهو أحد الشخصين اللذين كتبا خطاب القسم.

ستيف بانون عُيّن مديراً لحملة ترامب الانتخابية في آب (أغسطس) 2016 فاستقال من إدارة موقع بريتبارت الإخباري على الإنترنت لكي يتفرغ للحملة. ألموقع المذكور أصبح، في عهد بانون، منبراً لمجموعة «ألت رايت» اليمينية المتطرفة التي ساندت ترامب، لكنها حوّلت شعاره «لنجعل أميركا عظيمة مجدداً» إلى «لنجعل أميركا بيضاء مجدداً». هذه المجموعة ليست فقط معادية للسود، بل أيضاً للاتين والمسلمين والأقليات غير البيضاء بشكل عام. وتقول المصادر أن بانون كان الشخص الأهم وراء قرار ترامب منع مسلمين من دخول الولايات المتحدة.

إضافة إلى عنصريته، يؤمن بانون، وهنا بيت القصيد، بأن العالم الغربي ذاهب في الاتجاه الخاطئ في خلق تجمعات اقتصادية وسياسية وعسكرية. النظام العالمي السليم، بالنسبة إلى بانون، هو نظام دول ذات سيادة وطنية، تتعامل في ما بينها على أساس مصالح كل منها. هذا النظام، بالنسبة إلى بانون، استُبدل تدريجاً بنظام تجمعات «بائسة» للدول الغربية، كالاتحاد الأوروبي مثلاً، ما أدى إلى «إضعاف وانحطاط الغرب اليهودي المسيحي (Judeo Christian)،» وما سمح بالتالي «لمنظمات إسلامية فاشية واثقة من نفسها بتشكيل خطر كوني نشهده حالياً.» ويضيف: «أعتقد أن دولاً قوية، فيها حراك قومي فاعل، تشكل جيراناً جيدين، فهذه هي اللبنة التي عمّرت أوروبا الغربية والولايات المتحدة، وهي التي تستطيع أن تنير لنا المستقبل». الاتحاد الأوروبي أضعف سيادة الدول المشاركة، وشجع من خلال ليبراليته اختلاط الثقافات، ولذا يجب تفكيكه، والعودة إلى فكرة الدول القومية ذات السيادة الكاملة. في هذا المجال، يقول بانون، «لدينا حليف يريد الشيء نفسه، ولو أن لديه أهدافاً أخرى لا نحبذها، ألا وهو فلاديمير بوتين."

يلتقي بانون في هذا المجال مع المنظر الروسي ألكسندر دوغين، الذي يعتبره كثيرون في روسيا «عقل  بوتين." كتب دوغين على موقعه، مباشرة بعد انتخاب ترامب: «إن معاداة أميركا قد انتهت (لأن الشعب الأميركي بدأ ثورة ضد ما كنا نكرهه في أميركا... جاء الآن دور تنظيف المستنقع الأوروبي». هذا المستنقع، وفق دوغين، يشمل في شكل رئيسي الفكر الليبرالي الذي يشجع العولمة واختلاط الحضارات.

هكذا التقى «عقل بوتين» مع «عقل ترامب» حول هدف تفكيك التجمعات الدولية الغربية لفتح الطريق أمام عودة الدولة القومية المتجانسة داخلياً. بوتين من جهته يعمل جاهداً لتفكيك الاتحاد الأوروبي وحلف الناتو من خلال تشجيع الحركات الانفصالية الأوروبية. فحزب «الجبهة الوطنية الفرنسية»، برئاسة مارين لوبين، على سبيل المثال، استحصل على بضعة ملايين يورو من بنوك روسية لتمويل حملة رئيسته في الانتخابات الرئاسية الفرنسية التي ستجرى في نيسان (أبريل) المقبل، وهو الحزب الفرنسي الوحيد الذي حيّا احتلال روسيا القرم، والذي يعتبر بوتين «وطنياً وحصناً منيعاً للقيم الأوروبية التقليدية»، وفق موقع «فرانس 24». كما أن عدداً متزايداً من دول أوروبا الشرقية، أعضاء في الاتحاد الأوروبي، بدأ منذ مدة، بدفع من بوتين، التقرب اقتصادياً وسياسياً من روسيا. ففيكتور أوربان مثلاً، رئيس وزراء هنغاريا، يجاهر بهذا التقارب ويحتفل بنجاح ترامب لأنه بداية نهاية الليبرالية الأوروبية. كما أن انتخابات بلغاريا ومالدوفا مؤخراً أوصلتا رئيسين ركزا في حملتهما الانتخابية على تغيير السياسة الخارجية لبلديهما باتجاه علاقات أكثر ودّية مع روسيا، وتشكيك بجدوى الاتحاد الأوروبي.
ترامب، من جهته، لم يضيّع الوقت للبدء بعملية التفكيك للمؤسسات المتعددة الأطراف.

أول قرار رئاسي وقعه كان القرار بالانسحاب من «الشراكة عبر المحيط الهادئ " تاركاً وراءه 11 دولة وقّعت على الاتفاق، من ضمنها أستراليا واليابان وماليزيا وكندا. هناك شبه إجماع في الإعلام الأميركي، كما بين الاقتصاديين، أن هذا الانسحاب مضر لأميركا وهديّة كبيرة للصين التي أنشأت مؤسسات عدة لتشجيع التجارة والتعاون الاقتصادي معها، ولا شك في أنه سيدفع الدول الآسيوية إلى دائرة النفوذ الاقتصادي الصيني، ولربما لاحقاً إلى تحالف أمني معها.

كما أعلن ترامب، في موقعه على الإنترنت، أنه خلال المئة يوم الأولى من عهده، «سـأعلن نيتي إعادة المفاوضات في اتفاق التجارة الحرة لشمال أميركا أو إلغاءه."

ويعمل مساعدو ترامب على قرار رئاسي يهدف إلى تقليص المساهمة المالية الأميركية في المنظمات الدولية. فوفق «نيويورك تايمز»، التي حصلت على نسخة من المسودة، يهدف القرار إلى وقف مساهمة الولايات المتحدة في موازنة المنظمات الدولية التي «تشمل بين أعضائها مندوبين عن منظمة التحرير الفلسطينية، أو التي لديها برامج تتعامل مع الإجهاض، أو منظمات تتأثر في شكل كبير بدول راعية للإرهاب، أو تلك المتهمة باضطهاد المجموعات المهمشة أو بانتهاكات مبرمجة لحقوق الإنسان». كما يطالب القرار بتقليص مساهمة الولايات المتحدة في بقية المنظمات الدولية « بـ 40 في المئة على الأقل."

وحصلت "نيويورك تايمز» أيضاً على مسودة قرار رئاسي آخر يطلب من الجهات الرسمية المختصة مراجعة كل المعاهدات المتعددة الأطراف قيد التفاوض، وتقديم مقترحات حول أي منها يجب أن تنسحب منه الولايات المتحدة.
الأهم من كل ذلك في عهد ترامب هو مصير الاتحاد الأوروبي. فبالنسبة إلى الاتحاد، من المعروف أن ترامب يقف إلى جانب انسحاب بريطانيا منه وقد تنبأ بأن دولاً أوروبية أخرى ستنسحب أيضاً، وهو من مؤيدي مارين لوبين وغيرها من الانفصاليين الأوروبيين. كما أعلن، خلال حملته الانتخابية، أن حلف شمال الأطلسي «عفى عنه الزمن» وأن على الشركاء فيه أن يعوّضوا على أميركا تكاليف حمايتهم، وإلا سيقول لهم «تهانينا، ستدافعون عن أنفسكم مستقبلاً»، ولكن، كعادته، عاد إلى الضبابية في بعض تصريحاته اللاحقة بخصوص الحلف.
هذه الفلسفة الجديدة في البيت الأبيض، المعادية للتجمعات الاقتصادية والسياسية، ليست من دون أعداء داخل الإدارة الأميركية. فوزير الدفاع، جايمس ماتيس، ومن ورائه البنتاغون، سيعارضان أي تعاون عسكري مع روسيا، أو إضعاف لحلف شمال الأطلسي، لكنهما سيكونان خارج صلاحيتهما وقدرتهما بالنسبة للتعاون الروسي- الأميركي ضد التجمعات السياسية والتجارية، كالاتحاد الأوروبي أو الأمم المتحدة أو اتفاق التجارة الحرة لشمال أميركا.

في زيارتها المستعجلة لأميركا الشهر الماضي، أكدت تيريزا ماي، رئيسة وزراء بريطانيا، على أهمية حلف شمال الأطلسي وعلى ضرورة وجود الاتحاد الأوروبي على رغم انسحاب بلدها منه، لكن الزيارة لم تطمئن أحداً. فترامب، وفق المقربين منه، على وشك الإعلان عن تعيين تيد مالوك، المعروف بحماسته لانسحاب بريطانيا من الاتحاد الأوروبي، سفيراً لأميركا لدى الاتحاد. ففي مقابلة على محطة «بي بي سي» خلال زيارة ماي، قال مالوك، جواباً عن سؤال حول سبب قبوله التعيين المنتظر: «كان لي موقع ديبلوماسي سابق ساعدت من خلاله في إسقاط الاتحاد السوفياتي. لربما هناك اتحاد آخر يحتاج إلى أن يُلجم." وأضاف أن اليوروّاهب إلى زوال، وأنه شخصياً يراهن على انهياره قريبا. وعندما سئل عن مصير المفاوضات الجارية منذ تموز (يوليو) 2013 بين أميركا والإتحاد الأوروبي حول "الشراكة التجارية والإستثمارية عبر المحيط الأطلسي،" قال إن هذه المفاوضات لا أمل فيها في عهد ترامب، وتعتبر ميتة. وأضاف أن ترامب "لا يحب المنظمات المتعددة الاطراف التي لم تنتخب، وحيث البيروقراطيين  يعبثون في الأرض فساداً، وهي ليست بصراحة ديموقراطية."

لا عجب إذاً من وجود قلق كبيربين القيادات الأوروبية بسبب التقارب الروسي -الأميركي، خصوصاً اللقاء القريب بين بوتين وترامب. ينتظر بعضهم أن يعلن ترامب رفع العقوبات عن روسيا خلال هذا اللقاء، أو بعده بقليل، تجاوباً مع الشرط الروسي للتعاون الوثيق بين البلدين. عندها سيصبح الخطر على الاتحاد الأوروبي أكثر إلحاحاً. يقول رئيس الوفد الأوروبي لمفاوضات بركزيت في هذا السياق أن ترامب وبوتين يشكلان «خطراً وجودياً» بالنسبة إلى الاتحاد الأوروبي بينما تقول «الغارديان» إن الاتحاد الأوروبي قد وقع فعلاً بين مطرقة ترامب وسندان بوتين.

English summary:
The European Union Between Trump and Putin

In his Acceptance Speech, Trump gave a warning that things will change drastically. His nominations quickly proved it. For example, Scott Pruitt who made his fame due to his 14 lawsuits against the Environment Protection Agency, was nominated to head that Agency. For Ambassador to the U.N. he nominated Nikky Haley, a strong advocate for reducing the U.S. contribution to the organization.

His first grand battle came soon in the temporary ban on entry of citizens from seven Muslim majority countries. The resulting chaotic situation worldwide eclipsed a Trump idea that is probably more dangerous internationally. The idea comes actually from Steve Bannon, his Chief Strategist, who has been dubbed “Trump’s Brain.”

Bannon was the head of Breitbart, an online site that he turned into a forum for the group Alt right, strong supporters of Trump, whose slogan is “Let’s make America White Again.” The group is not only anti-black but also anti all other minorities including Latinos and Muslims.

In addition to his extreme racism, Bannon believes that the Judeo-Christian World has been greatly weakened by political and economic associations, such as the European Union, while Islamofascism is on the rise. He believes that the alternative is to dismantle these unions and go back to nationalist independent entities. The best ally in this regard, according to Bannon, is Vladimir Putin, in spite of disagreements the U.S. might have on other subjects.

Putin has, of course, been active in his attempts to break up the E.U. He has facilitated loans from Russian banks to Marine Le Pen’s National Front and has been successfully nudging Eastern European countries toward the Russian sphere.

Trump on his side has also been active, in the couple of weeks since he became president, in dismantling or weakening multi-lateral agreements and institutions. The first Presidential Order was to withdraw from the Trans Pacific Partnership, leaving eleven allied countries under the potential influence of China.

He declared on his online site that he will change the North American Free Trade Agreement or withdraw from it in his first 100 days in office.

His aids are busy working on a Presidential Order by which he will eliminate completely the U.S. contribution to some U.N. organizations and reduce by at least 40 per cent the contribution to the rest, according to the New York Times.

He has ordered his aids to review all multi-lateral negotiations the U.S. is involved in and recommend which ones it should withdraw from, also according to the New York Times.

What is most important in this respect has to do with the future of the European Union. It is known that Trump is a supporter of Brexit and has predicted that other members will be leaving the Union soon. He is also a supporter of Marine Le Pen and other separatist leaders. He has described NATO as “obsolete.”

This new political philosophy in the White House has naturally worried the European leadership. Theresa May, the Prime Minister of England, rushed to the United States to convince Trump of the great importance of NATO for the protection of Europe, and the importance of the European Union, in spite of Brexit. But her visit did not appease the Europeans. In the meantime, Trump apparently has chosen Ted Malloch as his Ambassador to the E.U. In an interview that took place during May’s visit, Malloch declared that he would accept the position because he had something to do with the demise of the Soviet Union and now the European Union needs to be restrained. He predicted that the trade negotiations between the Union and the United States, that have been going on since 2013, will die out. He affirmed that Trump does not favor multi-national unions where bureaucrats are unrestrained and which are not democratic organizations.


The great immediate concern arises from the forthcoming meeting between Trump and Putin. It is expected that Trump will lift the sanctions on Russia soon to insure greater cooperation between the two nations. In this respect, the chief negotiator for the E.U. on Brexit said recently that Trump and Putin constitute an “existential threat” to the E.U., and the Guardian headlined that now the European Union finds itself between the rock of Trump and the hard place of Putin.

The appalling state of statistics in Lebanon


Statistics relating to human development in Lebanon are in a deplorable state. They either do not exist, or they are outdated. Worse yet, they are often flagrantly contradictory, reflecting the political leanings of the “official” sources that put them out. It is time to shed light on this scandalous situation.

To begin with, Lebanon is the only country in the world that has not taken a census since at least World War II. The last (and only) census was taken in 1932. This fact was embarrassingly mentioned at almost every international population meeting I used to attend or organize when I was working for the United Nations.

Practically all other countries represented at these meetings undertook censuses regularly, usually once every 10 years.

The reason for this unique situation, we were told, was that we did not wish to know the confessional distribution in the country. There are three obvious answers to this claim. First, censuses do not need to collect information on the confessional distribution of the population. Indeed, censuses that do so are very rare. Second, we know anyway, with a sufficient degree of confidence, the actual confessional distribution in the country. National random samples used in collecting household survey data by private sources, if properly designed and executed, give a fair estimate of it. We at the Center for Development Studies and Projects have collected enough of those samples to have a good idea of this distribution, as probably do other centers conducting similar household-based surveys. Finally, the Taif Agreement makes the political implication of this knowledge almost insignificant, particularly that the Christian-Muslim ratios have more or less stabilized of late.

Household surveys based on national random samples can offer much of the data produced by censuses, provided they are properly undertaken and take place at regular intervals. Neither of these two conditions is obtained by our official household surveys. In 1996 and in 1997 two national surveys were carried out. The first gave a total population of little over 3 million and the second a little over 4 million. So much for quality. As for frequency and regularity, the problem becomes clear by just enumerating the dates of the major official surveys: 1996, 1997, 2004 and 2007 and no comprehensive surveys since then. As usual, we wait for an international organization to find the financial resources for one.

Censuses and national household surveys, while essential, do not offer sufficient guidance for policy in a number of crucial areas. One of these areas, for example, is unemployment. The level of unemployment is, of course, important for policies, not only in the immediate field of labor, but also in the macroeconomic policies area. In most countries, a change of a fraction of a point in unemployment levels may necessitate changes in macro variables such as interest rates, financial liquidity and the like. In Lebanon, they have a direct relationship with the migration of our young, often skilled, population.

Official estimates of unemployment in 2016 varied between 10 percent, as given by the Central Administration of Statistics, and 25 percent as given by the labor minister. Neither of these figures was based on a credible field survey. In fact, the labor minister indicated in March 2014 that unemployment had reached between 22 and 23 percent, it presumably reached 32 percent in 2015 but, due to action by his ministry, fell back to 25 percent in 2016, all this again without an unemployment survey. In April 2016, the minister declared that we have 1 million unemployed persons in the country, which, given a labor force of some 1.5 million, meant that unemployment was over 66 percent. Apparently, the minister wrongly applied his 25-percent unemployment figure to the total population and not as should be to the labor force.

This chaotic situation in statistics created, naturally, a general distrust in numbers, whether produced by public or by private sources, even in the few instances when they are arrived at properly. Because good statistics give, among other things, a look into the future, their lack, or deficiencies, resulted in policies that are reactive instead of preventive, that is, policies that move from one crisis to another, as is obviously the case of policies in this country that deal with almost every aspect of human life.
What is needed is, first, a statistical plan that is automatically financed by the government budget. The late President Rafik Hariri formed a committee of experts to devise such a plan, and asked me to direct it, but he was martyred as the committee was finishing the first draft of the plan.
Subsequent Cabinets did not seem to be interested in continuing this endeavor. A later effort assisted by the World Bank also fizzled. Such a plan would determine the periodicity of each type of data collection.

Comprehensive household surveys might not need to be carried out more than once every five years, while unemployment surveys need to be undertaken every three months at most. The budget for these activities would be determined for the first round (say, the first 10 years), and renewed before every next round. This budget should be incorporated routinely in the government regular budget.
Second, the Central Administration of Statistics should be strengthened, not only in terms of operational financial resources, but also in terms of the proper expertise to undertake the variety of technical tasks such a plan would require.

Finally, the statistical plan needs to be developed, periodically updated and coordinated across sectors by an independent body, a High Commission for Statistics, which has the cross sectoral authority to do this task. Such a high commission would also give this activity the administrative and political importance it deserves.
