France’s obsession with Islamic attire

One aspect of the rising Islamophobia in France has been the social and legal struggle over what is a permissible attire, mostly for women. This struggle came to the forefront in 1989 with the “affaire du foulard,” when three French schoolgirls were sent home because they refused to remove their head covering scarves (hijab). The reason given by the school was that wearing the hijab violated the law of secularism (Laicite), which was passed more than 80 years earlier, in 1905, for the separation of church and state. In 2004, French President Jacques Chirac signed a law that banned all conspicuous religious symbols in French public primary and secondary schools but excluded colleges and universities. That law did not mention any religion, although, in practice, it was applied mainly to Muslim women wearing the hijab.

In 2015, as Islamophobia intensified with the advent of large numbers of refugees from Muslim majority countries (Syria, Afghanistan and African countries), the ban was extended, in practice, to long skirts. A secondary school in the French northeast made headlines for sending a girl student named Sarah home for wearing a long skirt that was considered an “ostentatious symbol” of the girl’s Muslim faith. According to the Collective Against Islamophobia in France – a civil society organization that monitors Islamophobic practices in the country – dozens of schools have done the same, at least since 2014, and the practice has spread more widely now.

It had been the practice that Muslim girls wearing the hijab would remove it before entering school out of respect for the law, as was done by Sarah. But the school principal decided that, since Sarah was wearing a hijab before entering school, the maxi skirt must be considered a religious symbol and needed to be removed. The fact that Sarah had bought the skirt in a French discount store did not apparently change the principal’s opinion.

The year 2016 was, as we all know, the year of the burkini. In Cannes, Nice and other French Cote d’Azure towns, the burkini was banned outright. In Nice, armed French policemen were seen forcing a woman to take off her burkini in public. In some towns in northern France, where mayors had admittedly never seen a burkini, the attire was also banned.

Finally, earlier this month, the scarf controversy was reignited in a somewhat peculiar manner. A 19-year-old French girl named Maryam Pougetoux, who was elected leader of the French National Student Union, Paris Sorbonne chapter, appeared on television to protest a government measure that would make admission to universities more restrictive.

Students she represented were already demonstrating in the streets of Paris against the measure. Pougetoux, who comes from a French working family that had converted to Islam, is a practicing Muslim. She was wearing a hijab. Officials and others went into an uproar considering her appearance as a defiance from the side of political Islam. Pougetoux, on her part, went online to look up the meaning of political Islam.

What do the aroused French, particularly the French officials, have against the burkini, the scarf and the long skirt? For the burkini, the official views ranged from “it is not compatible with the values of France and the republic” as was indicated by then-Prime Minister Manuel Valls, to “it is clothing that conveys an allegiance to the terrorist movements that are waging war against us,” as declared by an official of the city of Cannes, the first city to ban the burkini.

The scarf is apparently considered even more dangerous. The present French Interior Minister Gerard Collomb, described the TV appearance of Pougetoux as “shocking” and likened her to “youth that are attracted to [Daesh],” a term used to refer to the Islamic State militant group. The Gender Equality Minister Marlene Schiappa, declared that the hijab of Pougetoux is “a form of promotion of political Islam.” President Emmanuel Macron himself, who ran on a platform of freedom of religion, had dubbed the hijab, on a television appearance last April, as “not compatible with the civility of our country.”
Some prominent figures of the civil society joined the official chorus. Essayist Celine Pina said in an entry on Facebook that Pougetoux’s representing a student union is tantamount to the Muslim Brotherhood infiltrating the union.

Laurant Bouvet, a prominent civil society leader, wondered how could a woman, “displaying conspicuously her religious beliefs, defend values like abortion and feminist principles.” The satirical magazine Charlie Hebdo came out with a cover page depicting a woman wearing a hijab resembling a monkey.

Earlier this year, the French Education Ministry issued a “Handbook on Laicite” to remind schools to punish students for wearing religious symbols. It included long skirts “that appear to comply with religious requirements.” It also included the scarf as well as the kippah [yarmulke] that is worn by Jewish male students. The handbook seems to have been necessary to show that not only Muslims are targeted, but this is contradicted in practice.

Jewish students from observant families have mostly joined Jewish schools where boys wear the kippah and girls wear long skirts. Jewish leaders didn’t think that the new instructions would affect their community. Nevertheless, Meyer Habib, a Jewish member of Parliament, urged the government to apply the regulations selectively.

“Jewish symbols must not be treated the same as characteristics of radical Islam,” he told Ynet as quoted by the New York Times. “We’ve never killed innocents in Europe generally, and in France specifically, in the name of Jewish values,” he added.

So, the question remains. Why are so many French, and particularly French officials, so obsessed with Muslim attire? It may be argued that this is the result of the Islamophobia that has widely invaded the Western world, from Poland to the United States, but Islamophobia has not been translated into laws against Muslim attire, as was the case in France (and perhaps Belgium too).
Banning the scarf, the burkini and the long skirt would be unthinkable in the United States, despite Trump’s rhetoric against Islam and Muslims. Londoners elected a Muslim mayor to run their capital and largest city. Recently, Canada and Ireland permitted police women to wear the scarf in an effort to attract more Muslim women to law enforcement.

The French case puzzled many foreign observers. A recent article in the Washington Post seems to argue that the French attitude toward Muslim symbols reflects the conflict between the law of secularization and the Christian religious feelings of the population. “Officials in France – a state closed for business on every major Christian holiday – are not always consistent in their attitudes toward secularism,” the author added. Nacira Guenif-Souilamas, a sociologist at the Sorbonne, explains “France is a multicultural society that doesn’t think of itself as multicultural.”
Many observers have indicated that France is a special case because it is home to the largest Muslim community in Europe.

The real reason might not be any of the above, but all the above at the same time. The “Affaire Pougetoux,” in spite of everything, gives some hope. Mariam was elected, scarf and all, to represent the intellectual European elite of the future, the students of the Sorbonne. When attacked by the politicians, her colleagues came to her defense openly through social media.

One student from Denmark reportedly told her in the offices of the student group: “In five years I have never seen this level of mistreatment of a student leader. You are super amazing. Don’t let the racists win.”

Is this the light at the end of the tunnel? Let us hope so.

تحذير من مواجهة مفتوحة

قرّر الرئيس الاميركي دونالد ترامب، في أيار الماضي، الانسحاب من الاتفاق النووي الإيراني، رغم ضغوطات شركائه الستة الموقّعين على الاتفاق (إنكلترا، فرنسا، ألمانيا ، روسيا والصين، والاتحاد الأوروبي)، بخاصة فرنسا وألمانيا، ورغم شهادة الوكالة الدولية للطاقة الذرّية، المنظمة الدولية المعنية بمراقبة تطبيق بنود الاتفاق من قبل إيران، بأنّ طهران لم تخالف أيّاً مِن بنوده.

الاتفاق ينتهي سنة 2030، تكون إيران بعدها في حلٍّ من تعهداتها بألّا تسعى لامتلاك سلاح نووي، بينما يريد ترامب ألّا يكون للاتفاق نهاية، بمعنى أنّ إيران لن تتمكّن، حتى في المستقبل البعيد، من الحصول على هذا السلاح

الاتفاق لا يشمل البرنامج الصاروخي البالستي الإيراني الذي يهدّد دول جوار إيران، والبترول العربي، وبالأخص إسرائيل، حليف أميركا المدلل، وقد يهدّد مستقبلاً أميركا ذاتَها.

الاتفاق لا يلحظ أيّ بندٍ يتعلق بوقفِ تدخّل إيران في شؤون جيرانها، إمّا مباشرة أو من خلال الميليشيات المتحالفة معها، بخاصة «الحوثيين» في اليمن، و«الحشد الشعبي» في العراق وطبعاً «حزب الله».
النقطة الأخيرة مهمّة جداً لأنها تتضمّن تغيّراً جذرياً وكاملاً في سياسة أوباما الشرق أوسطية. كانت عقيدة أوباما تقول بأنّ العرب، بخاصة بلاد الخليج، حلفاء أميركا التقليديين في المنطقة، لا يمكن الاعتماد عليهم. لذا فمِن الضروري، لتأمين الاستقرار في المنطقة، العودة إلى أيام الشاه والتحالف الأميركي ـ الإيراني. أحد الأهداف الرئيسية للاتفاق النووي، بالنسبة لأوباما، كان ترجيح كفّة المعتدلين في إيران وهي على أبواب انتخابات رئاسية، للوصول إلى انفتاح إيراني على الغرب، وبالتالي إلى عودة التحالف الأميركي ـ الإيراني كما كان في أيام الشاه. نجح المعتدلون في الانتخابات، وأوصَلوا الرئيس روحاني إلى الحكم، كما تنبّأ أوباما، ولكنّ أميركا ظلّت الشيطان 
الأكبر بالنسبة لنظام إيران، ولم يحصل الانفتاح المنتظر عليها.

إدارة ترامب بالمقابل تعتقد أنّ إيران لا تستطيع أن تكون قسماً من الحلّ لمشاكل الشرق الأوسط، وتعتبر أنّ شرق 
أوسط، ذات غالبية سنّية، تهيمن عليه إيران، لن يكون مستقراً، بل سيكون ساحةً للصراع الشيعي ـ السنّي. لذلك تسعى هذه الإدارة الى تأسيس تحالفٍ سنّي بقيادة السعودية، بالتعاون مع دول الخليج، وبمساندة مِصر، ولربّما مستقبلا تركيا أيضاً، يكون البديل عن نفوذ إيران السياسي والعسكري في المنطقة.

ولذا عادت أميركا بقيادة ترامب إلى تحالفاتها مع الدول العربية وبدأت تسعى فعلاً إلى تحييد إيران. كثَّفت في اليمن مساعدتها اللوجستية للتحالف السعودي ـ الإماراتي ضد «الحوثيين» حلفاء إيران هناك. وفي سوريا تركت المجال للإسرائيليين، بحماية أميركية، لضرب مواقع إيران والمواقع التابعة لـ«حزب الله».
ما سهّلَ المهمة الإسرائيلية ـ الأميركية في سوريا هو الخلاف المستجد بين روسيا وإيران حول مستقبل البلاد. فإيران تريد أن تحافظ على الوجود الرادع لحليفها «حزب الله» في جنوب لبنان والإبقاء على خطوط الإمداد له 
التي تمرّ حتماً في سوريا.

روسيا بالمقابل هي، على أقلّ تقدير، متعاطفة مع إسرائيل، خاصة وأنّ ما يقارب ربعَ الإسرائيليين هم من أصول 
روسيّة، كما أنّ لروسيا مصالح مشتركة اقتصادية وعسكرية. الأهم هو أنّ روسيا دخلت الحرب السورية بهدف واحد وهو أن يكون لها وجود على ضفاف مياه البحر الأبيض المتوسط الدافئة.
في أيام الاتحاد السوفياتي، كان للاتحاد حلفاء ومواطئ قدَم في عدة بلدان حول المتوسط (الجزائر، ليبيا، مصر وسوريا) ولكن عندما وصل بوتين إلى الحكم سنة 1999 أي بعد نحو ثماني سنوات من انهيار الاتحاد، ودخول روسيا في أزمة اقتصادية خانقة، وخسارة مكانتِها كدولة عظمى، لم يكن لروسيا يومها سوى رصيفٍ بحري في طرطوس مهمتُه الأساسية إصلاح البواخر الحربية الروسية.

إعتبَر بوتين، الذي أراد إعادةَ عظمةِ روسيا، أنّ موطئ القدمِ في سوريا هو ذات أهمية كبيرة، ولكنّه أرادها حرباً قصيرة لأنّ اقتصاد بلاده لا يسمح بحرب استنزاف طويلة. ما زال يتذكّر ما حصل للجيش السوفياتي في أفغانستان أواخر الثمانينات، عندما كان الاقتصاد الروسي يومها في ركود مشابه لِما هو عليه الآن، وبدأت أميركا باستنزافه بإعطاء المتمرّدين أسلحة نوعية. انسحبَت يومها القوات السوفياتية مهزومة، ما ساهمَ في إنهاء النظام الشيوعي في روسيا وتفكيك الإمبراطورية السوفياتية بعد نحو سنتين من هذا الانسحاب.

روسيا نالت اليوم ما تبتغيه في سوريا، بعدما أسّست فيها أكبرَ قواعد عسكرية لها خارج حدودها، وأنجَزت اتفاقاً مع الحكومة السورية يُمكّنها فعلياً من البقاء في سوريا لمدة غير محدودة. موطئ القدم هذا يَسمح لها بالعودة تدريجياً الى نفوذها القديم في المنطقة، وبدأت بالفعل تلعب دوراً في الصراع الليبي. روسيا تريد اليوم تهدئة الأمور في سوريا والوصول إلى حلّ يَسمح لها بتثبيت إنجازاتها.
هذا التثبيت يتطلّب في النهاية موافقةً أميركية، البلد الوحيد الذي يستطيع أن يعطي روسيا وعداً فعّالاً في هذا الشأن. أحد شروط أميركا هو تحييد إيران من المعادلة، ولذا نجد روسيا تغضّ النظر عن تعدّيات إسرائيل في سوريا على مواقع إيران و»حزب الله».

سوريا اليوم مقسّمة. القسم الأكبر ممّا يسمّونه «سوريا المفيدة»– أي غرب سوريا ــ تسيطر عليه روسيا وإيران والنظام، وهناك خلافات بينها. شمال هذه المنطقة تسيطر عليه تركيا، بمساندة «الجيش الحر» المعارض، مع بعض الثغرات الأميركية فيه التي يتمّ التوافق عليها بين الدولتين كما يحصل في منبج.
في الجنوب اقتطع «الجيش الحر» منطقة له بمساندة أردنية أميركية، هي اليوم ساحة صراع مسلّح. شرق الفرات وآبار البترول فيه، منطقة تسيطر عليها أميركا بالتعاون مع الأكراد. أضِف إلى كلّ ذلك جزراً هنا وهناك ما زالت «داعش» موجودة فيها وتتوسّع منها أحياناً.

في هذه الأثناء، أميركا وإسرائيل تعملان على تحييد إيران كلياً من سوريا، وعلى أميركا إعطاء تعهّدات لروسيا لتثبيت وجودها مقابل تعهّدات مماثلة من الجهة الأخرى، ما يتطلّب مفاوضات شاقة لم تبدأ بعد بشكل فعّال. في هذه الحالة المعقّدة هل مَن يستطيع أن يقول متى وكيف سيكون الحلّ النهائي في الأمد الطويل؟
في الأمد القصير، مِن الواضح أنّ التوتر في المنطقة سيبقى على حاله في المستقبل المنظور، ولكن ما سيميّز المرحلة القادمة سيكون الضغط الأميركي المتزايد على إيران والميليشيات التابعة لها، في إطار الحملة الأميركية لتحجيم دور إيران في المنطقة.

هذا الضغط سيُترجَم من خلال رفعٍ متزايد للعقوبات إلى حدّ غير مسبوق، ولربّما أيضاً من خلال أعمال عسكرية محدودة كهجمات إسرائيلية هنا وهناك في سوريا لا ترقى إلى حرب إقليمية.

إيران وأوروبا تحاولان إنقاذ الاتفاق النووي ولكن هذا ليس بالسهل بغياب أميركا عنه، بخاصة إذا كثّفت عقوباتها على المنظومة الإيرانية.

وماذا عن لبنان؟
لبنان يعيش منذ مدة تحت غطاء أمني وسياسي يرعاه المجتمع الدولي، أميركا والسعودية من جهة وإيران من جهة أخرى. كلّ جهةٍ لها أسبابُها في عدم الرغبة بأنّ يفقد استقراره. وليس في الأفق ما يدلّ على أنّ هذه الحالة ستتغيّر قريباً.

فأميركا تحاول جاهدةً فرض عقوباتٍ على «حزب الله» دون أن تؤثر بنحو كبير على اقتصاد لبنان أو على نظامه المصرفي، وذلك من خلال استهداف أشخاص ومؤسسات خارج لبنان يَعتقد الأميركيون أنّها تموّل الحزب. لهذا فمِن المنتظر أن تأتي العقوبات القادمة، رغم شدّتِها، في الإطار نفسِه.

إيران من جهتها بدأت تشعر بضيقة اقتصادية تتمثّل بالتآكل السريع لعملتها، وبتحويل رؤوس أموال منها إلى الخارج، وبانسحاب تدريجي لشركات أوروبية كبيرة منها، رافقَتها أخيراً تظاهرات في أنحاء مختلفة من البلاد أقلقت قيادات إيران. وأميركا أعلنَت أنّها ستفرض عقوباتٍ الخريفَ القادم على الدول والمؤسسات التي تشتري بترول إيران. لذلك فليس من المنتظر أن يكون ردّ إيران على العقوبات حرباً مفتوحة، تجرّ لبنان إليها، رغم التصريحات النارية لبعض قياداتها.

يبقى إسرائيل التي ترغب دوماً بخراب لبنان. لكنّ دخولها في حرب إقليمية تشمل لبنان، ليس فقط مكلِف جداً لها، كما للبنان، بل يتطلّب غطاءً أميركياً مسبَقاً، وهذا غير متوفّر حالياً.

 وعلى كلّ حال، من الواضح أنّ القوى الكبرى في المنطقة، أي أميركا وروسيا، لن تسمح بحربٍ إقليمية مفتوحة قد تتطوّر إلى مواجهة بينهما لا يريدها أيّ مِن الطرفين

America’s endgame in the Mideast after Iran deal

What is America’s policy regarding our region now that Trump has decided to withdraw from the Iran nuclear deal? Russia has already established itself in Syria.It has built the largest military bases it has outside Russia and secured an agreement with the Syrian government that insures the sanctity of its bases and its long-term hegemony in the country. Iran has offered the foot soldiers to maintain Syrian President Bashar Assad in power. President Barack Obama let this happen without resistance.
“An attempt by Russia and Iran to prop up Assad and try to pacify the population,” he prophesized in October 2015 as Russia began its bombing of Syria. The Russian involvement “is just going to get them stuck in a quagmire and it won’t work.”

Obama’s grand vision for the Middle East was even more illusory. He concentrated his efforts on the Iran nuclear deal with the expectation that it would strengthen the hand of the moderates, and eventually change the attitude of the regime toward the West, leading to a new alliance between Iran and the United States reminiscent of the days of the Shah. Almost three years after the Iran deal was signed, the U.S. remains the “great Satan” to the Iranian regime and both the Trump administration and the U.S. Congress are more anti-Iran than ever before.

The Trump administration upended Obama’s Iran policy. The new doctrine claims Iran cannot be part of the solution to Middle East conflicts or charged with keeping the peace in the region after it is pacified. Such a solution, the doctrine maintains, will result in a new and more vicious regional conflict between the Sunni majority in the region and Shiite Iran.

The proposed alternative offered by the Trump administration is to forge an alliance with regional Sunni powers, led by Saudi Arabia, in cooperation with the Gulf states, with the support of Egypt and, eventually perhaps, the backing of Turkey. Such an alliance will not only be self-financing, a notable preoccupation of Trump, it will be more acceptable to most of the region’s population.

The first potential victim of this change in policy is indeed the Iran nuclear agreement (the JCPOA). The Trump administration has three basic problems with it. First, there is the sunset clause. When will the Iran deal terminate, permitting Iran to continue freely with its nuclear program, short of a new agreement? The answer is that sunset comes gradually.

On the operation of first-generation centrifuges and on research and development the deadline is 2025; on enrichment it is 2030. After that, Iran is free of all obligations under the deal.
The second complaint of the Trump administration is the deal is too restrictive.
It does solve the problem of Iran making a nuclear weapon, albeit temporarily, but leaves other questions unresolved.

One of these is Iran’s ballistic missile program. Iran claims this program is defensive, but this is a hazy concept when it comes to such weapons.

The Khorramshahr Iranian missile unveiled last year has a range of 2,000 kilometers and can carry multiple warheads, thus able to have devastating effect on military bases and oil fields in Saudi Arabia, as well as on Israeli cities and on American and Western military bases in the region. That, and Iran exporting these missiles to Yemen, are considered intolerable by the Trump administration.

Finally, The U.S. blames Iran for much of the instability in the Middle East, from Yemen to Lebanon, passing through Bahrain, Iraq and Syria. The JCPOA, as it stands, makes Iran more capable of financing its destabilizing activities in the region, according to the American administration.
But the Iran deal has proven to be resistant to change. Europe wants it badly; now more than ever before, having established valuable economic relations with Iran. President Macron has been pleading with Trump not to withdraw, followed more recently by Foreign Secretary Boris Johnson of the United Kingdom.

The windfall benefit will probably go mostly to Russia. The past lesson of America’s withdrawal from the Trans-Pacific partnership is worthy of remembering.

Trump flippantly withdrew from the TPP, which constitutes 40 percent of world’s economy, a couple of weeks after taking office but now, slightly more than a year later, he is trying to get back into it.
Withdrawing from the Iran nuclear deal will prove as flippant, according to the Europeans. Iran will irretrievably be thrown into the lap of Russia.

But Trump believes in the North Korea model, at least as he sees it. Kim Jong Un came to the negotiating table because of extreme pressure from the U.S., Trump believes. Imposing extreme economic sanctions, together with the threat of war and annihilation – “fire and fury” – have done the trick, and now Kim and Trump are set to begin negotiations Trump believes will end up in the denuclearization of the Korean Peninsula. So why not use the same model with Iran?

Hence Trump decided to withdraw from the deal. He will presumably maximize sanctions while his sabre rattling continues, as with North Korea. American sanctions against Iran for its alleged support of terrorism have not been lifted but this will allow the president to easily increase them and impose new ones for Iran’s ballistic missile program. He kept the door open for starting negotiations for a new nuclear deal, but concluding such a new deal is, in the best of circumstances, for the distant future.

Iran’s economy will be shaken. The Europeans, the Russians and the Chinese will probably come to the rescue. But Iran does not have a war option, and Russia would not give it the necessary green light from fear of being drawn into a confrontation with the U.S. Nor would Israel enter into a regional war without a green light from the Americans, who also do not wish a confrontation with the Russians. Iran and Israel can continue their “tit for tat,” as they’ve been doing recently, but both have made it plain they do not wish to escalate this quid pro quo at this time. A war will be too costly to all concerned.

What then is the endgame for the United States in the region? The new advisers to the president, Secretary of State Mike Pompeo and national security adviser John Bolton, want regime change in Iran. Pompeo wants it through intelligence action by the CIA inside Iran, as was done in 1953 regarding the overthrow of Iranian Prime Minister Mohammad Mossadegh, while Bolton advocates a more direct approach: bombing Tehran.

On the other hand, Secretary of Defense James Mattis, the last of the three influential advisers on foreign policy, wants to try to pressure the present Iranian regime to negotiate about its missile program and to deal with its neighbors through traditional diplomatic relations, rather than through armed groups like the Shiite militias in Iraq, the Houthis in Yemen or Hezbollah in Lebanon and the region.

No matter who ultimately gets the ear of the president, the coming period in the region is one of increasing pressures on Iran and of serious tensions. But an all-out regional war remains quite unlikely.

حتى الآن كانت السياسة الخارجية الأميركية تتأثر بشكل رئيسي بفريق محيط بالرئيس دونالد ترامب مؤلّف من وزير خارجيته ريكس تيلرسون والجنرالات الثلاثة ـ الذين كان ترامب يشير إليهم بإعجاب بـ«جنرالاتي» ـ أي جون كيلي رئيس موظفي البيت الأبيض، وجيمس ماتيس وزير الدفاع، وهربرت مكماستر مستشار الأمن القومي. تيلرسون أقيل من منصبه مؤخراً، وتبعه مكماستر، ويقال إنّ إقالة كيلي لن تطول كثيراً.

يعتبر المراقبون أنّ هذه التغييرات هي مقدمة لتغيير في السياسة الخارجية الأميركية. فالفريق الجديد، وطليعته مايك بومبيو، وزير الخارجية (بعد تثبيته من قبل مجلس الشيوخ هذا الشهر)، وجون بولتون، مستشار الأمن القومي (لا يخضع للتثبيت)، يأتي في ظل سحب متبادل لديبلوماسيين أميركيين وروس، وقبل حدثين ذات أهمية كبيرة لأميركا والعالم: الاجتماع المنتظر بين ترامب وكيم جونغ أون رئيس كوريا الشمالية من جهة، وقرار ترامب في أيار حول تجديد الاتفاق النووي الإيراني أو عدمه.

المستشاران الجديدان هما من صقور الصقور، وخصوصاً بولتون. كلاهما يريد مواجهة روسيا (ترامب من جهته يرفض حتى اليوم معاداة بوتين شخصياً) ولكنهما متفقان مع ترامب على مواجهة ساخنة مع كوريا الشمالية، وخصوصاً مع إيران. بالنسبة للأولى فهما من المشككين في نجاعة الاجتماع بين ترامب وكيم جونغ أون، ولكن بما أنه أصبح مقرراً مبدئياً، فبرأي بولتون يجب أن يكون مختصراً جداً حيث يقول ترامب لكيم جونغ أون: «قل لي إنك بدأت بالتخلّص من سلاحك وبرنامجك النوويين لأننا لن نقبل بمفاوضات طويلة. عليك الإجابة الآن وإلّا فإننا سنفكر بشيء آخر». وكان بولتون قد أعلن سابقاً أن لا حل لمشكلتي كوريا الشمالية وإيران سوى تغيير النظام فيهما بدءاً بضربة استباقية قاضية.

بالنسبة للشرق الأوسط وخصوصاً سوريا، يتفق المسؤولون السابقون والجدد، كما الإدارة الأميركية والكونغرس بشكل عام، على أنّ المشكلة الأساسية في المنطقة سببها الرئيسي هو تدخّل إيران بأمور دول الجوار من خلال الميليشيات التابعة لها، إضافة إلى التدخل المباشر من قبل الحرس الثوري.

ولذا، فهناك توافق داخل المنظومة السياسية الأميركية على ضرورة تحييد إيران قبل الوصول إلى حل للحرب القائمة في بعض دول المنطقة، والتوتر القائم في البعض الآخر، واستبدالها بتحالف سني تقوده المملكة العربية السعودية بمساندة مصر ودول الخليج.

ما يختلف عليه الفريقان هو على كيفية الوصول إلى هذا الهدف. فالفريق المنتهية ولايته كان يصرّ على عدم المساس بالاتفاق النووي ومحاولة معالجته لربما بعقوبات جديدة، أو ببعض التعديلات المقبولة من الطرفين، يسانده في هذا الموقف الأوروبيون وقسم كبير من المنظومة السياسية الأميركية.

بومبيو وبولتون يريدان تغيير النظام في إيران ويعتقدان أنّ هذا الأمر شرط أساسي لحل حروب المنطقة. بومبيو، الآتي من رئاسة وكالة الاستخبارات المركزية، يعتقد أنّ الطريقة المثلى لعمل كهذا هي في استعمال المخابرات داخل إيران، كما فعلت بنجاح في ترتيب الانقلاب على رئيس الوزراء السابق محمد مصدق سنة 1953 وإعادة الشاه إلى الحكم، بينما موقف بولتون هو أقل تعقيداً، أي القيام بضربة جوية قاضية على طهران.

في هذا الجو، ساد المراقبون تخوّف كبير بأنّ المرحلة القادمة في سوريا ستكون مرحلة مواجهة عسكرية بين أميركا وإيران قد تتطور إلى حرب إقليمية تتدخل فيها إسرائيل، ولربما أيضاً روسيا.

وخلال خطاب ألقاه في ولاية أوهايو حول إعادة إعمار البنية التحتية الأميركية، خرجَ ترامب عن النص المكتوب ليقول إنّ أميركا ستنسحب من سوريا في وقت قريب جداً. فاجأ هذا التصريح مسؤولي وزارة الخارجية والدفاع ووكالة الأمن القومي، وحتى مسؤولي البيت الأبيض، ما دفع إلى عقد اجتماع، خلال ساعات من كلام ترامب، لمجلس الأمن القومي الأميركي حيث أقنع المجتمعون ترامب بتأجيل الانسحاب حتى تنظيف جيوب داعش المتبقية، وتدريب القوى الموالية، وتأمين الاستقرار في المناطق المحررة. هذا يعني بالطبع أنّ شيئاً لم يتغير، وأنّ أميركا باقية في سوريا لمدة طويلة.

يبقى السؤال الأكثر إلحاحاً: هل ستنسحب أميركا من الاتفاق النووي في أيار القادم، عندما سيكون على ترامب إمّا تمديد المشاركة وإمّا الانسحاب؟

يتفق معظم المراقبين على أنّ الاتفاق سينهار إذا ما انسحبت أميركا منه. يقول المعلّق المعروف ديفيد سانجر في الـ«نيويورك تايمز» إنّ هذا سيجعل إيران تعود إلى تخصيب اليورانيوم لدرجة تسمح باستعماله لأغراض نووية، ما سيدفع إسرائيل، بمساندة أميركية، إلى ضرب المفاعلات النووية الإيرانية، كما فعلت في العراق وسوريا من قبل. إذا صحّ كلام سانجر، فهذا قد يبشّر بحرب إقليمية لا بد وأن تصل شرارتها إلى لبنان، إمّا لأنّ «حزب الله» سيطلق صواريخه تجاه إسرائيل مساندة لإيران، وإمّا لأنّ إسرائيل ستوجّه ضربة استباقية لـ«حزب الله» في لبنان.
هذا السيناريو السوداوي مبالغ فيه، إذ ليس من المؤكد أنّ أميركا ستنسحب من الاتفاق النووي في أيار، ولو انّ وجود بومبيو وبولتون سيزيد من هذا الاحتمال. في الوقت ذاته هناك غالبية في الكونغرس لا تحبذ الانسحاب، كما أنه ما زال هناك أشخاص فاعلون داخل الإدارة الأميركية يدافعون عن هذا الموقف، على رأسهم وزير الدفاع ماتيس.

خارجيّاً يضغط الأوربيون لفصل الاتفاق عن مشكلة برنامج الصواريخ الإيرانية وفتح ملفات المنطقة، واعدين بفرض عقوبات على إيران لتحجيم برنامجها الصاروخي وإرغامها على التفاوض حول تدخّلها في شؤون جيرانها وإيقاف هذا التدخل، كما يريد ترامب.

حتى إسرائيل لا تريد انسحاب أميركا من الاتفاق بل تعديله، خوفاً من سيناريو شبيه بما نَبّه إليه سانجر. بالمقابل، حتى لو انسحبت أميركا من الاتفاق، فهذا لا يعني أنّ إيران ستباشر بالتخصيب المرتفع لأنّ روسيا والصين وأوروبا ستجد لها البديل، ولأنها لن تعطي أميركا وإسرائيل حجّة لضرب قدراتها النووية.

على كل حال، من المستبعد أن يُجرّ لبنان إلى هذا الصراع بشكل مباشر لأن لا أحد من الأفرقاء الإقليميين والدوليين الفاعلين له مصلحة في ذلك. فلبنان يحتضن اليوم أعداداً كبيرة من اللاجئين السوريين تخاف أوروبا انتقالهم إليها، كما أنّ الصراع الأميركي ـ الإيراني ساحته حتى الآن سوريا، ولربما العراق، وليس لبنان.
ولعل من اللافت في هذا الإطار أنّ في المواجهة بين إيران وإسرائيل التي ذهبت ضحيتها الطائرتان، الروسية والإسرائيلية، قامت الجهتان، وبسرعة فائقة، بالإعلان بأنهما لا تريدان التصعيد، وانتهت المباراة بالتعادل. أضف إلى ذلك أنّ كلفة حرب إقليمية تشمل لبنان ستكون كبيرة على كل المشاركين فيها، خصوصاً إيران و«حزب الله» وإسرائيل، وقد تتسبّب بمواجهة أميركية روسية لا تعرف عقباها، وهذا قد يكون بالفعل الرادع الأكبر لحرب إقليمية كهذه.

The Drums of a Regional War Have Not Sounded Yet

The foreign policy of the United States, many believe, is bound to change with the exchange of two moderate old hands, Rex Tillerson and H.R. McMaster, the Secretary of State and the National Security Adviser, for two of the most hawkish politicians, Mike Pompeo and John Bolton.

The two new members of the team closest to President Trump are not enthusiastic about the proposed summit meeting between Trump and Kim Jong Un, the strongman of North Korea. Since it may well happen, Bolton thinks that the meeting should be brief where Trump would say to Jong Un: “Tell me you have begun total denuclearization, because we’re not going to have protracted negotiations. You can tell me right now or we’ll start thinking of something else.” The something else is clear since Bolton has already repeatedly advocated bombing North Korea.

Both Pompeo and Bolton advocate a regime change in Iran. The difference between them is that the first wants to do it through covert action by the CIA, while the latter advocates bombing Teheran. Both have indicated repeatedly in the past that they believe that the U.S. should withdraw from the Iran nuclear agreement. The Secretary of Defense, James Mattes, on the other hand, favors keeping the agreement, which is in line with the position of the European and other signatories to the agreement (the so-called 5+1).

The question of remaining or withdrawing from the Iran nuclear agreement will come up next month at which time President Trump would have to announce the U.S. official decision.

In this foggy atmosphere, many observers have beaten the drums of a regional war in their commentaries. David Sanger of the New York Times, for example, thinks that if Trump withdraws from the nuclear agreement, Iran will begin Uranium enrichment to levels compatible with the production of a nuclear weapon, which in turn will lead Israel to attack Iranian nuclear facilities possibly starting a regional war. In this case, one would assume that Lebanon will enter the frail, either by Hezbollah firing rockets into Israel, or by Israel attacking Hezbollah pre-emptively.

This scenario is unlikely. Trump may not withdraw from the agreement. Even if he did, Iran will not necessarily start enrichment because Russia and the Europeans may likely convince them not to do, by offering other alternatives. In fact, even Israel is not anxious for the United State to withdraw from the nuclear agreement because a regional war will be most costly for it, in addition to Iran and Hezbollah. Most important, the U.S. and Russia have proven that a confrontation between them, which would likely happen in case of a regional war, is the last thing they want.

عودة أميركا إلى الشرق الأوسط

هل ستعود أميركا إلى الشرق الأوسط؟

كان الرئيس الأميركي السابق باراك أوباما، عند تولّيه الرئاسة سنة 2009، يريد الانسحابَ مِن العراق، ومِن «مستنقع» الشرق الأوسط، في أسرع وقت ممكن. وبالفعل انسحب من العراق بعد أقل من ثلاث سنوات من تولّيه الحكم.

لم تكن ثقة أوباما بالدول العربية الشرق أوسطية كبيرة، على رغم كونها حليفة أميركا التقليدية، إذ كان يعتبرها غير ديموقراطية ولا يمكن الإتكال عليها في الأمد البعيد.

ركّز أوباما كل قواه على إنجاز الإتفاق النووي مع إيران، بمساعدة الدول الخمس الأعضاء في مجلس الأمن زائد ألمانيا (الخمسة زائداً واحداً). كانت عقيدته الشرق أوسطية تعتبر أنّ هذا الإتفاق سيقوي الرئيس حسن روحاني والمعتدلين في إيران، فتنفتح إيران في النهاية على الغرب، وتصبح حليفة لأميركا كما كانت في عهد الشاه، فتساعد بالتالي على حفظ الأمن والإستقرار في المنطقة. وقّعت الدول الخمس زائداً واحداً الإتفاق في تموز سنة 2015 وأنتُخب روحاني مجدّداً للرئاسة الإيرانية سنة 2017، ولكنّ القوى المتشدّدة في إيران أبقت أميركا الشيطان الأكبر، وظلّ الكونغرس الأميركي على عدائه التقليدي للنظام في إيران.

اضطر أوباما للعودة إلى المنطقة في حزيران 2014 بعدما انتشرت عناصر «داعش» في العراق وسوريا. فركّز على محاربتها من دون التعرض للنظام السوري المتهالك في حينه، ما سمح لروسيا بالدخول إلى سوريا وقلب موازين القوى لمصلحة النظام. كذلك أسس الروس قاعدتين عسكريتين كبيرتين ووقّعوا معاهدة مع النظام السوري تسمح لهم بالبقاء في سوريا إلى أجل غير مسمّى. وبينما كان الروس يؤسّسون لوجودٍ مهيمنٍ ودائمٍ في سوريا، كان أوباما يُنَظّر بأنّ الروس سيغرقون في المستنقع السوري.

جاء دونالد ترامب إلى الرئاسة في بداية 2017 حاملاً عقيدةً شرق أوسطية مختلفة تماماً عن عقيدة أوباما. الإدارة الأميركية الجديدة تريد العودة إلى منطقة الشرق الأوسط لتمارس من جديد دورها القيادي فيه.

وزير الخارجية الأميركي ريكس تيلرسون أعلن أكثر من مرة أنّ أميركا ستبقى في سوريا إلى أجل غير مسمى. وكانت الإدارة الأميركية قد أعلنت قبلاً أنها ليست في صدد الإنسحاب من العراق. حاول الروس اختبارَ تصميمها على ذلك في دير الزور الشهر الماضي فخسروا المئات من قواتهم الرسمية وغير الرسمية. إستراتيجية الأمن القومي الأميركية التي أعلنها البيت الأبيض في كانون الأول الماضي واضحة في هذا المجال. من شروط العودة هو تحييد إيران من المعادلة الشرق أوسطية (وبالتالي استبعاد الرئيس بشار الأسد) واستبدالها بتحالف سنّي تقوده المملكة العربية السعودية بمشاركة دول الخليج ومساندة مصر.

يعتبر مصمّمو هذه الإستراتيجية، خصوصاً وزيرا الدفاع جايمس ماتيس والخارجية ريكس تيلرسون، أنّ تسليم أمن المنطقة إلى إيران، إذا نجح، سيؤدي إلى حرب مذهبيّة بين الشيعة والسنّة. وعلى كل حال، تعتبر الإدارة الأميركية الحالية أنّ إيران هي راعية كبيرة للإرهاب في العالم، إضافة بالطبع إلى الخطر الذي تشكله بالنسبة لإسرائيل.

لا يخفى على الإدارة الأميركية أنّ روسيا ستكون عقبة كبيرة في وجه العودة الأميركية إلى المنطقة. روسيا قد حصلت، بالطبع، على معظم ما أرادت من تدخّلها، موطئ قدم قوي في سوريا، وتريد اليوم التخفيف من كلفة الحرب القائمة لأسباب ليست إقتصادية فحسب، بل سياسية داخلية أيضاً. فقد أظهر استطلاع حصل أخيراً أنّ حوالى ثلث الروس فقط يساندون التدخل في سوريا، وذلك قبل حصول الكارثة للقوات الروسية في دير الزور.
ولكن أكثر ما يخيف الرئيس فلاديمير بوتين في هذا المجال هو أن تتدخّل أميركا من خلال تسليح المعارضة بأسلحة نوعية، خصوصاً تلك المضادة للطائرات، كما فعلت مع الإتحاد السوفياتي في أفغانستان في أواخر الثمانينات (صواريخ ستينغر الشهيرة)، ما اضطر السوفيات الى الإنسحاب مكسورين من هناك، وما ساعد على انهيار الإتحاد السوفياتي بعد سنتين.

هناك أدلّة على أنّ الأميركيين بدأوا فعلاً بإرسال رسائل بهذا المعنى. ففي ليلة رأس السنة 2017 حصل قصف مدفعي مكثّف على قاعدتي حميميم وطرطوس، من مسافات بعيدة غير ممكنة للمعارضة، أسفر عنها خسائر بالأرواح والعتاد. تبع ذلك بعد بضعة أيام هجوم جوّي بـ 13 طائرة من دون طيار (درون) على حميميم ما تسبّب 
أيضاً بخسائر مادية. وفي 2 شباط أسقطت طائرة سوخوي 25 فوق إدلب.

هذه الحوادث لم تتكرّر، ما أوحى لكثير من المراقبين بأنها قد تكون رسائل أميركية تذكّر الروس بأفغانستان. ما رجّح هذه الفكرة أيضاً، هو التصريح الروسي الرسمي بأنّ طائرات الدرون جاءت من مسافة كبيرة ليست من ضمن قدرات المعارضة، وأنها مصنوعة بتقنية متطوّرة جداً لا توجد إلّا في بعض الدول المتقدّمة تكنولوجياً (إقرأ أميركا(.

العقبة الأخرى التي تواجه أميركا في محاولة عودتها إلى المنطقة هي طبعاً إيران ووجودها العسكري المكثّف في سوريا والعراق. غاية أميركا هو الضغط على إيران، لربما بمساعدة روسية، أو على الأقل بحياد روسي، لجلبها إلى طاولة المفاوضات حول ملفات المنطقة المتعلّقة باليمن، والبحرين، والعراق، وسوريا، ولبنان، بهدف تحييدها، ولجم الميليشيات التي تساندها، مقابل رفع العقوبات عنها، ولربما أيضاً مساندتها اقتصادياً.
الضغوط التي تمارسها أميركا على إيران متعدّدة الوجوه. فهي تهدّد بالانسحاب من الاتّفاق النووي، ما سيقوّضُه حتماً، وهي في صدد حشدِ مساندةٍ أوروبيةٍ واسعة لإيقاف برنامج الصواريخ الباليستي الإيراني، إضافة إلى مضيّها في مضاعفة العقوبات عليها وعلى «حزب الله». إيران لن تقف بالطبع مكتوفة.

فطائرة الدرون التي أرسلتها إلى العمق الإسرائيلي واستعمال الدفاعات الأرضية بكثّافة لم يسبق لها مثيل عندما قصفت الطائرات الإسرائيلية مواقع داخل سوريا، ما تسبّب بإسقاط طائرة إف 16، لهو خير دليل على ذلك. ولكنّ بعض الليونة في الموقف الإيراني ظهرت أخيراً عندما صرّح المرشد الأعلى علي خامنئي بأنّ إيران مستعدة لدرس هذه الملفات مع دول الجوار، ولكن ليس مع الولايات المتحدة.

هل ستنجح أميركا في العودة إلى الشرق الأوسط كما تريد؟ ليس مؤكّداً. المؤكّد هو أنها ستكمل محاولتها في هذا الاتّجاه وأنّ الرسائل المتبادَلة لن تتوقف. وقد بدأ الأميركيون على ما يظهر التحضير لرسالة آتية.
فهناك تقرير حضّره خبراء بتوكيل من الأمم المتحدة نُشر أخيراً يشير إلى أنّ كوريا الشمالية ساعدت النظام السوري في الحصول على أسلحة كيماوية. وكانت الإدارة الأميركية قد هدّدت بضربة عسكرية لسوريا إذا ما تأكّدت الأمم المتحدة من أنّ النظام السوري قد استعمل مثل هذه الأسلحة، وقد أعلنت فرنسا وإنكلترا مساندتهما.
هذه الرسائل لن توصل إلى حربٍ بين الدولتين العظميَين لأنّ حرباً كهذه سرعان ما ستصبح حرباً إقليمية هما في غنى عنها. ولن تسمحا للقوى الإقليمية بالبدء بحرب ساخنة. إسرائيل لن تجرُؤَ على ذلك من دون ضوء أميركي غير متاح في الوقت الحاضر، وإيران والميليشيات المساندة لها لن تبادر إلى مغامرة كهذه من دون مساندة روسية لأنها ستكون مكلفة جداً.

ولذا فالمرحلة المقبلة المنتظَرة في سوريا هي مرحلة رسائل متبادَلة، وحروب محلّية، وتوترات دورية كالتي شهدناها أخيراً، ما يعني أنّ الحلّ السياسي ما زال بعيدَ المنال. في هذه الأثناء، فإنّ معاناة الشعب السوري ستتواصل، في ظلّ لا مبالاة دولية عديمة الضمير والرحمة.
